Overview of position

Libya, a North African country heavily reliant on fossil fuels, faces significant challenges in transitioning to sustainable energy. Political instability, economic volatility, and weak institutions have stalled climate and energy reforms. As the only country in the region without utility-scale renewable energy, Libya has Africa’s highest per capita greenhouse gas emissions and ranks among the top global emitters. Despite global renewable energy advancements, Libya’s dependence on subsidized fuel leads to inefficiencies, smuggling, and high consumption.

The energy crisis is worsened by rising temperatures, growing electricity demand, and crumbling infrastructure. Climate change impacts—such as droughts, rising sea levels,anddesertification—further strain limited resources. While hydrocarbons drive national revenue, they also hinder economic diversification and sustainability.

To address these issues, theSupport to Energy Transition and Climate Change Mitigation in Libyaprogramme was launched. Implemented by UNDP with national institutions, privatesector stakeholders, and international partners, the programme aims to build Libya’s capacity for a sustainable and resilient energy transition.

The programme contributes to the United Nations Sustainable Development Cooperation Framework (UNSDCF) 2023-2025, focusing on energy governance, climate adaptation, and sustainability. It specifically supports SDGs 7 (Affordable and Clean Energy), 8 (Decent Work and Economic Growth), 11 (Sustainable Cities and Communities), 12 (Responsible Consumption and Production), 13 (Climate Action), 15 (Life on Land), 16 (Peace, Justice, and Strong Institutions), and 17 (Partnerships for the Goals).

The programme is structured around two key outcomes:

Outcome 1:Strengthening institutional and policy frameworks for sustainable energy transition, including regulatory reforms, institutional capacity-building, and improved climate governance.
Outcome 2:Enhancing local resilience to climate change impacts through pilot projects, renewable energy deployment, and community-based energy efficiency initiatives.
Role objectives

In consultation with our clients project staff, the consultant will undertake the following steps:

1. Define Scope and Evaluation Questions

Support the international consultant in defining the scope of analysis and evaluation questions specific to the assigned project final evaluation.
Propose feasible and cost-effective solutions to narrow the scope of analysis and focus on the most relevant information.

2. Data Collection Support

Assist the international consultant in collecting qualitative, quantitative, and contextual information on the current state of supported communities at regional and national levels.
Identify sources of information, including prior studies, reports, and key informants for surveys in the supported communities.

3. Inception Report Development

Support the international consultant in developing an inception report (IR), which will include:
oDetailed methodology and data collection plan,
oProposed sample size, sampling plan, and technical tools for surveys and other data collection methods,
oSuggested key informants and interview questions,
oA plan for fieldwork and data analysis, ensuring conflict sensitivity principles are followed to minimize risks for respondents and consultants.

4. Translation of Data Collection Tools

The national consultant will translate the approved inception report and data collection tools into Arabic.

5. Data Collection and Analysis

Participate in data collection under the guidance of the international consultant.
Administer surveys, organize focus groups, and conduct interviews.
Prepare and deliver a short presentation to our clients  on initial findings and recommendations following fieldwork.

6. Draft and Final Evaluation Report

Produce a draft evaluation report, including:
oExecutive summary,
oList of acronyms,
oIntroduction,
oProject context and evaluation purpose,
oFramework and methodology,
oFindings and recommendations.
Annexes will include the inception report, list of documents reviewed, list of persons interviewed, and data collection instruments.
Address comments from project partners and submit the final evaluation report, summary product, and presentation.

Key Considerations

The evaluation methodology must be flexible and adaptable to the local context.
All data collection and analysis methods must adhere to conflict sensitivity principles to ensure the safety of respondents and consultants.
Gender, disability, and human rights issues must be integrated into all evaluation products.

The end users of the evaluation results include our clients  management, programme and project staff, stakeholders, and the donor. The evaluation will cover the entire project duration, from its beginning to the anticipated end date. The evaluation will be conducted over a 30-working-day period, beginning on6th April 2025.

Institutional Arrangements & Logistics
