Job Overview
Reporting directly to the Health Manager, you will strengthen the MEAL efforts, approaches, and systems to foster learning and accountability for our clients; support IRC’s global and measurement ambitions of Strategy 100 and the Country Strategic Action Plan. You will oversee the MEAL functions of the health program in Terego and Madi Okolo District. Under the guidance and supervision of the health manager, the MEAL Officer will be responsible design and implementation of MEAL activities and ensure effective monitoring of program inputs, processes, outputs, and program outcomes. S/he will ensure that quality data is obtained from the program facilities, VHTs as well as program staff when performing activities aimed increasing access, coverage and quality of primary health care, public health reproductive health, and nutrition services in Imvepi/Rhino refugee settlement. You will supervise the data collection, quality assurance, analysis, and data interpretation on which to base program decisions. You will compile a monthly HMIS data reports and assists in the quarterly and annual reports for donor reporting and management decision making; Prepares quality presentations for the review program meetings while providing data trends to inform program decisions. You will work closely with the district bios-tactician to build capacity of health facility staff in data management while ensuring timely, accurate and high-quality collection to feed into the HMIS and program reports. S/he will facilitate monthly data quality assurance, data use and learning sessions at health facilities while providing on-site training and mentorships where needs are identified.
Duties and Responsibilities
Technical Implementation of M&E Activities
•Design and improve MEAL systems and approaches by ensuring compliance with IRC standard MEAL processes and Global IMPACT Strategy.
•Design and disseminate key MEAL tools including Project Log frame, MEAL Plan, Indicator Tracking tables and Project Activity Tracker to ensure effective and timely implementation of MEAL and project activities during the project timeline.
•Work with the district Biostatistician to ensure effective support to facility staff to ensure timely and accurate data on the program is entered into the district HMIS/DHIS2 and UNHCR HMIS.
•Plan and conduct routine data quality assessments for health indicators to ensure that quality data is timely available for visualization, reporting and decision making by project/health managers and technical coordinators.
•Take lead in/Support the MEAL Manager in designing data collection tools and conducting project evaluations and field level surveys such as client satisfaction surveys, client feedback survey etc. in coordination with colleagues and other stakeholders.
•Undertake regular analysis of monitoring data and work closely with health manager and facility staff to facilitate decision-making for real-time program adaptation.
•Produce quality reports and updating dashboards with key findings that foster learning and decision-making and share in project cycle management meetings and team meetings.
•Advocate for and support the expansion of standard mobile data technology through CommCare and online dashboard (PowerBi) to enhance timeliness and quality of data collection, analysis, and visualization.
•Maintain a robust and up-to-date health database to support availability of real time data continuous monitoring and evaluation of health program activities.
•Ensure continuous availability of updated data collection tools including the standardized HMIS reports at the health facilities and with the VHTs.
Learning and Client Responsiveness/Humanitarian Accountability
•Design and implement client satisfaction and engagement surveys to provide feedback for program quality improvement.
•Undertake periodic documentation and dissemination of program success stories and best practices.
•Support the recording of feedback, analysis, and accessibility of feedback data for programmatic decision making. Human Resources
•Ensure functionality of complaints and feedback mechanisms including the Country Response and Feedback registry to ensure that it routinely updated.
•Participate in quality of care/intervention monitoring together with the District and IRC project staff to enhance the level of satisfaction of clients in the project area.
•Organize project review meetings and identify, detail, share lessons learned and document stories of change to improve services and results for our clients.
Human Resource Management
•Coordinate and lead, a dynamic small team of MEAL staff (MEAL Assistant, data clerks, data entrants); foster timely and high-quality achievement, and an inclusive and respectful team climate.
•Provide supportive supervision and routine mentorship to all facility-based MEAL staff on quality data collection, visualization and HMIS reporting to ensure that they implement Health MEAL activities to the required standards to avail clean and quality data.
•Promote the growth and development of others in IRC teams in Terego/Madi Okolo on MEAL: Train colleagues, and volunteers on IRC MEAL Handbook Key Working Relationships Position Reports directly to or in Management in Partnership with: Health & MEAL Manager. Position directly supervises: Data clerks, facility level data team.
Minimum Qualifications:•A University degree in a relevant field (such as: statistics & data management, social science, public health, development economics, or a related subject area).
•A minimum of 3 years' working experience in Monitoring, Evaluation, Accountability and Learning-related functions.
•Technical skills in setting up quality MEAL processes and creating logical frameworks and data analysis that leads to learning and action.
•Proficiency and experience with mobile data collection such as Kobo, Commcare, ODK as well as proficiency with Microsoft Excel, SPSS, STATA or other similar software. Knowledge of PowerBi, and GIS software tools are additional assets.
•Experience in using the MOH HMIS tools.
•Demonstrated analytical, systematic-thinking, and problem-solving skills.
•Proven ability to transfer knowledge to diverse audiences through training, mentoring, and other formal and non-formal methods together with presentation and reporting skills are a strong asset.
•Confirmed ability to lead, mentor and empower a small to medium professional team.
•Self-motivated with good organization, planning skills, including prioritizing work and multi-tasking.
•A strong understanding of accountability and proven ability to build Client Feedback Systems.
