About this position
We are looking for a dynamic and talented professional to work and contribute to our operations, to our research agenda and data analysis of social security, labor markets and pensions in Latin America and the Caribbean. As data and operations analyst, you will work on the analysis of structured and non-structured data, the design and implementation of methodologies to evaluate regional labor policies, as well as assisting the team with administrative and operational tasks for new and ongoing projects.
You will work in the Belize Country Office, on behalf of the Social Protection and Labor Markets Division (SCL/SPL), part of the Social department. This team is responsible to become a benchmark in the region to respond to the needs of countries to create more and better jobs and improve coverage and sustainability of social security and social protection.
What you’ll do
- Develop and maintain a dialogue with employment, social security, technical and vocational education and economic authorities, as well as with representatives of the productive sector, trade union associations and other actors, educational and training institutions, international, non-governmental and governmental agencies involved in the sector at the national and subnational levels.
- Contribute to the design, analysis and execution of operations (loans and technical cooperation), and lead and participate in: (i) the preparation of supervision plans for loan operations and technical cooperation from a results-based management perspective, incorporating a high degree of technical knowledge and lessons learned into said operations; (ii) management of missions, technical and operational supervision visits and technical support and guidance meetings for the executors, in accordance with the agreed supervision plans; and (iii) the coordination of efforts with other cooperation agencies within the framework of the Bank's program with the country in the sector; and (iv) design and implementation of monitoring and evaluation strategies.
- Support the executors in: (i) achieving the effective execution of the operations under their charge and continuously evaluating the institutional capacity of all project execution instances at the national level or in the localities in which they are carried out; (ii) transmitting information on best practices, technical support needs and other relevant aspects to ensure the smooth running of the financial and physical execution, and achievement of results of their operations with the Unit; and (iii) conducting the intermediate and final evaluations of the execution of operations and guiding the formulation of the corresponding reports.
What you'll need
- Education: Master’s degree (or equivalent advanced degree) in economics, statistics, international relations, public policy or other fields relevant to the responsibilities of the role.
- Experience: A minimum of 5 years of experience in labor markets and social security topics is desired, of which 3 in project management, especially in Latin America and the Caribbean and with public sector institutions. Candidates must have a strong quantitative background (e.g., econometrics, statistics) and programming (R, Python and Stata).
- Languages: Proficiency in Spanish and English, spoken and written, is required. Additional knowledge of French and Portuguese is preferable.

Type of contract and duration
- Consultant: International consultant Full-Time, 12 months (up to 36 months).
- Work Location: Services are expected to be provided in Belize where the IDB Group has offices.
