Under the direct supervision of the Head of Head of Rakhine Area Office, the incumbent is expected to achieve the following deliverables:
Manage day-to-day IDM implementation by supporting WFP operations, including activity design, implementation, monitoring, and budget management.
Establish and manage structures to raise issues and inquiries related to IDM solutions and operational support needs.
Track and analyze the overall IDM implementation status of Area Office (AO) and new Cooperating Partners (CPs) against benchmarks and standards, providing bi-weekly progress updates.
Update the progress of the 2024 Area Office and CP workplan, developing or revising plans as necessary based on newly proposed beneficiaries and areas.
Coordinate with the CO ICT and PGAAP teams for data transformation and centralization, following up on deduplication efforts and supporting AO in managing duplicated records.
Establish and maintain effective two-way communication with key stakeholders of IDM solutions, including AO, cooperating partners, and beneficiaries.
Provide direct technical support to AO regarding IDM solutions, standard operating procedures, best practices, and IDM services.
Coordinate with the CO ICT unit and relevant product owners to ensure corporate systems deliver the necessary business capabilities. Guide the prioritization of new features, product roadmaps, and change requests based on field needs and corporate standards.
Assist in delivering training sessions for new CPs and organize orientation sessions for Field Office staff and cooperating partners.
Collaborate with normative and policy focal points, user experience experts, and other key stakeholders to ensure corporate systems and services are developed with a human-centered design approach, respecting individuals' rights to privacy and protection.
Engage with WFP country offices and regional counterparts to agree on deliverables (formalized as Service Agreements) and facilitate the delivery of support services.
Continuously review feedback and new requests from country offices and regional counterparts, acting on this feedback to enhance WFP’s corporate capabilities and service offerings.
Lead, motivate, and develop a substantive IDM team at CO and AO to ensure high performance with a strong client orientation.
Deploy on missions to provide field support and deliver training to Field Offices and Cooperating Partners regularly.
QUALIFICATIONS & EXPERIENCE REQUIRED:
Education:
Advanced University Degree in international relations, political or economic science, business administration, computer and information systems or other relevant academic areas.
Experience:
One or more years of relevant work experience in implementing Identity Management including designing and implementing humanitarian in-kind or cash programmes involving registration, verification or enrolment of beneficiaries is key. Field experience in humanitarian operations is essential.
Knowledge & Skills:
Microsoft Office, data collection tools, database technologies and project management methodologies. Experience and ability to effectively engage and coordinate across a variety of stakeholders.
Languages: Fluency (level C) in English and Burmese.
