1. Project Background

The Asian Infrastructure Investment Bank (AIIB) approved its first Corporate Strategy (CS) in 2020, outlining its vision of Infrastructure for Tomorrow. To support the realization of the Corporate Strategy, the Strategy, Policy, and Budget (SPB) Department has been tasked with advancing work on strategic staffing to develop a long-term resourcing plan that aligns with AIIB’s strategic objectives and business priorities. As part of this initiative, a comprehensive data analysis is required, incorporating operational data, time-recording/cost accounting data, historical budget execution, and other internal and external datasets. The analysis will also involve quantitative modeling to assess resource allocation and enhance planning capabilities.

2. Objectives of the Assignment

AIIB seeks to engage a data analytics consultant to conduct foundational data analysis that will provide insights into resource requirements by function and their alignment with operational output. This includes evaluating functional metrics and incorporating findings into an improved quantitative resource planning model. The consultant may also be tasked with benchmarking AIIB’s resource allocation against peer institutions using public and survey-based data.

3. Scope of Services

The Consultant will undertake the following activities: • Data Collection and Preparation: o Gather, clean, and standardize operational and time-recording/cost accounting, budget execution data for analysis o Integrate data from multiple internal and external sources, ensuring accuracy and consistency. • Data Analysis and Insights Generation o Conduct quantitative analysis to assess staffing and budget requirements by different functions to achieve operational output o Identify patterns and trends in historical data and advice on predictivity analysis • Model Refinement and Benchmarking o Support the development and enhancement of AIIB’s quantitative resource planning model. o Compare AIIB’s staffing structure and resource allocation with peer institutions using publicly available and surveyed data. • Technical Documentation and Engagement o Prepare technical reports, briefing notes, and presentations to support discussions with key stakeholders. o Work closely with the Corporate Strategy team and other business units to ensure alignment with strategic objectives. • Data Platform Development Support o Assist in developing and improving AIIB’s data platform for cost accounting and strategic staffing analytics. o Propose automation solutions for data extraction, processing, and visualization. • Other Related Activities o Provide additional analytical support to strategic staffing and budget management initiatives, as needed.

6. Support to the Consultant by the Bank

• The Consultant will work with Budget Team under the Strategy, Policy, and Budget (SPB) Department. • The Consultant will work in close collaboration with Corporate Strategy team and other relevant business units.

7. Knowledge Transfer and Training

Technical documents including guidelines and methodology documentation, and proper training and handover to Budget Team to ensure knowledge transfer and future scalability

Qualification Requirement

• Minimum Bachelor’s degree in finance, economics, data science, statistics, or a related field from a reputable university. • At least two years of work experience in areas such as strategy, operations, or financial analysis. • Strong analytical, statistical and modeling skills, demonstrated by proven records of managing large datasets and synthesizing them into compelling narratives for recommendations • Excellent written and spoken English communication skills. • MDB exposure is preferred.
