Overview of position

Job specific background information - Technical assistance to enhancing health service facilities at 14 health facilities:

  • The Yemen office in the Amman hub is currently implementing three projects with identical scope with the same funding source in Yemen. This is the fourth phase of the project where our client will increase access to primary & secondary health services facilities (general hospitals, local health centres & therapeutic feeding centres) in Yemen, by restoring the physical infrastructure of health facilities (rehabilitation, maintenance works & minor repairs) in targeted areas. In addition, our client will be providing priority medical equipment & supplies to these targeted facilities along with training on the use of the medical equipment to the staff of the rehabilitated health facilities. Our client will be responsible for the design & rehabilitation works of the health facilities that will increase the targeted facilities’ reliability & service capacity, ensuring highest standards in design & rehabilitation works & respect of ‘state of the art’ requirements for safety, sustainability, security & disability access. In addition, our client will be responsible to provide the targeted facilities with priority medical equipment & supplies, as well as strengthening capacities through conducting training & awareness raising activities.

Role objectives

The candidate to perform his / her work in full compliance with our clients standards, guidelines & procedures where the Biomedical Engineer will be responsible for the following task but will not be limited to:

  • Support in preparing or revising & reviewing of the medical specifications & requirements that would be shared with MOH under design to be approved, in terms of accuracy, suitability & context to overall requirements.

  • Check the schedule of the requirements, conditions, evaluation criteria & exact submission needed from the bidders before the bid solicitation.

  • Prepare / evaluate cost estimates for medical equipment & devices works prepared by the design consulting company) & advice on the market prices (including devices, systems, tools, supplies, furniture, etc.) & the suppliers availability, considering scheduling, procurement costs, installation expenses & ongoing maintenance & operation requirements.

  • Prepare medical Bill of Quantities (BOQ's) & specifications of the required medical equipment & devices in English according to the typical BOQs.

  • Prepare & evaluate technical specifications for medical systems, equipment & devices works; including products, apparatus, services & associated quality of workmanship, in close coordination with the procurement team.

  • Participate in the technical evaluation of tenders received from prospective vendors for various medical related equipment i.e., evaluate the submitted offers by the suppliers if needed as per the project manager instructions.

  • Review shop drawings provided by the contractors & suppliers for compliance with design specifications & regulatory standards.

  • Participation in field site visits to identified locations as required, to determine the availability of existing, required services & space requirements, particularly for big size medical equipment such as x-rays, MRI & CT scans.

  • Verification of supplied medical equipment for compliance with specifications before installations & addressing any discrepancies or issues identified.

  • Supervise the delivery & installation, testing, commissioning, handing over of goods & works of the medical / furniture / waste equipment to the targeted health facilities, TFCs, labs & isolation unit to ensure proper functioning & integration within the health facility infrastructure & finalize all the hand over documents to be submitted to the supervisor.

  • Inspect all material delivered, at the time of receipt, to ensure compliance with submittals & specifications.

  • Collect information related to the availability of adequate electric power to run the existing equipment & any protection equipment (UPS, voltage regulator, etc.) before & after installation.

  • Support in organizing & conducting the training (individually or with contracted supplier) of end users on record keeping, basic operations & maintenance activities of medical equipment & health facility installations.

  • Check & certify supplier payment claims for medical equipment supplied ensuring accuracy & compliance with the contractual agreements.

  • Adjust, maintain, repair or provide technical support for biomedical equipment as needed.

  • Submit all final documents of the technical studies to the supervisor on time.

  • Protect the confidentiality of work.

  • Prepare measurement & calculation sheets of the required medical works.

  • Document all activities of work (taking photos, notes, etc.).

  • Work side by side cooperatively with the rest team’s engineers.

  • Manage & supervise final commissioning & handover documents to stakeholders (MOH & / or hospitals management).

  • Conduct any task required as per the direction of the Site Engineer & the Project Manager.

The Engineer shall submit the following deliverables but not limited to the Project Manager:

  • Final reviewed technical & assessment report.

  • Final reviewed BOQ's & specifications.

  • Final reviewed estimated cost.

  • Inventory documents.

  • Photos.

  • Any other documents required & directed by the Team Leader, the Site Engineer & the Project Manager.

Project reporting

This role reports to the line manager.

Key competencies
  • A minimum bachelor degree in biomedical engineering or related fields such as pharmacy, medical laboratories, nursing or other relevant healthcare profession is required.

  • Certification or specialized training in hospital planning, medical waste management or medical equipment specification & installation is desirable.

  • A minimum of 7 years of working experience in medical systems design & construction for medium to large scale health care facilities, preparing technical specifications for medical equipment & purchase / installation of medical equipment is required.

  • Good knowledge in industrial medical equipment & machinery specialized in oncology treatment, ventilator, intensive care, defibrillator, radiographic system, film, radiographic units, mobile, computed radiography, multifilm, scanning systems, ultrasonic, general purpose, radiographic systems, digital, radiographic / fluoroscopic units, mobile, digital mammographic system, stereotactic, biopsy, medical gases, purified water treatment systems, autoclaves, neonatal incubators, ICU equipment, laboratory equipment, etc.

  • Experience in health consulting, universal health coverage or health systems strengthening is preferred.

  • Fluency & proficiency in Arabic & English is required.
