Organizational Setting

FAO is a key player pushing for interventions that bridge the continuum between humanitarian support and development interventions in the food and agriculture sector, covering rural and peri-urban areas. Assisting in preventing disaster-related emergencies, providing early warning for food emergencies, and helping in rehabilitation of food production systems are amongst FAO’s predominant roles. The main forms of FAO’s interventions include, but are not limited to, needs assessments, the provision of essential agricultural inputs and technical assistance in planning and management for sustainable recovery and resilience in rural production systems.


Reporting Lines

Under the overall supervision of the FAO-Representative, the direct supervision of the Senior Resilience Specialist and technical guidance from the Consultant Architect, the incumbent will assist with the implementation of the gene bank component under project GCP/IRQ/004/EC.


Technical Focus

FAO has been active in the preservation of plant genetic resources since the 1940s, especially promoting further programmes at scientific and technical levels in this field. The main responsibility of the national Engineer is to monitor and follow up on the construction of a new seed bank in Sulaymaniyah according to the approved work plan that should improve the conservation and preservation of plant genetic resources in Iraq, as per funds made available under the project GCP/IRQ/004/EC.


Tasks and responsibilities

Monitor Construction Activities\:

• Conduct regular site visits to oversee ongoing construction work.
• Verify that materials, workmanship, and construction methods comply with approved plans, specifications, and contract requirements.

Progress Reporting\:

• Provide weekly progress updates to the project requester, highlighting milestones achieved and any delays or risks.
• Document site activities, including photos, daily logs, and reports of key developments.

Quality Control and Safety\:

• Ensure adherence to safety regulations and environmental standards at the site.
• Identify and report non-compliance issues promptly and recommend corrective actions.

Coordination\:

• Support the liaison between the contractor, design team, and the project requester to ensure smooth communication.
• Attend site meetings and contribute to resolving technical or logistical challenges.

Inspection and Testing\:

• Witness critical tests (e.g., structural, material quality) and verify results.
• Approve or recommend corrective actions for work completed at key stages.


CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

• University degree in Civil or Structural Engineering or a related field
• Minimum 5 years of experience in construction site supervision
• Working knowledge in Arabic and English
• National of Iraq or resident of the country with valid work permit
