Role objectives

Responsibilities and Accountabilities

1. Operational Management and Coordination

·Resource and Service Coordination:

oOversee the effective utilization of resources and personnel within the MRC to ensure timely, dignified, and rights-based assistance and protection for migrants.

oSupervise daily operations, including the movement of migrants between MRC units (e.g., protection, health), ensuring seamless service delivery in alignment with IOM’s Migrant Centres Toolkit.

oMaintain a safe and secure environment for staff and beneficiaries by enforcing MRC rules, security protocols, code of conduct, and IOM’s Prevention of Sexual Exploitation and Abuse (PSEA) policies.

2. Inter-Unit Coordination and Communication

·Internal Collaboration:

oAct as the primary focal point for all MRC operations, ensuring effective communication and coordination between IOM units (e.g., protection, health, direct assistance, logistics) and referral partners.

oFacilitate regular briefings with unit team leaders/focal points to address operational challenges, streamline workflows, and prioritize urgent cases (e.g., survivors of trafficking, unaccompanied minors, medical cases).

·SOP Implementation:

oEnsure adherence to IOM Libya’s various Standard Operating Procedures (SOPs) for service provision, data management, and migrant movements within/outside the MRC premises. Establish a unified framework and enhance coordination and communication to ensure interoperability of the multiple SOPs in place across teams.

3. Data Management and Reporting

·Data Collection, Maintenance and Documentation: Liaise with respective teams to ensure maintaining and updating of data on migrant profiles, ensuring accurate recording of vulnerabilities, services provided, and protection needs using IOM’s institutional systems and complementary tools. Produce regular reports on migrant activities, service gaps, and operational challenges for IOM Libya’s CoM and Programme Managers.

4. Community Engagement and Sensitization

·Migrant Awareness Activities: Lead the design and implementation of sensitization sessions for migrants on MRC rules, available services, and processes. Ensure all migrants sign the required declaration and related forms prior to rendering of specific services, confirming their informed consent and understanding of IOM’s support framework.

·Feedback Mechanisms: Establish community-led and cross-functional feedback mechanism in coordination with the thematic units to integrate migrant perspectives into the MRC’s service improvements.

5. Logistics and Resource Management

·Supply Chain Oversight:

oManage the re-stocking, storage, and distribution of MRC supplies (e.g., NFIs, hygiene kits, medical equipment, office supplies) in compliance with IOM financial rules and donor requirements.

oConduct regular inventory audits for stocks maintained within the MRC and coordinate with respective thematic units and supply chain team for items supplied from the main warehouse to prevent stockouts and ensure accountability.

6. Security and External Coordination

·Security Protocols: Coordinate with IOM Libya Staff Security Office and medical teams to enforce safety measures for migrant movements inside/outside the MRC and during external referrals.

oObtain approvals from the Chief of Mission (COM) and Staff Security Office for all external visits (NGOs, UN agencies, donors).

·Stakeholder Engagement: In liaison with the respective thematic units and within the framework of established referral and coordination mechanisms, oversee the engagement of stakeholders for the referral, reception and/or delivery of assistance to migrants. Support the organization of donor visits/ other external stakeholders to the MRC.

7. Safeguarding and Compliance

·PSEA and Ethical Standards: Proactively implement measures to prevent sexual exploitation and abuse (PSEA), including staff training, risk assessments, and confidential reporting mechanisms for beneficiaries. Ensure all activities uphold IOM’s Do No Harm principle, prioritizing the dignity and confidentiality of migrants.

·Disability Inclusion: Ensure physical accessibility and inclusive communication, embed disability-specific safeguards and track inclusion progress through disaggregated data and feedback mechanisms.

8. Perform other relevant tasks as assigned by the Chief of Mission, including support for emergency response operations or programme expansion initiatives.
