Job Description

The Research Officer will be working in the Training Learning Research and Analysis sector (TRLS) at the Training and Professional development center of the EUAA.  

The European Union Agency for Asylum (EUAA) is seeking a highly skilled Research Officer to work in the the Training and Professional Development Center's Training Learning Research and analysis sector. As a Research Officer, you will play a crucial role in designing, developing, analysing and maintaining business intelligence, data analysis, and reporting systems. Your expertise will contribute to the improvement of training development processes for asylum and reception officials in the field of international protection.

The following tasks are required:

  • Research and Analysis: Conduct and support research and analysis on processes and activities related to training development for asylum and reception officials.
  • Methodologies and Research: Develop quantitative and qualitative data collection and analysis methodologies, and conduct research to support training needs assessments, in-depth reports, and research studies.
  • Business Intelligence and Data Analysis: Contribute to the analysis, design, development, documentation, unit testing, and maintenance of business intelligence, data analysis, and reporting systems.
  • Data Collection and Processing: Support the collection and processing of training-related data, with a focus on data quality.
  • Indicator Development and Data Management: Support the development of harmonized indicators and propose initiatives to improve information management methodologies.
  • Data Visualization: Utilize data management and business intelligence tools (e.g., Python, Databricks, Jupyter notebooks, Voila dashboards, Power BI) to summarize and visualize training-related data.
  • Support the liaison with internal EUAA teams and external stakeholders for the implementation of research activities and projects; the preparation of internal and external meetings and collaborate with the communications team for research outputs dissemination.
  • Carry out any other relevant tasks, in the interest of the service, as requested by the Head of Sector.

Minimum Requirements

  • Completed university studies of at least three (3) years, attested by a diploma.
  • 3 years of experience in relative tasks

Requirements

Essential 

  • Completed university studies of at least three (3) years, attested by a diploma.
  • Proven professional experience of at least 3 years in research activities.
  • Professional experience in the management of data/information sources, including the creation of datasets and the provision of data quality assurance.
  • Knowledge proved by professional experience on range of data types generated by training, user feedback and survey responses.
  • Professional experience in the development of analytical reports and research studies.
  • Advanced data and statistical analysis, techniques and tools including proficiency in packages such as Python (Pandas, NumPy), R, SAS or Stata.
  •  Experience in creating interactive reports, visualizations, and dashboards using tools such as Power BI, Python (Jupyter notebooks, Voila), Quarto, RShiny, or Tableau.
  • Effective written and spoken communication skills in English (B2 level according to Common European Framework of Reference for language skills), the working language of the EUAA.

  • PhD in sciences or relevant fields
  • Peer -reviewed relevant publications
  • Professional experience in modelling and programming applied to data management; 
  • Knowledge of Natural Language Processing libraries and techniques
  • Knowledge on data governance 
  • Professional experience in cooperating with Member States’ authorities, EU bodies, international organisations or civil society organisations
  • Knowledge of the Common European Asylum System (CEAS) and/or international asylum law

Non-resident rate: Non-Maltese employees who are moving to Malta for the purposes of employment will be subject to "Non-resident" tax rates for the first 183 days from arrival – these are higher than the standard rates. Once 183 days of residence are reached, income tax will be recalculated for the entire period of employment in the current year from arrival in Malta, and the tax will be adjusted to recover any overpaid tax. If the 183-day period extends into the following year, and 183 days of residence in Malta are not accumulated, the overpaid tax will need to be claimed back from the authorities with personal income tax return.
