Overview of positionLibya, a North African country heavily reliant on fossil fuels, faces significant challenges in transitioning to sustainable energy. Political instability, economic volatility, and weak institutions have stalled climate and energy reforms. As the only country in the region without utility-scale renewable energy, Libya has Africa’s highest per capita greenhouse gas emissions and ranks among the top global emitters. Despite global renewable energy advancements, Libya’s dependence on subsidized fuel leads to inefficiencies, smuggling, and high consumption.
The energy crisis is worsened by rising temperatures, growing electricity demand, and crumbling infrastructure. Climate change impacts—such as droughts, rising sea levels,anddesertification—further strain limited resources. While hydrocarbons drive national revenue, they also hinder economic diversification and sustainability.
To address these issues, theSupport to Energy Transition and Climate Change Mitigation in Libyaprogramme was launched. Implemented by UNDP with national institutions, privatesector stakeholders, and international partners, the programme aims to build Libya’s capacity for a sustainable and resilient energy transition.
The programme contributes to the United Nations Sustainable Development Cooperation Framework (UNSDCF) 2023-2025, focusing on energy governance, climate adaptation, and sustainability. It specifically supports SDGs 7 (Affordable and Clean Energy), 8 (Decent Work and Economic Growth), 11 (Sustainable Cities and Communities), 12 (Responsible Consumption and Production), 13 (Climate Action), 15 (Life on Land), 16 (Peace, Justice, and Strong Institutions), and 17 (Partnerships for the Goals).

1. Define Scope and Evaluation Questions
2. Data Collection Support
3. Inception Report Development
4. Translation of Data Collection Tools
5. Data Collection and Analysis
6. Draft and Final Evaluation Report
Key Considerations
The end users of the evaluation results include our clients management, programme and project staff, stakeholders, and the donor. The evaluation will cover the entire project duration, from its beginning to the anticipated end date. The evaluation will be conducted over a 30-working-day period, beginning on6th April 2025.
