The IRC responds to people’s acute and longer-term needs with integrated programs that improve health and safety, prioritize children’s education, develop economic wellbeing, and empower communities to regain control over their lives. Our work gives rise to some of the most pressing issues facing modern humanitarian action, including questions of access, conflict sensitivity, coordination, and impact.

IRC Yemen began its programs in October 2012. Since establishing its presence in the South of Yemen, in the Red Sea Coastal city of Aden, the organization has grown from just an implementing small project to handling large scale emergency and relief operations. Following the war which broke out in Yemen in March of 2015 and the humanitarian disaster, which was crafted by the same, IRC launched one an emergency response program in the southern governorates of Aden, Lahj, Abyan, Shabwah and Al Dhale, and expanded later in Sana’a and Hodeidah in the North. Currently IRC Yemen is operating in eight governorates in south and north of Yemen through direct programming and through local partnerships, in Health, WASH, Nutrition, Economic Recovery Development, Education, Child Protection, Gender and Women Protection and Empowerment.

The International Rescue Committee (IRC) has been working in the Middle East and North Africa (MENA) for more than forty years. Today, the IRC has more than 2,200 staff working across the region, including in Iraq, Jordan, Lebanon, Libya, Syria, and Yemen to support those affected by some of the world’s most sophisticated and protracted humanitarian crises.

SCOPE OF WORK:

Under the direct supervision of the MEAL Coordinator, the Information Management (IM) Manager will be responsible for supervising the data and information management process for all of the IRC’s programmes across the Yemen Country Programme and supporting their maintenance for both the IRC programmes and Partners. The IM Manager will take the lead in improving or building data tools for all sectors including assessments and surveys as needed.

JOB SUMMARY:

As part of IRC’s MEAL unit, the (IM) Manager will be responsible for overseeing the data and information management process for all of the IRC’s programmes across the Yemen Country Programme and supporting their maintenance for both the IRC programmes and partners. The IM Manager will ensure that IRC’s data collection and information management systems for existing and new activities are efficient, harmonized and integrated across sectors, and reliable, and that data is used to inform evidence-based programming and decision making. Under the leadership of the MEAL Coordinator, the IM Manager will play a key, hands-on role in achieving harmonization of M&E efforts in Yemen while shifting to innovative and digital data management solutions.

WORKING RELATIONS:

The position reports to: MEAL Coordinator and directly the Information Management (IM) Officers.

Indirect Reporting: This position works closely with programs in terms of collecting monitoring data, data analysis and sharing main findings back with programs to enhance the quality of programs.

Main responsibilities:

Technical Quality and Strategy

·Support programs to operate in line with the IRC’s IMPACT Framework and the Monitoring Fundamentals related to information management and data quality.

·Ensure that all program data collected includes the minimum of information that is required for follow-up and conduction of the Post-Distribution/Delivery Monitoring (PDM) Assessments. E.g. beneficiary numbers

·In conjunction with the Sector leads, Technical Advisors, and Information Management Officers develop a survey library of all data collection forms/surveys e.g. needs and PDM assessments

·Support the program data management staff, programs’ staff and partners in the use of the new technology systems and tools.

·Work closely with both sector and IM Officers on the development of an integrated IM strategy.

·Establish great practices for Mobile/Digital Data Capture survey design, building and remote support

·Establish the protocols and systems necessary for remote support and client engagement

·Maintain and manage the development of all mobile data capture/digital surveys within the Country Programme based on the advice of the technical coordinators, Technical Advisors (TAs’), and IRC guidelines.

Data handling, Reporting and visualization

·Ensure the quality of all data reports coming from all facilities & MHTs including reviewing databases and reports as well as checking original data.

·Systematically review datasets for deficiencies or errors based on data quality SOPs and advising on correcting any incompatibilities where possible

·Develop and support in managing the IRC’s information management systems, platforms and databases for all sectors.

·Responsible for closely following IM team workload and support needs through in person and remote management.

·Provide timely feedback, through their supervisors, to the staff of MHTs and HFs on data quality issues such as accuracy and completeness, ensuring they are addressed promptly.

·Ensure timely completion and sharing of reports with management and other relevant staff including monthly, quarterly, interim, and final reports to donors or as required.

·Create, maintain and lead the development of powerful dashboards and infographics for supporting the Country Programme with understanding the context, reflecting on achievements, and the taking of evidence-based decision.

·Take the lead in developing and improving data tools for all sectors, including assessments and surveys, as vital.

·Take the lead for visualizing the data for all sectors' dashboard using PowerBI.

·Responsible for updating and sharing the Health, Nutrition & EH data with the relevant clusters.

Capacity Building

·Build the capacity of program and partners’ staff in relevant technical and management competencies.

·Schedule, organize and lead the delivery of regular digital and data literacy sessions for all IRC and partner staff based on a pre-set capacity building plan.

·Provide orientation and training to staff on data entry, expectations, data quality and new data collection tools as needed.

·The focal point for the whole Health, Nutrition and Environmental Health data (Yemen).

·Provide feedback to the MEAL Coordinator and technical Coordinators on all program technical data quality and systems strengths and issues to improve.


Minimum Qualifications:

REQUIREMENTS: (Qualifications, Skills and Abilities):

A. Education:

·Technical degree plus meaningful work experience can substitute for a university degree in relevant fields.

B. Experience:

·At least 3 years of working experience in Information Management and Monitoring and Evaluation or Learning-related functions.

·Technical skills in setting up quality information management processes and creating data management systems (E.g. Salesforce, DHIS2, Zendesk, Freshdesk, etc.)

·Proficiency and experience with mobile data collection tools as well as proficiency with Microsoft Excel. Knowledge PowerBI is a must.

·Demonstrated analytical, systematic-thinking, and problem-solving skills.

·Proven ability to transfer knowledge to diverse audiences through training, mentoring, and other formal and non-formal methods together with presentation and reporting skills are a strong asset.

·Confirmed ability to lead, mentor and empower a small to medium professional team.

·Self-motivated with good organization, planning skills, including prioritizing work and multi-tasking.

·Strong computer literacy with Microsoft Office (in particular, Excel), PowerBI, SPSS, R or other statistical software

·Experience using Arc/QGIS is desired

·Experience with Mobile Data Capture (MDC) tools and creating MDC surveys

·Proficiency in English, both written and spoken. Proficiency in Arabic is a major advantage.
