VISION STATEMENT

UNDP Nepal works with the people and Government of Nepal, and other development partners to pursue equitable and sustainable human development goals through eradication of poverty, increase in livelihood opportunities, improvement in community resilience against conflict, disasters and impact of climate change, while laying down strong foundations for a society based on rule of law with an inclusive and participatory democracy.

Context

UNDP with support from the Government of Japan is collaborating with the government of Nepal (GoN) to implement ‘Livelihoods Improvement and Disaster Resilience Enhancement in the Jajarkot earthquake affected areas’. The overarching goal of this project is to support effective earthquake recovery and long-term resilience by enhancing government capacity for service delivery, support reconstruction, and promote revitalized livelihoods. The project has two outputs - local and district level governance in earthquake-affected areas strengthened to ensure continuity of basic service delivery, support long-term reconstruction, and enhance disaster preparedness; and earthquake-affected community resilience enhanced through community-led reconstruction of damaged small infrastructures for livelihoods opportunities and psychosocial support.
UNDP, with its consortium partners UNICEF, UN Women, and Handicap International, is implementing the Strengthening Urban Preparedness, Earthquake Preparedness, and Response in the Western Region of Nepal (SUPER II) project. Funded by ECHO, this project is a continuation of the Strengthening Urban Preparedness, Earthquake Preparedness, and Response in the Western Region of Nepal (SUPER) and the Institutionalization-Strengthening Urban Preparedness, Earthquake Preparedness, and Response in Western Regions of Nepal (I-SUPER) Programme (2021-2024). The project aims to institutionalize demonstrated urban and earthquake preparedness and response systems at the provincial and municipal levels and upscale them through federal linkages, policy engagement, advocacy, and system strengthening. Thus, it contributes to Nepal's vision of building a safer, adaptive, and resilient nation against disaster risks for sustainable development, as envisioned in the Disaster Risk Reduction National Strategic Plan of Action (2018-2030). The project is being implemented in three local governments: Dhangadhi Sub-Metropolitan City, Nepalgunj Sub-Metropolitan City, and Birendranagar Municipality and across three provinces: Sudurpaschim, Karnali, and Lumbini.
The main objective of this UNV assignment is to provide support on monitoring and evaluation of activities within these two projects as per the Project Documents and work plans.

Task description

Within the delegated authority and under the supervision of National Project Coordinator and Resilience Analyst or his/her designated mandated representative(s), the UNV Monitoring and Evaluation Officer will:
 Collect and analyze data related to project activities and results in line with project document and annual work plan of SUPER II project and Jajarkot earthquake recovery project.
 Consolidate the projects’ achievements and results in the periodic reports (quarterly and project report) as per the requirements of UNDP and donor.
 Work closely with the Municipal Associates, Provincial Coordinator and Technical Officer on the needed inputs, information and data for quarterly and annual reports.
 Coordinate with field team to prepare for interim reviews and final evaluation of the projects in terms of the projects’ baseline indicators, targets and results.
 Prepare and communicate potential issues and bottlenecks in implementation to the project teams.
 Coordinate with Communication Officer for knowledge management by ensuring proper documentation of all the key activities and development of knowledge products in line with the visibility guidelines.
 Maintain record of the number of people benefitted with disaggregated data under each activity to ensure application of GEDSI aspect in implementation of both the projects.
 Conduct site visits and monitor the implementation status of social and environmental standards of all the project activities as indicated in the project Social and Environmental Screening Procedure (SESP) and Environmental and Social Management Framework (ESMF).
 Conduct social and environmental assessment for construction of cold stores in close coordination with Resilience Analyst. This includes identifying potential social and environmental risks incorporating UNDP’s social and environmental standards (SES), determining risk category and identifying management measures/plans.
 Undertake role of Grievance Focal Point, and ensure receipt and registering of grievances/complaints related with the Jajarkot earthquake recovery project following due process.
 Prepare a monitoring plan with key indicators to ensure social and environmental compliance of construction works in line with the targeted management measures/plans, and project SESP and ESMF.
 Support the of National Project Coordinator and Resilience Analyst on reporting and knowledge management.
 Support the field team in documenting meeting minutes, case studies and success stories during the implementation of the project activities.
Furthermore, UN Volunteers are encouraged to integrate the UN Volunteers programme mandate within their assignment and promote voluntary action through engagement with communities in the course of their work. As such, UN Volunteers should dedicate a part of their working time to some of the following suggested activities:
 Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day).
 Be acquainted with and build on traditional and/or local forms of volunteerism in the host country.
 Provide annual and end of assignment self-reports on UN Volunteer actions, results and opportunities.
 Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.
 Assist with the UNV Buddy Programme for newly-arrived UN Volunteers.
Promote or advise local groups in the use of online volunteering or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.
13. Results/expected outputs:
 As an active UNDP team member, efficient, timely, responsive, client-friendly and high-quality support rendered to UNDP and its beneficiaries in the accomplishment of her/his functions, including:
o Coordination with the local governments, communities and other stakeholders in implementing the project activities.
o Coordination with the focal person of the respective municipality office to organize meetings, share progress updates and receive feedbacks.
o Documentation of project events, meeting minutes, case studies and success stories during the implementation of the project activities.
o Providing data and information of the project municipality related to construction works, equipment support, disaster response capacity and livelihood interventions to the project team and field team.
o Undertaking regular field visits to track progress of implementation at the field level.
 Age, Gender and Diversity (AGD) perspective is systematically applied, integrated and documented in all activities throughout the assignment
 A final statement of achievements towards volunteerism for peace and development during the assignment, such as reporting on the number of volunteers mobilized, activities participated in and capacities developed
