Organizational Setting

The Regional Office Latin America and the Caribbean (RLC) is responsible for leading FAO's response to regional priorities for food security, agriculture and rural development through the identification, planning and implementation of FAO's priority activities in the region. It oversees the network of Country Offices and the Subregional Office(s) for Latin America and the Caribbean. It ensures a multidisciplinary approach to programmes, identifies priority areas of action for the Organization in the region, and, in collaboration with Divisions, Offices and Centres at headquarters, develops, promotes and oversees FAO's strategic response to regional priorities and the implementation of the Organization's strategies through programmes and projects across the region.

The Regional Office supports the formulation and implementation of the Country Programmes and Projects, including Country Programming Frameworks (CPFs), and their contribution to the FAO Strategic Framework and the United Nations Sustainable Development Cooperation Framework (UNSDCF) at the country level, advising Decentralized Offices on corporate priorities such as the Strategic Framework and on the incorporation of regional priorities into the Organization's Programme of Work and Budget.

The Regional Office leads, formulates, implements, monitors and reports on the Organization's programmes and budget in the region and draws management attention to problems, deficiencies and risks.

The Regional Office leads the preparation of the Regional Conferences and the Statutory Bodies in the region.

The Regional Office develops and maintains relations with region-wide institutions, including the Regional Economic Integration Organizations (REIOs), and participates in the United Nations Regional Architecture, such as UN Regional Forums on Sustainable Development and UN Regional Collaborative Platforms and related mechanisms.

The Regional Office delivers an improved, integrated and collaborative business model to enhance efficiency, effectiveness, consistency, innovation, agility and responsiveness in logistical, operational, financial and other support services at all levels to accelerate the achievement of the Organization's programme in the region and ensure compliance with the Internal Control Framework.

The post is located in the Regional Office for Latin America and the Caribbean in Santiago, Chile.

Reporting Lines
The Fishery Officer reports to the Senior Fishery and Aquaculture Officer for Latin America and the Caribbean and will work in close coordination with Fisheries and Aquaculture Officers in the region.

Technical Focus
Provide technical and operational support for the timely and effective implementation of fisheries related activities in Latin America and the Caribbean in accordance with FAO rules and procedures. The focus will be on ensuring the sustainable and effective management of all fisheries to deliver healthy stocks, restore ecosystems and secure equitable livelihoods for all. This includes support in developing and institutionalizing management strategies and promoting innovative approaches to ensure sustainable fisheries.

Key Results
Collection and analysis of information, data and statistics and project/meeting services to support programme projects, products and services.

Key Functions

  • Collects and analyses relevant technical, social, economic, environmental, institutional and technology related information, data and/or statistics to support the delivery of programme projects as well as products and services.
  • Undertakes analysis, provides technical input for plans and reports and edits/revises technical/scientific documents.
    Participates in the development of improved work methods, tools and systems.
  • Updates databases and web pages.
  • Participates in multidisciplinary project/work teams.
  • Collaborates in the development of training tools and materials and the organization of workshops/seminars, etc.
  • Participates in the organization, conduct and follow-up of meetings, consultations and conferences, the development/production of required materials and the provision of information and assistance to partners.

Specific Functions

  • Assists in the planning, development and implementation of fisheries related activities in Latin America and the Caribbean that contribute to the implementation of the Blue Transformation Programme Priority Area (PPA) and its linkages with other Programme Priority Areas and the Four Betters of the FAO Strategic Framework 2022-31.
  • Provides technical support for fisheries related projects and initiatives across the Latin America and the Caribbean region.
  • Provides support to the Technical Secretariat of the Commission on Small-Scale, Artisanal Fisheries and Aquaculture for Latin America and the Caribbean (COPPESAALC).
  • Supports FAO Members in the implementation of the Code of Conduct for Responsible fisheries and its related international instruments, including the Small-Scale Fisheries Guidelines.
  • Prepares reports on fisheries activities, and document lessons learned, best practices, and any other relevant data for future reference.
  • Participates in multidisciplinary teams to work collaboratively on cross-cutting issues and where fisheries have an important role to play.
  • Supports planning, coordination, development of tools and delivery of training courses on fisheries management and policy.
  • Performs any other duties as required, as required.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

  • Advanced university degree in fisheries economics, natural resource economics, fisheries management, natural resources management, marine affairs or political science with a specialization in fisheries management and/or governance or other field related to fisheries.
  • Three years of relevant experience in small-scale fisheries, capacity development, policy, fisheries management, fish trade, and/or project planning and implementation in fisheries related issues.
  • Working knowledge (proficiency - level C) of English and intermediate knowledge (intermediate proficiency- level B) of another FAO official language (Arabic, Chinese, French, Russian or Spanish).
