Organizational Setting

The Office of Youth and Women (OYW) ensures that youth and women act as conduits both (i) internally in FAO, supporting women and youth career enrichment and mainstreaming important topics of youth and women across the Organization, and (ii) externally, by gathering and realising innovative ideas and approaches related to youth and women within the FAO mandate. The Office takes forward and further institutionalises the work of the FAO Youth Committee and the FAO Women's Committee, as well as the World Food Forum (WFF) Global Youth Action, designed by FAO as a global network of partners to build an effective platform to share transformative initiatives and encourage actions for the agrifood systems transformation.

It promotes transformational leadership for gender equality and women and youth empowerment in the workplace and in FAO's initiatives, strengthening accountability of managers for gender equality and youth and women's empowerment. OYW further engages with relevant global initiatives, UN and other partners and relevant stakeholders, enhancing the advocacy for, and engagement of youth and women in agrifood systems. The Office works closely with the FAO technical units that coordinate the implementation of the FAO Policy on Gender Equality and the Rural Youth Action Plan and related programmes and initiatives.

The position is located in the Office of Youth and Women (OYW) at FAO headquarters in Rome, Italy.

Reporting Lines
The Programme Officer reports to the Director, OYW.

Technical Focus
Contribute and support the strategic implementation of OYW to advance the role of youth and women in line with the FAO Strategic Framework 2022-31 and related policies, guidelines and action plans; focus on ensuring coherence in planning, implementing and monitoring of corporate programmes and projects at global, regional and national levels; promote engagement and liaison with UN entities and other partners; coordinate resource mobilisation activities; and support institutionalisation of the work of the FAO Youth Committee and the FAO Women's Committee.

Key Results
Develops, implements and evaluates effective leadership and management of major projects and teams in accordance with Divisional/Office/Centre objectives and the FAO Strategic Framework.

Key Functions

  • Develops, implements and evaluates assigned programmes/projects; monitors and analyses programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and initiates corrective action; liaises with relevant parties; ensures follow-up action.
  • Performs specific assignments, in collaboration with the client, by planning facilitating workshops, through other interactive sessions and assisting in developing the action plan the client will use to manage the change.
  • Researches, analyses and presents information gathered from diverse sources.
  • Coordinates policy development, including the review and analysis of issues and trends, preparation of impact evaluation or equivalent studies.
  • Generates survey initiatives; reviews, analyses and interprets responses, identifies problems/issues and prepares conclusions.
    Organises and prepares written outputs, e.g. background papers, analyses, sections of reports and studies, inputs to publications.
  • Provides substantive backstopping to consultative and other meetings and conferences, including proposing agenda topics, identifying participants, preparation of documents and presentations.
  • Initiates and coordinates outreach activities; conducts training workshops and seminars; makes presentations on assigned topics/activities.
  • Leads and/or participates in large, complex field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries.
  • Coordinates activities related to budget funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/reports (pledging, work programme, programme budget).

Specific Functions

  • Develops and monitors OYW programmes and budgets according to work plans and drafts related reports as required.
  • Organises and participates in capacity development activities to advance youth and women engagement and empowerment in agrifood systems transformation.
  • Coordinates initiatives, services and projects related to career development and other concerns of youth and women FAO employees, in close collaboration with the Human Resources Division (CSH) and the FAO Youth and Women Committees.
  • Prepares proposals and project documents to develop OYW's programme of work; advances resource mobilisation in the various fields related to youth and women in agrifood systems; and maintains effective working relationships with key stakeholders throughout the project cycle, including to support programme implementation, monitoring and compliance.
  • Manages partnerships to seek funding opportunities and leads negotiations of funding agreements and project proposals with governments, international organisations, private sector and civil society partners.
  • Performs other related duties as required.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements
• Advanced university degree in business administration or public administration, social science, political science or a related field.
• Seven years of relevant experience in project or programme management, administration or related area.
• Working knowledge (proficiency - level C) of English and intermediate knowledge (intermediate proficiency - level B) of another FAO official language (Arabic, Chinese, French, Russian or Spanish).

Technical/Functional Skills
• Work experience in more than one location or area of work, particularly in field positions, is desirable.
• Extent of experience in the field of programme development and resource mobilization in a multilateral institution.
• Knowledge of development issues related to youth and women in the various fields of agrifood systems.
• Understanding of FAO policies, procedures and programmes, and familiarity with WFF activities, is considered an asset.
• Demonstrated experience in collaborating with governments, private sector, development partners and other relevant stakeholders in the context of a multilateral institution.
