Background/IRC Summary: 
The International Rescue Committee (IRC) is a private, non-political, non-profit, and non-religious organization. For over 90 years, we have been providing humanitarian assistance to communities affected by conflict and natural disasters in more than 40 countries. Since 2008, the IRC has been active in Myanmar, delivering humanitarian assistance in areas such as health, protection, water, and sanitation, specifically targeting families impacted by conflict and natural disasters.
Job Overview/Summary: 
The Women’s Protection and Empowerment Deputy Coordinator will be responsible for supporting the WPE Coordinator in overall GBV technical support and program management in coordination with the WPE Senior program manager. The WPE Deputy Coordinator will build the capacity of WPE staff to design, implement, monitor, and evaluate quality integrated WPE programming. The position will create context-specific tools to nationalize WPE program management, support community ownership and resilience, document best practices, and promote minimum standards. The WPE Deputy Coordinator works closely with WPE teams and WPE partners in the field to provide technical guidance, oversight, and support for GBV prevention and response activities, thereby ensuring technical quality. She/he will build the capacity of IRC WPE and non-WPE staff and partners in collaboration with the WPE Training Manager and Training Officer.
The position will further support the development and maintenance of a coherent WPE and wider IRC program strategy, design of new programming and interventions, and roll-out initiatives across all WPE interventions in Myanmar.  She /he participates in relevant coordination bodies and reports back, provides technical input into policy and legislative initiatives related to GBV and women’s rights, and supports the development of advocacy and strategic and technical documents.
The WPE Deputy Coordinator reports to the WPE Coordinator and will supervise WPE program managers in different locations around the country. 
Major Responsibilities:
Technical Quality
  • Technical support and supervision on development and monitoring of detailed log frames, work plans, monitoring and evaluation plans to ensure appropriate in-time program adaptation and achieving expected outputs. 
  • Collaborate with M&E and project staff to improve GBV assessments and conduct periodic FGDs and other activities to contribute to learning and document best practices.
  • Analyze information coming from the staff as well as feedback from beneficiaries and identify potential means to improve the quality and effectiveness of activities.
  • Support development and revision of SOPs for programming (integrated WGWCs, cash, and case management SOPs, etc.).
  • Assess and analyze GBV risks utilizing GBVIMS and support Primero rollout.
  • Ensure that ethical and sound data collection and information management systems are in place for analysis, planning, evaluation, and advocacy. 
  • Work with the program staff to ensure that field experiences are documented, and used for learning, and to advocate on behalf of the communities with which we work.
  • Support adherence to the GBV guiding principles and other international standards to ensure the quality of design and implementation of all WPE activities. 
  • Liaise with IRC sectors such as health and document best practices for integrated programming.
  • Conduct field project site supportive supervision to assess the technical quality of activities; Provide technical and administrative assistance for the implementation of project activities in line with the WPE program framework and donor agreements. 
  • Provide ongoing technical support to WPE team members for GBV response, including case management, psychosocial interventions, and referrals in line with best-practice principles.
  • Support the implementation of existing, and contribute to the design of new, GBV prevention interventions with a focus on working with adolescent girls, women’s economic empowerment, and engaging men and boys for positive behavior change.
  • Support WPE Training manager and WPE Training officer to facilitate training including Clinical Care for Sexual Assault Survivors (CCSAS), Girl Shine, Women Rise, Caring for Child Survivors, Advanced Psychosocial Support, IASC Guidelines, Engaging Men in Accountable Practice (EMAP), SASA, etc as needed. 
  • Support WPE coordinator and Senior CoP Manager with Community of Practice (CoP)   implementation including setting up strategic partnerships with CoP members and building  CoP member's capacity on GBV prevention and response. 
Staff Development
  • Directly supervise and support the WPE Program Managers around the country.
  • Build capacity and skills around program management, grants, management, spending plans, budget monitoring and forecasting, procurement plans, work plans, and staff supervision for WPE Managers and partners in the field.
