Background/IRC Summary
The International Rescue Committee (IRC) is a private, non-political, non-profit, and non-religious organization. For over 90 years, we have been providing humanitarian assistance to communities affected by conflict and natural disasters in more than 40 countries. Since 2008, the IRC has been active in Myanmar, delivering humanitarian assistance in areas such as health, protection, water, and sanitation, specifically targeting families impacted by conflict and natural disasters.
Job Overview/Summary:
The Health Project Manager is responsible for overseeing the planning, implementation, and monitoring of health-related initiatives within the project. Responsibilities include coordinating with stakeholders to ensure effective delivery of healthcare services, managing project budgets and resources, supervising project staff and volunteers, and ensuring compliance with relevant regulations and standards. Additionally, the position holder is responsible for conducting needs assessments, developing project plans, and evaluating the impact of health interventions. He/ She acts as a focal point for communication between project teams, partners, and beneficiaries, advocating for the prioritization of health needs and ensuring the equitable distribution of resources. Overall, the Health Project Manager plays a pivotal role in promoting the health and well-being of the project's target populations.
Major Responsibilities
Project Management
- Lead the collaborative working with health authorities (at Township Medical Officer (TMO) level), partner organization and local CSO/CBO to ensure the project is successfully rolled out and implemented.
- Manage daily activities and planning of the mobile medical team to ensure that activities are done according to the plan and provide technical support to the team.
- Provide technical support and organize capacity building training for the mobile clinic staff and partner health staff.
- Compose monthly project and individual work plan in accordance with project deliverables.
- Assist Program Manager and relevant partner organization’s management staff to design and implement partnership coordination framework and action plans for technical engagement, working closely with IRC’s partnership team in order not to overlap in responsibilities.
- Work closely with mobile medical team for comprehensive and quality service delivery in a collaborative approach.
- Lead and regularly organize program review meetings in collaboration with the partnerships manager to monitor, reflect and track progress of project implementation status.
- Plan and develop action plans to keep the accomplishment of project activities and address the challenges proactively in coordination with implementing partners.
- Coordinate with grants and partnerships team to ensure the project activities are implemented abiding by the donor compliance and organization's procedures.
- Keep in touch with implementing partners for prior information in case of deviation of project planning and communicate this internally.
- Ensure that activities are implemented in line with the project proposal and the approved budget.
- Participate in the project cycle meetings at IRC and at the partner level and provide project updates.
- Updating the monthly spending plan and participating in the BVA meetings.
- Oversight of all mobile medical teams and quality mobile team services for a holistic view of programming to meet needs and gaps.
Monitoring and Evaluation
- Lead the monitoring and evaluation of the project outputs in coordination with the MEAL team, and the quality of activities.
- Oversight of project team staff on developing and applying quality follow-up monitoring tools for community volunteers and community groups.
- In coordination with MEAL team, ensure quality of project MEAL database and roll out project base line and evaluation survey and reporting.
- Organize and supervise periodic monitoring and supervision at the project implementation level, in coordination with MEAL unit and the Mobile Team, for comprehensive and quality service delivery.
- Lead and closely work with the MEAL team to develop form and formats, data collection, data keeping, data filling processes.
- Organize field supervision and monitoring visits and provide needed technical support to the team.
Coordination/Communication
- Responsible as coordination focal point among mobile clinic teams, relevant health authorities at TMO level and other stakeholders at township level.
- Keep in touch with regular communication with implementation partners, stakeholders, and authorities for project-related information sharing.
- Collaborate with the operation unit to address operational risk and provide proper supplies for project implementation.
- Work on developing procurement plan for commodities and supplies according to the enact policies.
- Support the Program Manager to engage closely and share program information with other IRC internal stakeholders e.g. partnerships team, other IRC sectors for integrated programming, Emergency Team Leader for ensuring proper allocation of shared operational resources such as vehicles, etc.
Reporting
- Regular reporting regarding the progress of the project activities to the line manager/ supervisor and support the Program Manager with reporting to IRC internal focal points e.g. Grants team who communicate with the donor organization.
- Work closely with the partnerships manager to review the reports from partners and update the partner report review checklist
- Work closely with M&E unit ensuring data quality, management and submitting donor reports in timely manner.
- Provide regular and reliable monthly project report package and financial reports.
- Plan and manage control/authorize expenditure with approval of the Supervisor.
- Ensure to follow in accordance with financial policy and donor compliance.
- Lead in Bi-annual report and annual report to the donor together with health team and supervisor.
- Be responsible for keeping up-to-date internal program team tools like activity trackers.
Other Responsibilities
- Manage day-to-day logistics, administration regarding project activities support with operational department.
- Perform other responsibilities as requested by supervisors.
- Adhere to IRC policies and procedures.
- Represent IRC projects positively and professionally in both internal and external relations and situations.
- Participate and be responsible for other health project interventions, including emergency health humanitarian responses, as requested by supervisor.
Minimum Qualifications:
Job Requirements
- M.B.B. S or other degree related to health disciplines
- At least 3-4 years of experience in setting up and managing health and wash related projects in UN/INGOs/LNGO.
- Clinical experience is essential to ensure technical quality and clinical oversight of health interventions.
- Experience in community-based activities in conflict-affected areas is desirable.
- Familiar in working with partner organizations.
- Good communication skills and adaptable to different ethnic and religious communities.
- Good leadership skills and team management skills.
- Being adaptable, flexible, and mature in judgment.
- Good assessment, analytical, planning and reporting skills.
- Experience and skills in managing, supervision, and capacity building for health staff.
- Good English language skill (oral and written).
- Good on using Microsoft Office, Excel, MS team, PowerPoint package.
- Able to travel to hard-to-reach villages with difficult terrain and transport constraints.
Myanmar nationals with relevant skills sets and proven experience of working at international level are strongly encouraged.
