1. Project Background
AIIB is seeking an experienced Institutional Carbon Management Consultant to support the development, implementation, and monitoring of its institutional carbon management strategies. The consultant will assist AIIB in managing and reducing its carbon footprint, with a focus on ensuring alignment with international sustainability standards and helping the institution achieve its long-term carbon neutrality goals.
2. Objectives of the Assignment
AIIB is seeking an experienced Institutional Carbon Management Consultant to support the development, implementation, and monitoring of its institutional carbon management strategies. The consultant will assist AIIB in managing and reducing its carbon footprint, with a focus on ensuring alignment with international sustainability standards and helping the institution achieve its long-term carbon neutrality goals.
3. Scope of Services
Carbon Footprint Measurement & ISO 14064: Conduct training for vendors and new office staff on data collection for carbon emissions. Assess AIIB’s carbon emissions across Scope 1, 2, and 3. Draft AIIB’s annual carbon footprint reports in alignment with the GHG Protocol and ISO 14064. Coordinate internal and external audits for ISO 14064 verification and ensure the publication of reports. Carbon Offsetting & ISO 14068: Identify, evaluate, and monitor high-quality carbon offset projects that align with AIIB’s sustainability goals. Coordinate with the COM (Carbon Offsetting Mechanism) to release carbon offset guidelines. Track the effectiveness of carbon offset projects and assess their impacts. Prepare and coordinate verification for the ISO 14068 Carbon Neutral Statement. Coordinate the publication of relevant materials related to carbon offsetting. Act Green Together (AGT) & ISO 20121: Coordinate the Sustainable Annual Meeting (SAM) 2025 workgroup. Provide training for the workgroup, AIIB staff, Host Country, vendors, participants, and local volunteers. Coordinate with verifiers and staff for internal and external audits. Work with consulting firms for green activities, credit purchasing, and AGT reporting. Assess supplier activities with the Host Country and vendors to ensure compliance with ISO 20121. Draft and publish the AGT report and outcomes. Carbon Management Strategy Development: Review actions from the ICEM plan (2021-2025) and draft the ICEM plan for 2026-2030. Prepare reports for management, summarizing key actions and strategies. Coordinate the publication of ICEM reports and strategic documents. Project Management & Green Electricity Management: Lead bi-monthly project meetings for carbon-neutral and Scope 3 gap monitoring projects. Track and manage technical and payment milestones for related projects. Summarize Scope 3 gap monitoring methodologies for relevant teams (e.g., travel, procurement) to improve their data management practices. Track monthly green electricity purchases with vendors and obtain green electricity certificates. Coordinate with the COM to release green electricity guidelines and raise internal awareness of green electricity initiatives. Collaboration on Other Sustainability Initiatives: Collaborate on various activities led by other departments, such as the AIIB Green Bond Impact Report, ESG ratings, ISSB reporting, Paris Alignment, and other sustainability assessments.

5. Implementation Arrangement
The consultant will be required to work at the Bank’s HQ under the supervision of FAS, unless there is a special situation noted in advance.
6. Support to the Consultant by the Bank
The consultant will be provided with all necessary facilities at the Bank, access to the required databases and documents, and assistance and arrangements during the assignment when working with governmental, nongovernmental, or international agencies.
7. Knowledge Transfer and Training
One of the roles for this consultant is capacity building and staff engagement. Although the priority is given to supporting AIIB sustainability compliance and implementation of documentation work, staff capacity-building training is planned, and the consultant is also encouraged to communicate with colleagues to transfer knowledge informally.
Qualification Requirement
Qualifications: Education: A degree in Sustainable business, Climate Change, or a related field. Advanced degrees (Master's or Ph.D.) are a plus. Experience: Minimum of 10 years of relevant experience in carbon management, environmental consulting, carbon emission verification, sustainability strategy, or related fields. Proven track record of implementing carbon footprint measurement, carbon neutrality initiatives, or carbon offset projects. Experience with carbon reporting standards (e.g., GHG Protocol, ISO 14064, ISO 14068) and familiarity with global climate frameworks (e.g., the Paris Agreement, UN SDGs). Experience of working with/in MDBs in the relevant areas is preferred. Assessor/Verifier certificate is preferred Skills: Strong analytical and problem-solving skills, with the ability to analyze complex environmental data and generate actionable insights. Excellent written and verbal communication skills, with experience presenting complex technical information to non-expert audiences. Project management experience, including the ability to coordinate cross-functional teams and manage multiple stakeholders. Ability to work independently and in a team environment, with a proactive and collaborative approach.
