CONTEXT: 

The World Food Programme (WFP) is the world's largest humanitarian agency, working towards achieving a world with zero hunger. Since the beginning of the Ukraine refugee crisis in February 2022, WFP set up operations in the Republic of Moldova to assist in the refugee response. To respond to the deepening vulnerabilities of the crisis-affected populations and to strengthen the government shock-responsive capacity, WFP has drafted an Interim Country Strategic Plan (ICSP), which outlines the activities in the country for March 2024-February 2026.

To support the implementation of the ICSP and nourish WFP’s mandate in the Republic of Moldova, WFP Moldova is now seeking to fill the position of Context Analyst.

PURPOSE OF THE ASSIGNMENT

In this unique context, the Context Analyst will champion the analysis and contextualization of events/situations/decisions/… that can impact on WFP’s ability to achieve strategic goals, objectives and plans in Moldova, incl. related to its humanitarian mandate. This also includes providing technical advice, guidance and management of WFP’s security operations to enable the effective delivery of programmes that meet food assistance needs and maintain the security and safety of WFP personnel, activities and facilities.

MAIN ACCOUNTABILITIES/RESPONSIBILITIES

The Context Analyst will be under the direct supervision of the WFP Representative & Country Director, and will be responsible for the following duties specifically formulated for this role:

1.    Monitoring and analysis of situation in Moldova and beyond
-    Monitor global and regional conflicts, incl. on specific themes (e.g. energy, war in Ukraine) and their impact on Moldova, esp. the most vulnerable population groups residing in Moldova.
-    Horizon scanning on national and international events, global/regional fora, decisions, meetings, and visits that possibly impact on international engagement on/with Moldova, with special focus on topics related to WFP’s humanitarian mandate and work in Moldova.
-    Ensure comprehensive, conflict sensitive context analysis through regularly updated context analysis aimed at providing timely guidance for context-specific emergency preparedness and contingency planning to prepare the Country Office to take timely and appropriate actions in the event of emergency response.

-    Identify and conduct research on specific threat factors providing solid recommendations to support emergency preparedness and response- and contingency planning activities.
-    Provide comprehensive conflict analysis assessing security implications on WFP personnel,
assets and operations to influence WFP’s access strategy, improve conflict-sensitive and
gender-sensitive programming and protection-related efforts
-    Regularly prepare and/or provide presentations and briefings to Country Director and other WFP Moldova staff.
-    Coordinate cross-functionally at different levels contributing to the development of a common
operating picture and to the determination of risks to the organization.
-    Proactively build and maintain important partnership networks within and outside WFP for
effective information sharing on security analytical papers, security situation, threats, risk
analysis and trends enhancing information sharing cohesion.
-    Represent WFP at different forums contributing to strategic and technical discussions,
exchange of knowledge and experience ensuring effective advocating for WFP position.

2.    Monitoring of opportunities for strategic engagement on iCSP.
-    Monitor the national, bilateral- and multilateral processes and cooperation frameworks, with focus on opportunities to engage and influence government, stakeholders and other key actors with the aim to advance WFP’s agenda in Moldova. 
-    Identify and monitor opportunities to engage with national (and international) actors with the objective to better support longer-term sustainable solutions, address immediate humanitarian needs, focus on the humanitarian-development nexus and promote the humanitarian principles as/if needed.

3.    Act as Security Focal Point for the Country Office
-    Support development of security information management strategies, policies, guidelines and security operating procedures, consistent security advisories and recommendations ensuring
improvement and that security analysis strategy is aligned with the overall organizational
security reporting requirements.
-    Monitor security incidents, daily situation reports, local media and other open sources to
enable comprehensive and reliable security information analysis.
-    Support research on security threats and risks determining information relevance, validity and reliability of sources ensuring security information analysis is readily-made available for decision-making.
-    Represent WFP at national and inter-agency meetings e.g. security coordination cells to
contribute to technical discussions and exchange of knowledge and experience and advocate for the WFP position.
-    Work in close collaboration with internal counterparts and external partners to align security activities with wider programmes.
-    Ensure the development and maintenance of an effective security management
communications system to enable rapid and co-ordinated security activities.
-    Keep up to date with and advise upon regional and local security developments and issues
and the potential impact upon WFP activity to inform security and operational activities.
-    Provide technical advice, guidance and support e.g. operational security requirements,
security assessments and plans to country offices to strengthen the capacity within
security management and crisis readiness and preparedness, contributing to the
development of country strategy, policies and planning.

4.    Any other duties as required, in line with functional area


REQUIREMENTS FOR THE POSITION:


Education:
A university degree (Master's or Bachelor's) is required for this position.


Experience:
With a master's degree, at least 08 years of relevant professional experience in analysing of/advising on humanitarian and development policy, advocacy and/or government engagement in different types of operations, or in a related functional role.

10 years of relevant experience as described above is required for holders of a bachelor's degree.


International experience in/-academic- knowledge of Eastern Europe and/or former Soviet Republics and/or Russian Federation is an asset.


Language:

Fluency in the English language (read, write, speak) is required. Knowledge of Romanian and/or Russian is an asset.