  • With the WPE Coordinator, facilitate quarterly program coordination meetings with WPE managers.
  • Support the WPE Training Manager and WPE training officer to mentor and support response staff on GBV case management through regular coaching and supervision.
  • Mentor and support staff professional development to foster a positive team spirit, and encourage innovation, and quality programming.
  • Identify training needs for GBV staff, and initiate capacity development plans to meet those needs, in collaboration with the Coordinator and Training Manager.
  • Support the recruitment of Yangon and other field staff in coordination with the WPE Coordinator, human resources, and others as applicable/requested.
Grants Management
  • Support teams to detail work plan(s) that support and work towards achieving program outcomes.
  • Support the capacity of the team to provide accurate and regular narrative and financial reports, as well as document results and maintain detailed records of program activities for timely submission, as required by IRC policies.
  • Review and improve the needs assessment process, reports and other internal reports.
  • Support the team's budget management throughout the program cycle.
  • Support program tools and processes to better work with IRC operations.
  • Engage in all partnership processes, starting from identification of partners, in accordance with the IRC partnership RACI and tools.  
  • Provide input on project proposals and extensions of current ones, including technical narrative, budgets, log frames, etc. 
  • Develop familiarity with all major donor compliance rules relevant to the IRC program. 
  • Draft program briefing materials and respond to requests for program information from IRC Regional Management, IRC HQ, donors, Myanmar authorities, and others.
  • Contribute to the development of concept notes, proposals, and strategic plans related to the WPE sector in Myanmar.  
Coordination and Representation
  • Attend GBV sub-cluster, MHPSS meetings, and GBVIMS meetings and advocate on behalf of women and girls. 
  • Represent IRC in GBVIMS taskforce meetings and GBVIMS rollout initiatives.
  • Provide technical input and guidance on UN/government GBV policies and legislative initiatives.   
  • Liaise and coordinate with other UN and NGO partners, ministry departments, local authorities, and beneficiaries in planning and response to emergencies.
  • Develop and maintain effective working relationships with relevant stakeholders, including community leaders and other implementing partners.
  • Regularly attend GBV sub-cluster meetings as well as other cluster meetings as appropriate and report back.
Other
  • Ensure all activities are carried out in accordance with IRC Operational policies.
  • Other duties as assigned by the supervisor to enable and develop IRC programs.

Minimum Qualifications:
Job Requirements: 
  • Bachelor of Arts or Science in Social Science, Public Health, Humanities or other related field preferred 
  • At least 3 years of professional experience in NGOs in implementing community-based activities and managing teams with a Bachelor degree OR at least 5 years of professional experience in NGOs in implementing community-based activities and managing teams without a Bachelor degree. 
  • Experience working with women and girls and effectively address the issues they face around Myanmar 
  • Previous work with or within a women’s organization or international NGO preferred
  • Experience facilitating trainings, workshops, or mentoring others
  • Strong GBV technical knowledge and experience implementing service delivery 
  • Strong ability to organize work, coordinate multiple tasks, meet deadlines, work in a professional environment, work under pressure, and work within a multi-cultural team 
  • Ability to develop and maintain effective working relationships with relevant stakeholders including community leaders and other implementing partners
  • Excellent facilitation skills.
  • Ability to work with culturally diverse national and international staff.
  • Willingness to participate and contribute as a team member, under challenging working and living conditions.
  • Strong written and spoken English and report writing skills.
  • Proficiency/fluency in the Myanmar language. Knowledge of other languages spoken by communities in program sites is a strength.
  • Computer skills in Microsoft Office.
  • Good understanding of all humanitarian principles.
  • Ability and willingness to work and travel in remote areas.
  • Remote working skill including provide remote technical support. 
  • Demonstrating trustworthiness and upholding the highest ethical standards.
Myanmar nationals with relevant skills sets and proven experience of working at international level are strongly encouraged.
