The IRC responds to people’s acute and longer-term needs with integrated programs that improve health and safety, prioritize children’s education, foster economic wellbeing, and empower communities to regain control over their lives. The IRC Yemen began its programs in October 2012. Since establishing its presence in the South of Yemen, in the Red Sea Coastal city of Aden, the organization has grown from just an implementing small project to handling large scale emergency and relief operations. Following the war which broke out in Yemen in March of 2015 and the humanitarian disaster, which was crafted by the same, IRC launched one an emergency response program in the southern governorates of Aden, Lahj, Abyan, Shabwah and Al Dhale, and expanded later in Sana’a and Hodeidah in the North.Currently IRC Yemen is operating in eight governorates in the south and north of Yemen through direct programming and through local partnerships, in Health, WASH, Nutrition, Economic Recovery Development, Education, Child Protection, Gender and Women Protection and Empowerment.

The International Rescue Committee (IRC) has been working in the Middle East and North Africa (MENA) for more than forty years. Today, the IRC has more than 2,200 staff working across the region, including in Iraq, Jordan, Lebanon, Libya, Syria, and Yemen to support those affected by some of the world’s most complex and protracted humanitarian crises.

SCOPE OF WORK:

Working under the direct supervision of the Information Management Manager, the IM Officer will be based in IRC Field Office in Abyan, Yemen. As part of IRC’s MEAL unit, the Information Management Officer will be responsible for maintaining the data and information management systems for all of the IRC’s programmes in Abyan and supporting their maintenance for both the IRC programmes and partners.  Under the leadership of the IM Manager, the IM Officer will play a key, hands-on role in achieving harmonization of M&E efforts in Abyan while shifting to innovative and digital data management solutions.

JOB SUMMARY:

As part of IRC’s MEAL unit, the Information Management Officer will be responsible for collecting, entering, filing, compiling, interpreting, analyzing, summarizing, and reporting Yemen program data from all supported sites, including Health Facilities (HFs) and Mobile Health Teams (MHTs). Additionally, the Officer will provide feedback to the program team as needed. The role also involves conducting regular data verification and audit exercises to assess the quality of reported data and addressing any identified anomalies in coordination with MEAL staff.

WORKING RELATIONS:

The position reports to the Information Management (IM) Manager and coordinates with the MEAL team.

Indirect Reporting: This position works closely with programs in terms of collecting monitoring data, data analysis and sharing main findings back with programs to enhance the quality of programs.

MAIN RESPONSIBILITIES:

Technical Quality and Strategy

·Ensure that all program data collected include the minimum of information that is required for follow-up.

·Maintain a digital library of all Post Distribution/Delivery Monitoring surveys with clear link to each indicator.

·Develop and maintain a clear BOX filling structure for the MEAL unit’s IM function.  

·Support the program data management staff, programs’ staff, and partners in the use of the new technology systems and tools.

·Conduct regular data verification and audit exercises to assess the quality of data reported and address any anomalies identified in coordination with the MEAL staff.

·Adhere to the common and documented good practices for Mobile/Digital Data Capture survey design, building and remote support.

·Establish the protocols and systems necessary for remote support and client engagement.

·Build mobile/digital data collection surveys for the field teams.

Data handling, Reporting and visualization

·Overall responsible for the data collection, entering, filling, compilation, interpreting, analysis, summarizing and reporting of Yemen programme data from all supported sites including HFs and MHTs and giving feedback to program team when needed.

·Make sure that all data related to indicators for all respective program grants is configured appropriately into agreed tools.

·Provide timely feedback to health facility staff regarding data quality issues, such as accuracy and completeness, to ensure prompt corrections are made.

·Keep the database up to date and help program staff prepare periodic high-quality reports.

·Systematically review datasets for deficiencies or errors based on data quality SOPs and advising on correcting any incompatibility where possible.

·Develop and support in managing the IRC’s information management systems, platforms and databases for all sectors.

·Create, maintain and lead the development of powerful dashboards and infographics for supporting the Country Programme with understanding the context, reflecting on achievements, and the taking of evidence-based decision.

·Develop Info graphs, visual reports, and other illustrative materials.

·Responsible for sector specific surveys.

·Conduct regular visits to project sites including MHTs and HFs to check data quality, verify data sources, and provide on the job training and on the spot feedback.

Capacity Building

·Build the capacity of program and partners’ staff in relevant technical and management competencies.

·Hold regular digital and data literacy sessions for all IRC and partner staff based on a pre-set capacity building plan developed by the IM Manager.


Minimum Qualifications:

REQUIREMENTS: (Qualifications, Skills and Abilities):

A.Education:

  • A University degree in a relevant field (such as: statistics & data management, IT, social science, public health, development economics, or a related subject area) – a technical degree together with additional relevant work experience may substitute for education.

B.Experience:

·At least 2 years of working experience in Information Management and Monitoring and Evaluation or Learning-related functions.

·Proficiency and experience with mobile data collection tools as well as proficiency with Microsoft Excel. Knowledge PowerBi is a must.

·Demonstrated analytical, systematic-thinking, and problem-solving skills.

·Self-motivated with good organization, planning skills, including prioritizing work and multi-tasking.

·Proficiency in English, both written and spoken. Proficiency in Arabic is a major advantage.
