Project Context and Scope:
Established in 1951, the International Organization for Migration is the leading inter-governmental organization in the field of migration and works closely with governmental, intergovernmental, and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.
IOM Kazakhstan is implementing IRCC funded project titled: “Improving migration governance and access to services for displaced Afghans in Pakistan and Central Asia”. Through this intervention, IOM seeks to support government institutions in the region and local communities in addressing immediate protection and humanitarian needs of Afghan populations and local communities. The aim is to mitigate the mid-term impact of the crisis on societies in the region, and to support recovery and resilience for longer-term sustainable development. IOM’s intervention contributes to IMCBP’s selected priority area on strengthening governance: working with national and local authorities to strengthen migration systems and institutional capacity in addressing migration crises and responding to the most urgent humanitarian and protection needs.
The IOM IBG project team is to contribute to strengthening border security by improving capacity to address cross-border crimes in Kazakhstan in the following areas:
- In coordination with IOM, provide support in conducting capacity-building sessions on curbing migrants’ smuggling on a state border for the relevant authorised state institutions;
- In close coordination with IOM, provide support with conducting the gender-specific needs assessment of the BCPs in different oblasts of Kazakhstan;
- In close coordination with IOM, to provide support with preparations to conduct capacity – building sessions for Migration Service officers of Ministry of Internal Affairs on how to effectively engage with local communities and Afghan nationals in accordance with IOM relevant policies and procedures.
- Perform other related duties as assigned.

Responsibilities

The Consultant(s) in close coordination with IOM will be responsible for delivering the following results and milestones:

Performance indicators for the evaluation of results
The quality targeted and detailed of the work performed as established in above as well as compliance with agreed delivery dates, as follows:
- A work plan developed consultatively and finalized with IOM project team;
- Monthly Progress Report;
- Final analytical report on the results achieved during consultancy period.
The end products expected to be delivered by the Consultant will be, as follows:
- Report on capacity building sessions conducted on curbing migrants’ smuggling on a state border for the relevant authorized state institutions
- Gender-specific Needs assessment field visit report;
Qualifications
- Postgraduate degree, preferably in Law (e.g., Crime code, Migration Studies, Border Security and etc.), Law, International Law or other related fields from an accredited academic institution with at least eight years of professional experience in Law enforcement or military educational institutions; or
- University Degree, preferably in Law (e.g., Crime code, Migration Studies, Border Security and etc.), Law, International Law or other related fields from an accredited academic institution with at least ten years of professional experience in Law enforcement or military educational institutions.
- Highly specialized individual with extensive relevant experience and the highest level of expertise in the Border Security area.
- Have proven experience in successfully conducting needs assessment, especially in the field of border governance.
- At least eight years of experience in conducting of trainings for trainers in the field of Border Governance.
- Demonstrated experience in development of training/workshop materials.
- Demonstrated professional experience on migration-related topics.
- Demonstrated professional experience related to the Immigration and Border Governance. Experience in working with relevant governmental and non-governmental institutions and senior representatives in the field of Immigration and Border Governance in Kazakhstan would be a distinct advantage as well as previous experience working in an international organization.

- Be willing to undertake in-country travels related to the assignment.

Consultants are responsible for their own medical insurance for non-occupational accident or illness and will be required to provide written proof of such coverage before commencing work.
