Background/IRC Summary 
The International Rescue Committee (IRC) is a private, non-political, non-profit, and non-religious organization. For over 90 years, we have been providing humanitarian assistance to communities affected by conflict and natural disasters in more than 40 countries. Since 2008, the IRC has been active in Myanmar, delivering humanitarian assistance in areas such as health, protection, water, and sanitation, specifically targeting families impacted by conflict and natural disasters.
Job Overview/Summary: 
This position is responsible for both managerial and functional processes of health programs in Sagaing and Mandalay townships, which include planning, monitoring and evaluation, reporting, compliance and coordination of projects in earthquake affected emergency health areas of Sagaing and Mandalay Townships. The position will directly manage health projects of earthquake response projects as well as supervise and provide technical oversight to project manager of humanitarian health project of Sagaing and Mandalay Townships in quality programming with close collaboration with Sr. Health Coordinator and with the technical support from public health specialists. The position will be focal point for coordinating with key stakeholders and represents the IRC as the key liaison person to health clusters of state and township level. As program lead, the position is responsible for coordination with all other projects in field sites and program support teams at IRC offices. The position will also lead in coordination and collaboration with partner organizations ensuring quality project management as well as capacity strengthening of partners, liaising with quality control and capacity building teams and the partnership team. This position directly reports to Sr. Health Coordinator as a line manager and is technically supervised and supported by public health specialists.
Major Responsibilities
Under supervision of Sr. Health Coordinator and technical support from Public Health Specialists, your Job Scope includes but not limited to:
Technical oversight and strategy
  • Oversee and provide technical support to clinic teams, capacity building teams and project staff in Sagaing and Mandalay.
  • Technical support and supervision of Project Manager on project management of Earthquake Response program. 
  • Technical support and supervision on development and monitoring of detailed Health program log frames, work plans, monitoring and evaluation plan to ensure appropriate in-time program adaptation and achieving expected outputs in terms of both humanitarian health and health system strengthening projects.
  • Provide technical support to the IRC’s program team to ensure maximum accountability, promoting community engagement, gender mainstreaming and all-inclusive health under the Emergency Response. 
  • Lead the strategy formulation and designing / revising program as necessary.
  • Lead and manage organizing of operational research, evaluation survey and assessments of health projects as necessary in collaboration with MEAL unit. 
  • Coordinate with the grants and partnerships team for donor reporting, compliance and partnerships related matters.
Management
  • Responsible for program human resource management, including staff capacity assessment and annual capacity strengthening plan.
  • Oversight and evaluate staff performance, assess quality of activities and provide regular feedback and guidance through regular supervisory meeting and field supportive supervision sessions.
  • Lead designing program budget, procurement plan, spending plan, work plan, program monitoring and evaluation plan.
  • Responsible for oversight of a number of interlinked program budgets for the emergency response for health for Sagaing and Mandalay
  • Oversight monthly review of expenditures to ensure efficient management of budget versus implementing interventions and adapting the program implementation plan.
  • Closely working with public health specialist (HHR+) in pharma management of all health projects in Sagaing and Mandalay.
Reporting
  • Lead drafting of all donor reports and ensure these reports are produced with the highest quality in a timely manner.
  • Technical oversight on monthly and quarterly project review and revision process as per revised and approved implementation plan and budget of each project and township.
  • Provide update on progress and challenges to the IRC health senior staff and Emergency Response focal person as necessary.
Coordination/representation
  • Key to this role is liaison with the state / regional health department, including weekly visits to them, weekly reporting and other regular positive engagement and coordination 
  • Coordinate with external actors at state level and other key stakeholders e.g. the clusters and working groups, other INGOs, UN agencies, etc. Attend meetings and report back to the team, sharing key decisions and actions from the external meetings. 
  • Represent as IRC Program Lead for health of Sagaing and Mandalay.
  • Coordinate with IRC key internal staff including MEAL Manager, Project Managers, Sr. Health Coordinator, and grants and partnerships team.
  • Specifically work closely with the Emergency Team Leader to ensure consistent external engagement and smooth coordination 
  • Coordinate with IRC’s WASH program, WPE program, cash program and Protection Program regularly ensuring complementary and integrated services. 
  • Engage with donors only if requested from time to time  
  • Coordinate with partner organizations and ensure quality implementation and management of health projects
  • Lead necessary assessment of health and humanitarian needs in the areas and respond as needed according to assessment.

  • Remain flexible to perform other duties as requested by senior management team.

Minimum Qualifications:
Job Requirements
  • Registered medical doctor (M.B., B.S degree) with preferable for Master degree or Post graduate diploma in relevant field 
  • Minimum 5 years’ experience on primary health care settings and clinic management.
  • Experience in managing comprehensive primary health care projects in post disaster or conflict area with particular expertise in Primary Health Care, Maternal and Child Health, Reproductive Health, nutrition promotion, malaria control, Water‐Sanitation and Hygiene promotion, IDP health.
  • Experience with complex budget management across multiple donors with short timeframes
  • Excellent skill in project management and team management
  • Prior experience in managing complex donor compliance
  • Excellent skill in coordination with partners and stakeholders
  • Favorable to person with experience on medical response to disaster area, surveillance and control of communicable diseases in disaster area.
  • Sensitivity to the needs and priorities of conflict‐affected populations
  • Understanding of medical ethic and patient education
  • Ability to work under pressure and stressful circumference
Myanmar nationals with relevant skills sets and proven experience of working at international level are strongly encouraged.
