BACKGROUND

UNDSS Lao PDR provides security expertise to all United Nations Security Management System entities, to enable the planning and safe conduct of mandates, missions, activities, and programmes of the United Nations system, while ensuring the safety and security of personnel and the security of United Nations premises and assets in Lao PDR. 

Position Purpose:

Field Security Associate (FSA) at GS-6 Level, funded under the inter-agency Local Cost Shared Security Budget (LCSSB), will provide security support to the UNSMS in Lao PDR. The FSA will be working with the UNDSS security office, assisting in all security related activities. The FSA will be under the technical guidance and supervision of the UNDSS Regional Chief Security Advisor. She/he will work in coordination with the existing UNDSS standalone FSA. She/he will be responsible to the Designated Official for Security for Lao PDR through the UNDSS CSA for all security and safety related activities to ensure compliance with security and safety procedures of the United Nations.

The FSA will provide security support to the UNSMS in Lao PDR. She/he will deliver security briefings and trainings, provide timely response to security accidents, liaise with security guard providers and national law enforcement agencies as required. She/he will assist UNDSS in collecting, updating, and communicating information regarding the security situation in the country. Conduct continuous supervision and inspection of private security guards’ posts at UN location/residences. Assist performance management of private security guard service at UN locations/residences. Provide UN ID card for the UNSMS in Lao PDR. 

UNDP adopts a portfolio approach to accommodate changing business needs and leverage linkages across interventions to achieve its strategic goals. Therefore, UNDP personnel are expected to work across units, functions, teams, and projects in multidisciplinary teams to enhance and enable horizontal collaboration.

Key Duties and Accountabilities

The Field Security Associate will: 

  • Monitor performance of security guards and ensure that UN access control procedures are properly implemented at offices and residences. 
  • Inspection and supervision of security guards’ posts at UN location/residences.
  • Implement security service policy through the security contractor representative.
  • Maintains liaison with security companies providing security guard service at offices and residences, to ensure the effective and efficient use of the guard force, or other equipment which may have been installed as part of approved security measures.
  • Provide briefing and training to the security guards tailored to UN specific requirements.
  • Liaise with OCOSFP to ensure that up-to-date records of guard patrols along with other relevant activities are logged and kept (Visitors log, Cargo log, Equipment in/out log, etc.).
  • Carry out random inspections of all locations that are guarded by security guard providers.
  • Ensure that security service providers are familiar with and conducting their duties in accordance with UN security policies and procedures. 
  • Instruct security provider personnel on shift in performance of security services, including UN office emergency and security procedures, control and physical security for the premises, use of equipment and operation of the automated alarm and video surveillance systems, where they exist. 
  • Assist to Investigate and report all incidents on any UN premises that involve a breach of security procedure, injury, or theft. 
  • Issuance of UN ID cards for UN personnel, spouse, eligible dependents, and contractors.
  • Assist in conducting security and safety activities and operations for all UN AFPs in Laos. 
  • Liaise with the OCOSFP on security related issues.
  • Assist OCOSFP to ensure compliance with Security Risk Management Measures (SRMM). 
  • Respond and provide assistance to UN personnel and dependents involved in incidents or accidents.
  • Assists in reporting security incidents affecting UN personnel, premises, and properties.
  • Support in organizing and delivering Women Security Awareness Trainings (WSAT) to Female UN Personnel. 
  • Support in organizing and delivering Security Orientation Briefing, Warden training and Organization Country Security Focal Point (OCOSFP) trainings. 
  • Assists in ensuring residential (Residential Security Measures – RSM) and office safety, and security preparedness. 
  • Provide technical advice to all UN AFPs and UN Personnel on the correct equipment and specifications, for all types of security related equipment to be used as part of the approved UN RSM in Lao PDR. 
  • Assist in conducting Residential Security Measure (RSM) inspections and in coordination with the (OCOSFP), ensure compliance with the HQ approved RSM.
  • Liaise with service providers for maintenance and repairs to UN security related equipment used as part of the approved UN RSM.
  • Liaise and coordinate with the UNDSS FSA for operational support to UN personnel and dependents when required.
  • Ensure that safety plans for UN premises are maintained and liaise with OCOSFP to ensure that regular building evacuation exercises/ fire drills are conducted.
  • Liaise with the local police and other authorities on security matters, in particular crime or accident incidents involving UN Personnel or their dependents, while they are out, or at their residences. 
  • Assist, as required, in all high-level visits involving UN. 
  • Supports the CSA with the assessment of SRM Measures in Lao PDR.
  • Assist in preparation and monitoring of the Local Security Cost Shared Security Budget (LCSSB).
  • Assists in maintaining the Security Plan, including updating personnel lists. 
  • Provides general administrative assistance to the UNDSS.
  • Report for duty as and when necessary (on call).

QUALIFICATIONS

Education:

  • Secondary Education is required.
  • University degree (bachelor´s degree) in Political Science, Military Studies, Security Management, Management, or a relevant field will be given due consideration but is not a requirement.

Experience, Knowledge, and Skills:

  • Minimum of 6 years (with secondary education) or 3 years (with bachelor’s degree) of relevant progressively responsible experience in security or related field of work. 
  • Prior experience with the UN system or an international NGO is desirable. 
  • Experience in the use of computers, office software packages (MS Word, Excel, etc.).
  • Experience in the production of ID security cards is desirable.
  • Experience in delivering security trainings and briefings is desirable. 
  • Valid driver’s license is required.
  • UN security trainings desirable (SSAFE, FSA, etc.). 
  • Women Security Awareness Trainer certification is a requirement.
  • Military service, military college or police academy training or private security experience would be an asset.
  • Working experience related to safety and security with international organizations is desirable.

Language Requirements:

  • Fluency in Lao and English is required.
