Background and general description:
Treasury Banking Operations
Treasury Banking Operations (TREBK) is the unit providing banking and payments services for World Bank Group (WBG) entities, as well as IBRD-Trust Funds. The unit is divided into four teams: Banking Relations (BKR), Cash Management, Swift, Static Data and Project Management (SSPM), and Investigation, Accounting and Reconciliation (IRA). The unit manages the relationships with about 400 correspondent banks and performs account maintenance functions (opening/closing accounts, responding to KYC and other ad hoc requests, bank monitoring activities and periodic service reviews). The cash management function is performed for accounts in around 150 currencies around the world, ensuring the optimal currency balances to meet payment obligations. The team is the business owner for the Swift connection to the external financial system and the institution’s central cash management system (Quantum), including their integration with sub-systems used by various WBG units for sending payment requests or receiving cash inflows. TREBK also manages and reconciles the majority of all WBG bank accounts. TREBK staff are based in WBG’s Washington DC headquarters, its shared services center in Chennai, India, and in Sofia, Bulgaria. In performing these cash and account management functions, the team works closely with internal partners and market counterparts as well as external service providers such as technology vendors, banks, and paying agents. In addition to its day-to-day responsibilities, the team supports business units across the WBG in any project or effort involving the flow of cash. As and when required, the team is also expected to facilitate the implementation of new products, markets, and business-related technology solutions. The team also participates in capacity building for clients in its related areas of expertise.
Roles and Responsibilities:
Under the guidance and supervision of a Team Lead, the selected candidate will have responsibilities for specific individual tasks/projects within TREBK’s Swift, Static Data and Project Management (SSPM) team in executing TREBK’s work program, while maintaining close relationships with the other Treasury departments. Candidates with strong data management and analytics skills, are welcome to apply, as long as they demonstrate the ability to quickly learn and adapt to new challenges.
The SSPM team is responsible for core data set up and maintenance across the key treasury systems (Quantum, Murex, Summit and Swift Alliance) and is the business owner of the World Bank Group Swift infrastructure. It involves working closely with asset management and capital markets settlement teams to support the Static data (SSI, Counterparty, Calendars, System rules etc.) set-up to ensure correct settlement and accounting of transactions. The team is also the anchor for all system projects that cut across more than one TREBK team, leading and coordinating efforts with the other TREBK teams and IT colleagues. His/her primary responsibilities will include, but are not limited to, some combination of the following activities:
• Providing static data maintenance support for the WBG, process standard requests from internal business units, address and provide solutions to non-standard queries and issues, and perform static data updates within WBG and TRE systems, such as counterparty Standard Settlement Instructions (SSIs), currency holidays and currency code updates, and Swift BIC and domestic payments clearing codes mapping to internal systems.
• Supporting and maintaining Straight-Through Processing (STP) and business processing rules in the WBG’s treasury management and cash transaction processing system. Apply expertise in maintaining these rules to enable WBG business units to support new types of transactions, new clients, and/or new counterparties.
• Effectively managing the process for securely maintaining and sharing WBG’s banking information and Standard Settlement Instructions (SSIs) to internal colleagues and external counterparts. Ensure that: (1) WBG banking information is accurately updated in a timely manner whenever there is a change in WBG’s banking correspondents, (2) relevant currency-specific payment information is maintained and shared, and (3) non-standard requests and issues are addressed and resolved.
• Contributing to the team’s role as the business application owners for the WBG’s Swift infrastructure, including: (1) researching and understanding upcoming Swift standards changes and its impact to WBG business processes, (2) performing User Acceptance Testing (UAT) for any Swift application system changes and upgrades, (3) maintaining and updating Swift Relationship Management Application (RMA) with the WBG’s counterparties, and (4) assisting in the periodic Swift users certification review process.
• Developing scripts and models to handle large datasets, reduce manual intervention, and improve overall productivity. Specific examples include:
1. Maintaining and enhancing the TREBK team’s database systems and dashboard solutions, ensuring high levels of performance and accuracy. This includes regular updates and optimizations to support evolving Treasury Banking needs. Leveraging advanced data analytics to interpret complex datasets, identify trends, and provide actionable insights that support strategic decision-making.
2. Actively contributing ideas and lead the implementation of process improvements to increase the efficiency, improve the accuracy and enhance the controls over how WBG static data, Swift messaging infrastructure, and authorized officers’ lists are maintained including through the use of Python programming and AI tools to automate repetitive tasks, streamline workflows, and enhance data processing efficiency.
• Supporting and maintaining effective controls over bank account access through the monitoring and administration of online banking portal access and privileges, and the periodic review and management of the list of WBG staff that have these access.
• Supporting and maintaining effective controls over the list of authorized officers, their authorities, and delegations across various functions of the WBG’s finance complex, bank accounts, and transactions processing.
• Assisting in the TREBK team’s role as the Secretariat for a WBG-wide cross-departmental working group focused on financial transaction processing and infrastructure, which includes (1) organizing the agenda, attendance and participation, and presentation materials of the working group’s quarterly meetings, (2) maintaining the working group’s intranet webpage, and (3) publishing a quarterly newsletter.
• Preparing and reviewing management reports, including bank briefings, Key Performance Indicators (KPI) reports and other ad-hoc requests for static data related information.
• Performing other ad-hoc functions and/or acting as the back-up for other team members and assisting with other team deliverables.
