Proactive risk management and investing in sustainability are the cornerstones of UNDP’s portfolio management approach and providing technical assistance to national counterparts during all phases of implementation, strengthening legislation, policies, and regulatory frameworks, and building capacities across key functional areas, including financial management, health information systems, procurement and supply chain management. Within the HHD Group the Global Fund – Health Implementation Support Team (GF/HIST) is a dedicated team providing support to UNDP Country Offices implementing health and development programmes.

In Nepal, UNDP is the Co-Principal Recipient (PR) of the Global Fund GC7 grant for three diseases and work closely with the Government of Nepal. For effective implementation of the Global Fund programme, UNDP Nepal has established a Programme Management Unit (PMU) to coordinate and oversee the implementation and to ensure compliance of the terms and conditions of the grant agreements with the Global Fund and UNDP rules, policies, and procedures.  The PMU coordinates with the national partners particularly the Ministry of Health and Population (MoHP), the Provincial and local government, government entities at federal and provinces, Non-Government Organizations, Civil Society Organizations (CSOs), communities, technical partners, UN agencies, the Global Fund (Local Fund Agent) and the Country Coordinating Mechanism. 

Duties and Responsibilities 

The incumbent will be reporting to Procurement & Supply Management Specialist and works closely with the Laboratory Analyst and Procurement Analyst. 

Procurement and supply chain management: 

  • Implementation of procurement & supply management policies and procedures
  • Ensure full compliance of procurement & supply management with UNDP rules, polices, procedures and strategies.
  • Monitor implementation of Procurement Action Plans (PAPs) with timely updates of utilization under the project budget lines for cost-efficiency and consistency with Project Document and corresponding Annual Work Plan. 
  • Collaborate with international procurement partners for procurement of pharmaceuticals, diagnostic and supplies.

Ensure supplier management

  • Take lead and oversee the end-to-end supply chain process, including forecasting, sourcing, logistics, and distribution, and maintain an uninterrupted commodity supply. 
  • Manage supplier performance, assess risks, and implement corrective actions to prevent disruptions.
  • Support supply chain software and tools optimization.
  • Coordinate with UNDP/CO/HQ to ensure timely delivery in accordance with the contract to avoid stock out or overstock situations.

Supply chain analysis & reporting

  • Analyze inventory, lead times, costs to identify cost saving opportunities. 
  • Measure KPIs and prepare reports for management and stakeholders.
  •  Develop dashboards and tracking tools for supply chain efficiency. 
  •  Prepare reports for senior management, donors, stakeholders and to contribute to the annual reporting (ROAR) of UNDP on supply chain performance and procurement activities.

Quality assurance and capacity building:

  • Ensure all procured goods meet UNDP quality standards and regulations.
  • Conduct regular quality checks and audits of suppliers.
  • Audit supplier compliance with quality standards and take corrective actions when needed.
  • Provide training to stakeholders on maintaining and improving quality assurance processes.

Health system strengthening:

  • Assess health system capacity and gaps related to supply chain management.
  • Collaborate with stakeholders to improve health systems through enhanced procurement processes.
  • Provide technical assistance and organize training to strengthen health system procurement practices.
  • Track and evaluate health system strengthening activities for effectiveness.

Facilitate knowledge building and management:

  • Identify inefficiencies, propose solutions, and share best practices with stakeholders.  
  • Ensures facilitation of knowledge building, sharing and organizing supply chain management training for national partners and to project.
  • Prepare synthesis of lessons learnt and best practices to contribute to strengthening of national supply chain management. 
  • Provide advice on strategies, policies and plans impacting the operations, effective delivery of supply chain management. 
  • Sound contribution of knowledge networks and community of practice and other forums. 
  • Contribute to strategy development, share lessons learned, and collaborate to improve procurement and supply chain practices.

Coordination and active participation in working groups

  • Coordinate with national stakeholders (Ministry of Health and Population, NCASC, NTCC, EDCD, NPHL, Management Division of the Department of Health Services and regulatory bodies for smooth supply and to ensure safe use of health commodities.
  • Actively participate in Procurement and Supply Management (PSM) working group. 
  • Actively participate in different thematic working group of HIV, TB and Malaria and provide technical inputs. 
  • Coordinate with other key stakeholders working in HIV, TB and Malaria for synergy and avoiding duplication.  
  • Work closely with other PMU team members for effective and smooth PSM.

  • Provide strategic advice on gender and social inclusion in procurement processes.

Required Skills and Experience
 
Education:
  • Advanced university degree (master’s degree or equivalent) Supply Chain Management, Logistics, Business Administration, Procurement or related field is required. OR 
  • A first-level university degree (bachelor’s degree or equivalent) in the above-mentioned fields in combination with additional 2 years relevant experience will be given due consideration in lieu of master’s degree. 
  • CIPS level 3 is highly desirable for this position and candidates holding this level at the time of application will have a distinct advantage.
  • If the desired certification is not available at the time of recruitment, it should be obtained within one year of recruitment.
  • Candidates holding a CIPS certification at any level below at the time of application will have a proportionate advantage.
Experience:
  • A minimum of 2 years (with a master’s degree) or 4 years (with a bachelor’s degree) of experience in supply chain, procurement, supply management, preferably within international organizations or the public health sector. 
  • Experience in the use of computers and office software packages as well as web-based management systems.
  • Experience in Risk management and relationship management.
  • Experience in supplier relationship management, negotiation, and contract administration.
  • Experience and knowledge of supply chain analysis and process optimization.
  •  Familiarity with supply chain risk management, sustainability, and ethical sourcing principles.
  •  Familiarity with donor-funded programs, particularly those funded by the Global Fund.
  • Proficiency in supply chain software (e.g., SAP SCM, Oracle SCM), analytics tools, logistics platforms.
  • Prior experience of health products procurement or supply management in development organizations. 
  • Proven track record of excellent communication and interpersonal skills, with the ability to work collaboratively in a multicultural environment

Required languages:

  • Fluency in English and Nepali is required.
