Overview of position

Afghanistan and Pakistan are the world’s remaining polio-endemic countries. In 2022, as of November 30, Afghanistan reported 02 WPV1 reported in Kunar and Paktika provinces and 13 environmental cases in Eastern Region, Kunar and Nangarhar provinces. These results confirm the need for continues community engagement efforts, especially engagement of influencers with a particular focus on previously inaccessible areas, high-risk districts, and areas where children are still missed mainly those refusing uptake of vaccine due to many aspects such as low awareness, misconception, operational challenges etc., and proper management of vaccines and cold chain systems.

Role objectives

To address the issue, UNICEF is planning to recruit Polio Programme Extenders for its offices in all the regions. The extender will closely work with polio team including extenders, Provincial Communication Officers (PCOs), District Communication Officers (DCOs), National Islamic Advisory group Member (NIAGM) and under the general guidance of UNICEF Regions Polio team leaders, the incumbents will be responsible for mapping influencers such as religion-based opponents and allies, identifying effective means and products of communication, liaising with religious and opinion groups, and monitoring of trends in public trust in polio vaccines, and vaccine/cold chain management.

The Polio Programme Extender will work closely with Communication and M&E team to monitor polio-misinformation, rumors, refusals families and online and on the ground anti-polio vaccine propaganda.

Key competencies
  • Should have graduation degree in any relevant field preferably from any reputed institution i.e University (i.e. Sharia Faculty), Madrasa (i.e. Hadith Dawra).

  • Strong understanding of Islamic teachings and their application to healthcare practices.

  • Excellent communication and interpersonal skills.

  • Native speaker of Dari and or Pashto.

  • Experience in community engagement and mobilization.

  •       Knowledge of the polio eradication landscape is an asset.

As mentioned above, the polio eradication programme is operating in polio high-risk areas. Access to communities at risk is essential for the program to contain the polio virus transmission through increasing the community collective immunity. Polio outreach workers recruited from the local communities are deployed to address vaccine uptake issues and mobilise their communities. Due to the need to cover all the polio high-risk areas, including the most remote ones, UNICEF staff members are unable to carry out such tasks. Under this contract, supervision and facilitation of community engagement activities is conducted through provincial officers.
