Overview of positionNational Expanded Program of Immunization (NEPI), Ministry of Public Health (MOPH) requires managing monitoring and technical support of its cold chain related activities of GAVI funded Cold Chain Equipment Optimization Platform (CCEOP2). This project involves managing warehousing, transportation, and installations of solar and electric refrigerators from a warehouse in Kabul to health facilities across all of 34 provinces in the country. The project also includes monitoring of installation standards (installation of solar and electric refrigerators will be done by qualified government cold chain technicians). As the key job profile, the extender will be managing the distribution, installation and reporting of CCEOP related cold chain equipment in all provinces of the country. This will result in improving cold chain capacities and enhance availability of vaccine in all health facilities and will contribute to improving access to potent vaccine and reducing zero dose children. The scope includes managing the supply and monitoring of over 1500 refrigerators installations across country and over a period of 2 years (2024-2026).
The purpose of this position is to support NEPI, MOPH, UNICEF and UNICEF zonal offices in smooth implementation and monitoring of CCEOP activities in all provinces of Afghanistan.
Role objectivesObjectives:
To follow the national and cold chain plan and ensure that distribution of refrigerators from national level to next level of supply chain (regions or provinces) (right models and right quantities) are shipped to provinces and respective health facilities as per the operational deployment plan and timelines.
To contribute to improving the management, proper distribution, and installation of Cold Chain equipment under CCEOP2.
contribute in proper, follow up of equipment installation and providing progress report.
Key duties and responsibilities:
1. Management at national and field level
-
Coordinate between NEPI/MOPH and UNICEF zonal offices in dispatching and arrival of the cold chain equipment at the provincial stores

Ensure that the right equipment is dispatched to selected sites.

Assist and closely follow CCE installation process in selected sites and arrange equipment installation certificates!

Prepare CCE distribution plan based on delinking proposal and arrange travel plan for relevant cold chain technicians for installation of CCE.

Prepare detailed reports of damages on CCEOP cold chain equipment if any during transport/installation to UNICEF/MOPH
-
Provide Support implementation and activation of remote temperature monitoring device (RTM) that comes pre-packaged with SDD after installation.

Record and share good practices and lessons learnt in SDD installation and CCEOP implementation in quarterly progress report.
Arrange monthly Project Management Team (PMT) meeting and prepare the meeting reports with relevant stakeholders.
2. Field monitoring visits
-
Monitoring visits to the field, to provide support in CCE installation Post Installation Inspection process.

Monitoring of installed cold chain equipment and report the status.
Allocation of field time for office work and monitoring visits
-
50%: of the time will be allocated for office work.

50%: of the time will be allocated for monitoring visit of CCEOP implementation activities in the field.
Frequency of field monitoring visits:
-
Visit of at least 5 refrigerators installation sites (across 35 provinces) per month
-
Ensure during post Installation Inspection (PII), that the equipment is installed properly.

Follow up of the recommendations from field monitoring visits reports.

Send reminders to UNICEF Zonal Health Specialists about high priority recommendations that require follow up.
3. Data and reporting
-
Provide weekly update on the status of CCE, distributed to field and number of installed cold chain equipment by model.

Report on functionality status of Remote Temperature monitoring Devices
-
Compile monitoring visits data/report and submit to supervisor through monthly data reporting form or through electronic application (zonal officers then sends to NEPI/UNICEF monthly)

Collect and validate Cold Chain Equipment inventory for the country.

Support the Update national cold chain inventory with CCEOP equipment implementation and removal of old equipment from inventory.

Provide quarterly progress report of the project to the UNICEF office and NEPI.
Prepare a monthly progress sheet on CCEOP implementation (Shipments arrived in the month, equipment dispatched for installation, actual installations done).

Further informationMinimum Qualification and Experience:
Areas of technical competence: Any University degree (graduation) preferably in Management or logistics or supply chain.
1-2 years of experience in logistics, warehousing and supply chain management

Fluency in English mandatory, and fluency in Dari and/or Pashto

In-country or regional work experience of similar nature

Monitoring/Evaluation/Study/Survey methodological and data-collection skills

Strong analytical skills and framework
Process and project management skills, such as facilitation skills
