Mission and objectives
The United Nations Country Team adopted the overarching objective of the United Nations Sustainable Development Cooperation Framework (UNSDCF) 2019 – 2023 as follows: “By 2030, Namibia is a developed nation with an equitable, peaceful and sustainable societal and economic fabric, a resilient environment and transformational governance in line with the Sustainable Development Goals (SDGs).”
The RCO works closely with all UNSDCF Pillars and other Theme Groups to coordinate and monitor the implementation of UNSDCF 2019 – 2023. The RCO acts as a first port-of-call to provide services and support to the Government of the Republic of Namibia (GRN) and other stakeholders, such as the private sector, civil society organisations and other development partners. Furthermore, the RCO, together with the relevant government counterpart, provides secretarial support to the Joint Steering Committee (JSC).

Context
The Resident Coordinator’s Office (RCO) supports the RC’s role by aligning global, regional, and national priorities through a unified vision, shared norms, and standardized operational protocols. It is pivotal in enabling the UNCT to work as a cohesive unit, leveraging leadership, expertise, and resources across the UN system to deliver impactful and relevant development results. Namibia launched the UNSDCF, which will be implemented jointly by all UN agencies at the country level under the effective coordination of governing structures, including the Joint Steering Committee, Programme Management Team, Results-Based Management Group, Results or Pillar Groups, Operations Managers Team; Thematic Groups.
One key inter-agency group the RCO supports is the United Nations Communication Group (UNCG). The UNCG is critical in advancing joint communication initiatives across the UN system in Namibia. It is mandated by the UNCT to coordinate and implement the UNSDCF Communication Strategy, ensuring coherent messaging, enhanced visibility, and strategic advocacy for the Sustainable Development Goals (SDGs) and the vision outlined in the Pact for the Future. Through the UNCG’s workplan, joint campaigns and initiatives are carried out to raise awareness of the UN’s development efforts and foster stronger engagement with stakeholders, including government, civil society, and the public.
