Créée en 1951, l'Organisation internationale pour les migrations (OIM) est la principale organisation intergouvernementale dans le domaine de la migration et s'engage à respecter le principe selon lequel une migration humaine et ordonnée profite aux migrants et à la société. L'OIM fait partie du système des Nations Unies, en tant qu'organisation apparentée.

L'OIM soutient les migrants dans le monde entier, en élaborant des réponses efficaces à la dynamique changeante de la migration et, à ce titre, elle est une source clé de conseils sur les politiques et pratiques migratoires. L'organisation travaille dans des situations d'urgence, en développant la résilience de toutes les personnes en mouvement, et en particulier celles qui se trouvent en situation de vulnérabilité, ainsi qu'en renforçant les capacités des gouvernements à gérer toutes les formes et tous les impacts de la mobilité.

Context

Due to humanitarian needs IOM is currently implementing projects in various thematic areas in support of the government, such as: stabilization of communities through community planning; peace building through conflict management and prevention; disengagement, disassociation, reintegration and reconciliation; humanitarian emergencies for crisis-affected populations, displacement monitoring, emergency shelter/NFIs, etc. crisis-affected populations, displacement monitoring, emergency shelter/NFIs, protection and migration assistance, including the fight against human trafficking and assistance for voluntary return; health promotion and health assistance the fight against trafficking and assistance with voluntary return; health promotion and assistance for migrants, as well as mental health and psychosocial support.

According to the Humanitarian Response Plan (HRP) published in April 2024, around 3.4 million people, or one in six, require emergency assistance as a result of the three humanitarian crises facing the country (Cameroon): 1) the Far North region, 2) the North West and South West regions (NWSW), and 3) the refugee crisis in the East. Added to this are the socio-economic repercussions of a global health crisis and the conflict in Ukraine, which has led to a rise in world food prices, exacerbating poverty and hunger in vulnerable communities. Faced with this situation, IOM Cameroon is striving to diversify its partnerships, with particular emphasis on the private sector.

The mission, which focuses mainly on humanitarian, peace and development projects, as well as programme design and implementation, will take place in and around Yaoundé. The main objective will be to provide essential support for the peace-building and stabilisation initiatives currently funded by the Japanese government.

Task description

Within the delegated authority and under the supervision of the Chief of Mission or his/her designated mandated representative(s), the UN Volunteer Programme support Officer will:

• Project Proposal Development: Contribute to the writing and consolidation of project proposals and concept notes. Ensure alignment with governmental and CO strategic and operational priorities, based on needs assessments and in line with donors’ interests and requirements for negotiations and submission to donors.
• Project Development Support: Provide substantive inputs to the CO on Project Development to ensure that projects, inter-agency joint projects, and other funding requests are aligned with institutional strategies, guidance, and practices
• Review and Endorsement: Facilitate the timely review and endorsement of concept notes, proposals, and donor reports on IOM’s relevant software application and in compliance with the IOM Project Handbook.
• Liaison and Fundraising: Support the CO’s liaison and fundraising activities by identifying opportunities and building partnerships with donors and the private sector to enhance the CO’s portfolios and funding potential
• Meeting Facilitation: Organize, attend, and document meetings with donors and partners. Collect and analyze data on donors’ policies, approaches, and funding opportunities to inform strategic decision-making. Maintain proactive follow-up and communication to secure and strengthen partnerships as needed in view of new project opportunities
• Documentation and Communication: Write and compile relevant information and documentation to support project development, reporting, and donor engagement. Prepare briefs, summaries, and other necessary documentation to support strategic communication.
• Knowledge Management: Assist in the general knowledge management efforts of the Mission, including the regular updating of information management systems, reporting schedules, and general project information
• Coordination and Reporting: Contribute to and support the coordination and writing of project reports to donors in partnership with project management staff.
• Stakeholder Liaison: Support and assist in liaising with relevant authorities, United Nations Country Team (UNCT), other UN organizations, civil society organizations, and other stakeholders.
• UN Coordination Mechanism: Participate in the UN coordination mechanism, particularly the Programme Management Team (PMT), to ensure alignment and collaboration with UN initiatives
• Visibility and Communications Support: Provide visibility and communications support, including designing promotional materials and managing media coverage
• Monitoring and Evaluation: support baseline and endline project assessments as well as monitoring projects from start to end to enhance fundraising efforts.
• Donor Reporting and Compliance: Support donor reporting, compliance with organizational policies, and capacity-building initiatives, contributing to the overall success of programs


Results/expected outputs:
• Project proposals and concept notes must be of impeccable quality, aligned with government and donor strategic priorities, and submitted on time.
• Projects must be designed and developed in a way that is consistent with institutional priorities, best practice and community needs, thereby ensuring their relevance and effectiveness.
• Identification of funding opportunities and creation of strong partnerships with donors and the private sector, to facilitate diversification of funding sources and strengthen project funding capacity.
• Regular organization and follow-up meetings with donors and partners to foster ongoing communication and the establishment of solid relationships that support future project opportunities.
• The creation of strategic documents (summaries, briefs, reports) that support communication with donors and partners, reinforcing transparency and commitment.
• Maintaining an up-to-date information and knowledge management system, facilitating access to information and effective decision-making within the organization.
• Well-written project reports detailing the results and impact of projects, helping to maintain donor confidence and ensure transparency in the use of funds.
• Smooth collaboration with local authorities, UN agencies, NGOs and other stakeholders, helping to integrate projects into local and international initiatives.
• Projects should be aligned with global UN initiatives, ensuring synergy and complementarity of efforts to achieve sustainable development goals.
• The implementation of constant monitoring and project evaluations, enabling interventions to be adjusted according to the results obtained, thereby improving the effectiveness of ongoing projects and strengthening fundraising efforts.
• Strict compliance with donor requirements and internal policies, ensuring financial transparency and sound management of resources, thus contributing to IOM's credibility and reputation.
