About this position

We are looking for an innovative, client-focused, capital markets subject matter expert for the position of Capital Markets Capacity Building and Advisory Specialist Consultant. In this position, in coordination with our strategic partners and experts, you will be involved in the development and delivery of Advisory and Capacity Building services to official institutions in the region. As the technical assistance is customized to the client’s needs, the technical assistance can be related to various topics including treasury and asset management, banking supervision, capital markets development, etc. Potential clients include central banks, superintendencies, pension funds, wealth and stabilization funds, deposit insurance and other public agencies.

You will work in the Treasury Middle Office and Banking Group (TMB) part of Finance department. This team is responsible for providing quantitative support to other Treasury (TRY) teams and leads the Advisory and Capacity Building development and delivery of the IDB’s Capacity Building, Asset Management & Advisory Services Pilot Program (CAsA) directed to the central banks and official institutions of our regional member countries.

What you’ll do

  • Support the Official Institutions Asset Management and Advisory Program (CAsA), including the delivery and development of technical assistance and capacity building through missions, fellowships, and other trainings, as well as supporting the communication with the participants.
  • Lead and support the development of new capacity building and technical assistance services and products in topics related with capital markets development, regulation and supervision, as well as asset management, multi-asset products and other capital markets matters.
  • Ensure that the design and delivery of the Advisory and capacity building is executed in coordination with our internal and external strategic partners and experts.
  • Support the run-the-business and change-the-business activities of IDB’s Treasury Advisory and Capacity Building Business line.
  • Perform other daily tasks or projects as needed.

What you'll need

•    Education: Master's degree or equivalent in Economics, Engineering, Business Administration, Finance, or other fields relevant to the responsibilities of the role.

•    Experience: 10 years or more of work progressive experience in banking supervision and regulation, central banking, capital markets, asset management, securities and in areas related to the Fintech sector and/or sustainable finance in public or private sectors. Knowledge of international standards and best practices for regulation, supervision and management of capital markets. Foreign reserves management, monetary and foreign exchange policy knowledge is a plus.

•    Languages:  Proficiency in Spanish and English, spoken and written, is required. Additional knowledge of French and Portuguese is preferable.

Requirements

•    Citizenship: You are a citizen of one of our 48-member countries with residency or legal permit to work in in the selected post of duty.

  • Consanguinity: You have no family members (up to the fourth degree of consanguinity and second degree of affinity, including spouse) working at the IDB, IDB Invest, or IDB Lab.

 •    The selected candidate will not provide services from the Bank‚Äôs office and will not be provided a physical space on the premises of the Bank‚Äôs Country Office. The candidate selected will be responsible for setting up the space, and for having the equipment, internet, and phone accesses to accomplish these TORs, outside the Bank‚Äôs office. Access to the Bank‚Äôs systems will be arranged in coordination with the Bank.

Type of contract and duration

National Consultant (Local Remote Modality), 24 months (up to 36 months).
