Organizational Setting

The GEF 8 Cycle started in mid-2022 with programming direction and policy were formally socialized during the National Dialogue Indonesia, held between the 16th and 18th of January 2023, in Bali. Indonesia received the largest STAR Allocation in the current cycle to support the government in addressing environmental problems.

Directorate of Ecosystems Restoration and Management of Preservation Areas (Dit. PEBAP that was previously known as Directorate of Ecosystem Management and Restoration or Dit. BPPE) and FAO developed PIF entitled “Strengthening the integrated landscape management and governance for the conservation and sustainable use of forested areas important for biodiversity and ecosystem services (AIBDES) in Indonesia” to the Global Environment Facility (GEF) and it was endorsed by the GEF CEO for Prodoc development in December 2024. The Prodoc submission to the GEF Secretariat dues in October 2025 so the PPG team needs to be established to develop the AIBDES Prodoc. The Project Preparation Grant (PPG) Team will be led by GEF Project Design Expert (PDE) who will be supported by some national incumbents, including National PPG Specialist


Reporting Lines

The National PPG Specialist will work under the overall and direct supervision of, and report directly to, the FAO Representative in Indonesia. The incumbent will also be under the day-to-day supervision of the Assistant FAOR for Program, with technical support from technical officers in the Regional Office for Asia and the Pacific (RAP).


Technical Focus

The National PPG Specialist will support the PDE in developing the PPG workplan by focusing on technical inputs, data analysis, and documentation required for the development of the Prodoc.


Tasks and responsibilities

PPG design

• Contribute technical inputs to the PPG Workplan
• Assist in the development of methodological frameworks for project components
• Provide technical support to thematic consultants, ensuring the quality of their deliverables
• Consolidate and review technical reports and background documents prepared by team members

Baseline assessment

• Document review\: conduct desktop analysis of relevant forestry, biodiversity conservation and land use information for Indonesia and the project landscapes
• Analyse the baseline situation relevant in the project context (particularly Components 1, 2, and 5), incl. existing capacities, relevant baseline investments and projects, national, provincial and local priorities

Target landscapes

• Support Project Design Expert (PDE) in the development of landscape/site selection criteria
• Provide technical assistance on selection target landscapes
• Ensure the clear delineation of project target landscapes, including the areas of different categories of area-based project interventions
• Support obtaining GIS data, and support GIS experts in mapping project landscapes, specifying areas of different categories of area-based project activities
• Analyse the situation of the status, drivers of biodiversity loss, and other environmental problems relevant to Areas Important for Biodiversity and Ecosystem Services

Project strategy

• Provide concrete proposals for project activity plans for Components 1, 2, and 5
• Provide PDE with input into project results framework
• Establish indicator baselines
• Support PDE in identification of project implementation arrangements
• Budgeting\: support PDE in budgeting by identifying local costs of various investments
• Cofinancing\: identify cofinancing, incl. detailed breakdown for cofinancing contributed by national partners, obtain signed co-finance letters
• Work Planning\: support PDE in the preparation of the project’s strategic workplan

ProDoc preparation

• Support PDE with reviews/comments in preparation of FAO-GEF Project Document and applicable annexes
• Support PDE in receiving and addressing comments received from stakeholders, including Dit. BPPE, FAO and GEF on draft versions of the Project Document and applicable annexes
• Contribute to other components, as relevant, in addition to those specifically listed in the ToRs

Minimum Requirements

• University degree in forestry, biodiversity conservation, environmental management, agriculture, or related field
• 10 years of strong practical experience with forestry and/or biodiversity conservation in Indonesia.
• Full proficiency of English and Bahasa Indonesia
• Nationality of Indonesia or resident of the country with valid work permit.

Selection Criteria

• Experience working in the targeted project landscapes is an asset;
• Previous experience working on GEF projects, or other international donors’ projects including on project development is highly preferable;
• Strong computer, as well as facilitation skills
