The Social Protection and Labor Markets Division (SPL) is dedicated to strengthening social protection systems and labor markets in Latin America and the Caribbean, with a focus on promoting inclusion, access to quality employment, well-being, and autonomy across all stages of life—from childhood to older age.

The team: The Social Protection and Labor Markets Division (SPL) prepares and supervises operations that strive to advance the goals of poverty reduction, equal opportunities, and economic growth. The team works on safety nets and transfers, early childhood development, and aging by enhancing caregiving services, expanding the coverage of social insurance and pensions, and strengthening support systems for vulnerable populations. SPL also focuses on improving employment services and training programs, ensuring better access to decent jobs, and fostering a more dynamic and inclusive labor market.

About this position

Since 2018, Haiti has seen a severe deterioration of its fragility resulting in unprecedented food insecurity, internal displacement of people fleeing gangs, unemployment and underemployment, lack of opportunities for youth, and disruption of the essential services. Moreover, over the past months, Haiti has seen a major increase of Haitian nationals repatriated to Haiti and this trend is expected to continue, generating the need of building institutional capacity to manage the phenomenon. Over the past years, the IDB has strengthened its engagement to supporting the most vulnerable in Haiti, including IDPs and returned migrants, through new social protection and labor operations.

We are looking for a dynamic, experienced and proactive international consultant to support the operational needs of its Haiti growing portfolio. As a consultant you will support the execution and monitoring of activities focusing on Return Migration, IDPs and Internal Population Flows, ensuring the liaison with IDB migration division, while supporting other general operational aspects of the portfolio. You will also support the implementation of the following operations (see the links to the operations under execution for further details): and , and and , in particular the activities on IDPs and Migration under the recently expanded HA-J0005. As needed, the consultant will also contribute to the design of new operations or technical assistance activities.

What you’ll do

Project Execution:
Support all activities on IDPs, return migration and Internal Population Flows, in particular:  

  • Accompany the Executing Agency FAES in the supervision of the specialized partner/s mobilized to update and implement protocols to manage return migration
  • Support the meetings organization and planning of the next steps
  • Support the mobilization of specialized partners for the production of data on internal displacement and review the deliverables
  • Support the production of analytical products on internal population flows and translate the findings into actionable items relevant for the rest of the IDB funded FAES portfolio

• Gather information and support technical dialogue to identify and potentially mobilize stakeholders (e.g. Government actors, NGOs or other partners)
• In synergy with the rest of the SPL team, design and support operational support missions and all relevant activities for project execution (e.g. workshops, field visits, among others)

Project Supervision and Reporting:
• Perform quality controls of planning and monitoring documents produced by the Executing Agency FAES such as Annual Plans, Pluriannual Execution Plans, Procurement Plans, Financial Plans, Semester Reports, and disbursement requests, among others
• Support all internal reporting exercises including, for instance, the semester Project Monitoring Reporting (PMR) and the Project Completion Report (PCR) activities
• Gather information and draft innovative communication products (blogs, articles, reports, infographics, etc.) showcasing the results of the activities under implementation
• Identify implementation bottlenecks and accompany the deployment of solutions to ensure the efficient implementation of activities
• Collaborate in the organization of and participate actively in the design, supervision or administrative missions

Strategic Planning:
• Support the Haiti SPL Team and the TL in conducting strategic dialogue and driving the social protection and labor market agenda in Haiti, with an emphasis on migration, IDPs and population flows
• Actively participate in the strategic and operational planning of SPL portfolio activities
• Accompany the mobilization of potential partners (e.g. private sector, UN, other donors and development actors)
• Participate in sectoral meetings on migration, repatriation, and internal displacement with key stakeholders operating in the sector
• Creativity: support the design of modalities that can strengthen the institutional capacity of Haiti to manage migration

What you'll need

  • Education: Master’s Degree in areas related to migration, migrants' protection, social protection, project management, or areas relevant for this position.
  • Experience: At least 5 years of relevant work experience on migration/IDPs/human mobility. Previous experience working with/for actors like IOM, UNHCR or other organizations working on migration. Previous experience working in fragile and vulnerable contexts. Significant expertise in supervision, administration, and management of development projects financed by multilateral institutions a strong plus.
  • Language: The consultant must be fluent in French (written and oral), with at least advanced English and/or Spanish. Knowledge of Haitian Creole is an advantage.
