Job Description
Under the overall supervision of the Chief of Mission (CoM) in Bangladesh and direct supervision of the Deputy Chief of Mission and in coordination with the Snr. Emergency Coordinator the successful candidate will be responsible and accountable for the following duties
Responsibilities
- Assist in coordinating the implementation of the portfolio under Disaster, Displacement , Response and Recovery (DDRU)
- Support coordination with the Government of Bangladesh (GoB) and humanitarian stakeholders through institutionalizing displacement management cluster (CCCM) to address displacement management issues in the country.
- Work closely with senior management to support the advocacy for adherence to humanitarian principles in providing assistance and protection to IDPs in communal settings by all stakeholders through different platforms involving humanitarian stakeholders, donors and government of Bangladesh.
- Support capacity building initiatives of different levels and institutions of government of Bangladesh and other humanitarian stakeholders in managing displacement situations.
- Enhance preparedness initiatives supported by IOM in close collaboration with GoB and relevant humanitarian stakeholders.
- Contribute to the coordination and information exchange with national and local authorities, law enforcement agencies, humanitarian stakeholders particularly other clusters according to national policy framework and existing humanitarian architecture of the country in responding to displacement situations.
- Coordinate monitoring and reporting activities for the interventions overseen by DDRU.
- Act as the Coordinator of the Displacement Management Cluster
- Contribute in planning and implementing transition and early recovery initiatives through operationalizing site closure strategies and incorporating displacement management elements.
- In coordination with the supervisor/s, participate in various meetings etc.
- Support the coordination with the GoB in the operationalization of the Displacement management cluster terms of reference in coordination with relevant stakeholders.
- Perform other tasks as may be assigned by supervisor/s.
Qualifications
Education:
- Master’s degree in political or social science, Business Administration, Engineering, Law or a related field from an accredited academic institution; or
- University degree in the above fields with two years of relevant professional experience.
Experience:
- Proven experience working with international organizations and humanitarian actors;
- Experience in project management and implementation;
- Proven CCCM or similar sectoral coordination leadership experience involving displacement and/or refugee situations is advantageous;
- Experience in Disaster Risk Reduction/ Management is advantageous
- Knowledge of the UN System, and NGO humanitarian community with good knowledge of the humanitarian reform and coordination architecture;
- Knowledge of camp coordination and camp management related technical guidelines, standards, and indicators. Preferably attended and provided Training of Trainers for CCCM actors
- Experience in leading CCCM related capacity building initiatives and its roll out with national disaster management authorities or communities
- Specific experience of working with OFDA, PRM & ECHO funding will be added as advantage
Skills:
- In depth understanding of humanitarian response architecture and process with regards to natural disaster with a specific focus on earthquake.
- Knowledge of UN and bilateral donor programming.
- Adept in inter-agency coordination
- Knowledge of financial rules and regulations.
Languages:
Language required for the position: Fluency in English and Bangla is required
Desirable languages: Working knowledge of any local dialects spoken in Bangladesh is an advantage
