Result of Service

The Consultant will work in close coordination with the UNEP UN-REDD Team and Coordinator in LAC to ensure the effective integration of financial inclusion and gender considerations, alignment with safeguards frameworks, and the successful delivery of UNEP’s objectives across the relevant programmes and projects. Additionally, the Consultant will contribute to strengthening the UNEP LAC team by providing technical input, reports, knowledge management and others related to the UNEP’s role within the UN-REDD Programme. Working in close collaboration with the UNEP LAC Climate Mitigation Unit Team and Coordinator in the Latin America and the Caribbean (LAC) region, and the global safeguards specialist, the consultant shall perform the following activities: • Contribute to the UN-REDD TA 2025 activities related to financial inclusion and gender approach in LAC. • Contribute to the TA activities in Chile and Peru related to ART-TREES safeguards requirements. • Collaborate with the Flagship Project’ team and general coordination and inputs related to financial inclusion and gender approach, including review of relevant deliverables. • Contribute to the Paraguay RBP Project’s team with inputs related to financial inclusion and gender approach, including providing technical input to relevant deliverables. • Collaborate and engage in workshops and country missions. • Contribute with application and reporting of gender approach. • Contribute to regular reporting to UNEP, the UN-REDD Programme and others, as required. • Collaborate with the development of knowledge management, capacity building and advocacy outputs and events in the areas of financial inclusion and gender approach. • Provide guidance to the organization and delivery of UNEP-led events related to financial inclusion and gender approach. • Contribute and participate in knowledge exchange with other countries in the region and other regions, with a focus on UNEP work (such as in Paraguay REDD+ results-based payments project) related to financial inclusion and gender approach experiences and best practices. Output No. 1 Develop a detailed gap analysis identifying challenges and opportunities for integrating financial inclusion and gender considerations in the TA 2025 activities in Peru, Colombia and Mexico. Based on the findings, deliver a comprehensive work plan with actionable steps tailored to each country's specific context Product No. 1: A document that includes: Gap Analysis and Work Plan for Financial Inclusion and Gender Approach for TA 2025 in Peru, Colombia, and Mexico. Output No. 2 Conduct an in-depth analysis of gaps in meeting ART-TREES safeguards requirements for Chile, as part of TA 2025 in the country. Provide clear recommendations and strategies to address identified gaps, and present key findings to CONAF team in virtual workshop. Update safeguards components of Registration Document and Monitoring Report for ART-TREES in Peru. Product No. 2: A document that includes: Gap Analysis of ART-TREES Safeguards Requirements for Chile TA 2025 and written inputs on safeguards for Registration Document and Monitoring Report for ART-TREES in Peru Output No. 3 Prepare a progress report detailing advancements of the UNEP team in the financing component of the Flagship Project. Include a proposal for integrating financial inclusion and gender approaches into the different phases and milestones of the Project, accompanied by a practical work plan to ensure effective implementation and collaborative work with UNEP members team. Develop technical inputs related to financial inclusion and gender for the work on funds for access from Indigenous Peoples and Indigenous Women in Peru. Product No. 3: A document that includes: Progress Report on the Financing Component of the Flagship Project, with a Proposal of a Financial Inclusion and Gender Approach and Work Plan. Written inputs related to financial inclusion and gender for the work on funds for access from Indigenous Peoples and Indigenous Women in Peru. Output No. 4 Deliver a progress report on the Climate Change Funds Component of Paraguay's RBP Project. Include a section of areas of improvement detected, as well as a proposal for incorporating financial inclusion and gender approaches, backed by a strategic work plan to guide future actions. Product No. 4: A document that includes: Progress Report on Paraguay’s Climate Change Funds Component of the RBP Project, with a Proposal of a Financial Inclusion and Gender Approach and Work Plan.

Duties and Responsibilities

The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action. The UNEP Latin America and the Caribbean Office (LACO), located in Panama City, works closely with the 33 countries of the region and its activities are integrated into the Medium-Term Strategy and the Programme of Work approved by the United Nations Environment Assembly (UNEA). Latin America and the Caribbean (LAC) face significant challenges related to deforestation and forest degradation, and achieving climate and biodiversity targets. Sustainable finance and investment are needed to scale up forest and climate protection efforts, with robust environmental and social safeguards. UNEP provides technical support to LAC countries on safeguards, financial innovation, inclusion and gender approach for REDD+, as well as expert knowledge management (KM), advocacy, communications, and finance efforts to help address these challenges. UNEP LACO requires additional bolstering under the form of a consultant to contribute to the Climate Mitigation Unit (CMU) in financial inclusion and gender approach for REDD+, KM and capacity-building activities related to REDD+ on these topics in, to strengthen the UNEP’s role within the UN-REDD Programme in LAC, in the Results-Based Payments (RBP) project in Paraguay, and in the Central America Dry Corridor Restoration Flagship Project. This consultancy will strengthen the capacity of LAC countries through targeted technical advice, knowledge creation, and strategic input. The consultant will work closely with the UNEP LACO team, providing technical input, knowledge-sharing, advocacy, and communication efforts for REDD+ processes in LAC countries. The consultant will report to the UNEP Programme Management Officer UN-REDD for the Latin America and Caribbean Office and will work from home.

Qualifications/special skills

ACADEMIC: • Bachelor’s degree in environmental management, law, economics, administration, social sciences or a closely related fields is required. • Master’s degree in environmental management, law, economics, administration, social sciences or a closely related fields is required. PROFESSIONAL: • Three (3) years of experience working with environment, natural resources, climate change or development topics is required. • Experience working in financial inclusion, or design/management of financial mechanisms or financial policies or similar is desired. • Experience working with environmental and social safeguards in the LAC region is desired. • Experience working with gender approach is desired. • Experience working in REDD+ and/or forest governance is desired.

Languages
