2. Purpose of the Consultancy:
Provide technical support to the WHO Country Office (CO) for Somalia in developing and coordinating results-based reports, including donor, technical, and communication outputs, as well as project or grant proposals as needed.
3. Background
The WHO Country Office in Somalia is experiencing an increased workload as it leads response efforts and supports federal and state health authorities. While continuing its core functions—such as Universal Health Coverage (UHC), Primary Health Care (PHC), Expanded Program on Immunization (EPI)/Polio, Reproductive, Maternal, Newborn, and Child Health (RMNCH), and Non-Communicable Diseases/Mental Health and Psychosocial Support (NCD/MHPSS)—the office remains committed to delivering timely reports to our donors. These reports, along with regular information notes and updates, are essential for fulfilling our legal obligations and ensuring that our partners are well-informed.
Between March – December 2025, key reports to be submitted include the following donors: Gavi, World Bank, ECHO, KSR, and USAID/BHA.
The Reports Officer consultancy is crucial for ensuring punctual reporting on ongoing projects and coordinating the inclusion of donor visibility elements in the reports as part of our legal obligation to donors. Timely reporting is a key performance indicator for budget centers, and it is important that WHO SOM continues to report to donors promptly to maintain donor confidence.
4. Deliverables
Output 1: To develop donor reports (narrative, visibility.)
Deliverable 1.1: Final and interim technical reports to the following donors are submitted on time and in line with donor agreements and reporting requirements: ECHO, BHA, CERF and GAVI.
Deliverable 1.2: Work closely with the communications team to create a visibility action plan that considers the key grants such as KSR and ECHO.
Output 2: Support the timely coordination, development, and submission of project proposals.
Deliverable 2.1: Alongside TOs (Technical Officers), support the coordination and development of reprogramming proposals, such as the BMGF GIS Centre proposal, the Japanese Supplementary Budget proposal, the L’oreal Foundation proposal and the KOICA proposal.
5. Qualifications, experience, skills and languages
Educational Qualifications:
Essential: Bachelor’s degree or equivalent in business, development science, programme/project management, international relations, economics, public health or another related field.
Experience:
Essential: 5 years’ relevant professional experience in reporting, programme/project management and/or other related fields.
Desirable: Experience working with, managing and/or reporting on programmes/projects of World Bank, ECHO, AICS, GAVI, Global Fund and other donors highly is desirable.
International experience with WHO in reporting, project development, and/or grant writing will be considered a strong asset. Experience with UN agencies and/or international NGOs in reporting will be considered an asset.
Skills/Knowledge:
• Excellent communication, writing, coordination and interpersonal skills.
• Experience in coordinating and compiling timely, high quality and accurate reports (donor, technical).
• Experience reporting and/or managing projects related to the aforementioned donors.
• Knowledge and experience in drafting project proposals and budgets, as well as developing advocacy products.
• Experience in project cycle management.
Languages and level required (Basic/Intermediate/Expert):
Essential: Expert in English Language
Desirable: (if applicable)
Fluency in English is required. Knowledge of other UN languages is an asset.
6. Location
On site: Home-based with potential missions to Nairobi, Kenya
7. Travel
Consultant is expected to travel to Nairobi Kenya, however, In the event of travel is required; country office travel unit will raise TR.
8. Remuneration and budget (travel costs are excluded):
a. Remuneration: (Pay band level - Remuneration currency - Pay band range) Band B, USD.7,000
b. Living expenses (A living expense is payable to on-site consultants who are internationally recruited): currency and rate : N/A
c. Expected duration of contract (Maximum contract duration is 11 months per calendar year): 10 Months
