Functional Responsibilities
Within the duration of the assignment, the Capacity Building Specialist is expected to organise and lead capacity building activities tailored to empower participants from MEA and Ministry of Environment and Physical Planning (MoEPP) and other institutions part of the negotiation structure with the requisite skills and knowledge to effectively implement the requirements in the area of Chapter 27, support the development of detailed Action plans for the identified priority areas and/or Roadmaps (if any) and strengthen the capacities of the MOEPP for the preparation and revision of Direct Specific Implementation Plans (DSIP), improving the knowledge on the role of DSIP during EU negotiations and in introducing transitional periods for implementation of the heavy investment directives within Chapter 27 Environment and Climate Change.
Under direct supervision and guidance of the Project Manager, the Specialist will undertake the following activities/responsibilities:

Facilitating Workshops and Training Sessions: Delivering workshops and training sessions in line with the Capacity Strengthening Plan tailored to the specific needs of MoEPP and other institutions part of the negotiation structure in the area of Chapter 27. These sessions will empower participants with the requisite skills and knowledge to effectively engage in EU integration processes, including legislative alignment, implementation and enforcement responsibilities.

Strengthen the capacities of the MoEPP for the preparation and revision of DSIP, improving the knowledge on the role of DSIP during EU negotiations and in introducing transitional periods for implementation of the heavy investment directives within Chapter 27 Environment and Climate Change.

Support the MoEPP in developing detailed Action plans for the identified priority areas and/or Roadmaps (if any) in line with Screening Report for Cluster 4 - Green agenda and sustainable connectivity (with focus on Chapter 27), and strengthen the capacities of the MoEPP for preparing such strategic documents.
Education/Experience/Language requirements
- Advanced University Degree preferably in Environmental Studies, Public Administration, Law, Engineering, Management, Economics, Development Studies, or other or other relevant discipline is required.
- University Degree (Bachelor’s degree / first level) with two additional years of relevant professional experience may be accepted in lieu of the advanced university degree.
Work Experience
- Minimum five years of international experience in the developing HRM practices/ tools/ training programmes and/or implementation of the capacity building/ training activities in the area of environment is required
- Previous engagement with or within negotiation structures in any Member State or candidate countries related to European integration issues is strongly desirable;
- Familiarity with legislative processes, EU acquis screening, and law approximation would be an asset.
Language Requirements
- Fluency in English (speaking, reading and writing) is required.
