Mission and objectives
The United Nations Resident Coordinator Office supports the work of the UN Resident Coordinator. The UN Resident Coordinator leads the UN Country Team in consultations with the Government to define and agree on the UN strategic response to the Government’s development priorities. This response is captured in the UN Sustainable Development Cooperation Framework (UNDCF).
The UNDCF is a results framework that describes the collective vision and response of the UN system to national development priorities. The UNDCF describes how the UN Country Team will contribute to the achievement of development results based on a common country analysis and the UN comparative advantage. Currently, the UN framework of work for Viet Nam is under the One Strategic Plan 2017-2021.
The office coordinates activities related to common programming including Agenda 2030, joint programmes, joint programming activities and development coordination work. This is done in conformity with the objectives and priorities of the Government, and the mandates and objectives of the United Nations agencies.

Context
As a member of the RCO, the UNV is expected to support the UNRC and the UNCT in the areas of Climate Change and Environment, and support the work of the UNCT Results Groups on Climate-Change Response, Disaster Resilience and Environmental Sustainability, the DRMT and other groups.
As a member of the UN family in Viet Nam, the UNV is expected to make contributions to the implementation of the CF for 2022-2026, advancing the UN’s Delivering as One agenda, enhancing synergies and impacts of UN support in the areas of climate change adaptation and mitigation as well as environmental protection. The UNV will work in partnership with UN colleagues to ensure successful programme development and implementation to achieve the UNSDCF results.

Task description
Under the direct supervision of Shin Umezu, Head of RCO, the UN Volunteer will undertake the following tasks:
1) Provide support to the UN Resident Coordinator through the Head of the RCO in his role of coordinating issues relating to climate change, disaster resilience and environ-ment in support of the Government of Viet Nam and with close partnership with all rel-evant stakeholders, including development partners (UN and non-UN):
• Assist the Head of RCO in advising the RC and the UNCT on critical climate change, disaster resilience and environmental issues and possible areas of action;
• Support the RCO and UNCT annual reporting and work planning processes relat-ing to climate change, disaster resilience and environmental issues;
• Assist the Head of RCO in developing and maintaining relationships with relevant government ministries;
• Support the Head of RCO in maintaining effective working relationships with exter-nal stakeholders, in particular development partners, on climate change, disaster resilience and environmental issues;
• Support communications and advocacy relating to climate change, disaster resili-ence and environmental issues through the One UN Communications Group of the UN in Viet Nam.
2) Provide support to the RC and the UNCT through the Head of RCO on climate change, disaster resilience and environment, in particular through the UN Results Group (RG) on Climate-Change Response, Disaster Resilience and Environmental Sustainability, the DRMT and other groups that have been established for the imple-mentation of the UNSDCF for 2022-2026:
• Actively participate in the activities of the UN RG on Climate-Change Response, Disaster Resilience and Environmental Sustainability, the DRMT and other RGs, Thematic Groups and groups, as necessary, to support and advise on the integra-tion of climate change, disaster resilience and environmental considerations into UN programmes and projects;
• Provide inputs to the inter-agency works of the UN in Viet Nam and promote the in-tegration of climate change, disaster resilience and environmental considerations in joint-UN planning and programming;
• Maintain close relationship with UNEP at the regional level, and facilitate close col-laborations between UNEP and the rest of the UNCT.
