The Emergency Support Department (ESD) is part of operations and plays a key role in responding to (new) humanitarian crises and emergencies. The ESD conducts exploratory assessments; initiates and manages large scale or complex interventions to support people in precarious situations. The ESD also provides support to existing projects and activities in promoting and guarding emergency response capacity, enabling continued functioning of existing projects in long-term emergency and/or highly insecure settings. It coordinates with departments throughout the organisation to ensure and safeguard our emergency response capacity and focus.

Sexual and Reproductive Health (SRH) / Sexual Violence (SV) Implementer: Medical Team Leader (MTL) Profile
Emergency Team members spend about 90% of their workdays (excluding holidays) in country programmes and approximately 10% at headquarters in Amsterdam (or work from home) for briefing/debriefing/trainings/’desk work’.

 

The main purpose of the role is to ensure an effective MSF comprehensive Sexual and Reproductive Health and Rights (SRHR), SV and Intimate Partner Violence (IPV) response is in place within the initial emergency response phases using a variety of activities varying from country programme wide response capacity assessment, community and staff’s assessment for perception-knowledge-health seeking behaviour, coaching-mentoring and training of staff, development of the country and project SRH/SV/IPV/Safe Abortion Care (SAC) response strategy, guidance for program development and implementation, and development of relevant tools, materials.

This position will also be expected to work as Medical Team Leader (MTL) as required for general health program activities.  Participates in defining, planning and monitoring medical activities and programs in the project in accordance with MSF's protocols as well as coordinates human and material related resources needed to ensure the quality of care provided by MSF.


Place within the organization

  • Overall: reports to the Emergency Health Manager in the Emergency Support Department (ESD) in Amsterdam.

  • During field assignments reports to relevant Management Team (MT) member at the field or capital level, with a functional line to the Emergency Health Manager in HQ ESD.

  • Liaises with relevant specialist advisors in the HQ Public Health Department for technical guidance.

Main objectives of the position

SRH-SV-SAC accountabilities

  • To lead – develop – support the country and project SRH/SV/SAC strategies, protocols and response activities of the country and the different projects according to the varying medical needs and context (including development of strategy, logical framework and budget) and developing tools (e.g. training materials, models of care and response, health promotion materials, messages and methods) 

  • To provide technical support and supervise the implementation of the SRH/SV/SAC response (protocols and standards) to ensure quality of the medical and psychosocial care in place, in line with MSF protocols and survivor-centered principles 

  • Plan, organize, support and supervise community awareness raising and the Information, Education and Communication (IEC) strategy to increase timely access for survivors of SV and IPV. 

  • To establish the SRH/SV/SAC patient and project documentation (medical file and medical certificate etc.) and the MSF data management tools. 

  • To prepare and plan in close collaboration with the HR Department and with project team in the associated HR processes for relevant focal staff involved in the activity (recruitment, training/induction, evaluation, detection of potential, development and internal communication) to ensure having the appropriate team in terms of size, capabilities and skills. 

  • To prepare and support the HoM, Medco, PC and MTL’s in representing MSF before the Ministry of Health and other (inter)national partners for the MSF SRH/SV/SAC response advocacy and potential national roll-out of area strategies such as national protocols, laws and or lobbying for adequate human resources. 

  • To compile, review and analyze the data coming from the projects in order to contribute to the country programme’s reporting as well as analyze the data from either community or staff assessments. Documenting lessons learned on activities and operational research in this field. 

  • To monitor and evaluate the functioning of the MSF SRH/SV/SAC response at country programme level according to MSF protocols, standards and procedures, ensuring the implementation of the activity. 

MTL accountabilities

  • In collaboration with the Project Coordinator and the rest of team, the Medical Coordinator and MoH partners define, implement and monitor medical activities, according to MSF project plans, standards and protocols. Participates in exploratory & situation assessments (defining medical operational priorities when needed), community engagement and the development of the project strategy annual plan, budget review and project proposal. Ensures regular contact with MoH and other local medical actors. 

  • Is responsible for the medical data collection, analysis and reporting to the Medical Coordination to ensure proper monitoring of the program.  

  • Coordinates, supervises, coaches, supports and evaluates the medical team members’ performance to improve the medical components of the project and ensure compliance with MSF protocols and standards as well as MoH protocols.  

  • Plans and supervises, in close coordination with the Project Coordinator, the associated processes (recruitment, training, induction, performance evaluation, development and internal / external communication) of the medical staff of the project in order to ensure both the sizing and the amount of knowledge required and improve staff capabilities.  

  • Supervises an efficient management of the MSF field pharmacy and medical equipment, in collaboration with the Logistics department and project biomedical service and in consideration of program directions and protocol changes. 

  • Implements the health policy for international and national staff, providing all prophylactic and preventive necessary measures, structures and emergency plans, managing any medical evacuation in order to ensure MSF staff health.

Candidate profile

  • Medical Doctor, Nurse or Midwife, with extensive experience in SRH/SV/SAC programming and implementation and ability to work as MTL/PMR

  • Attended the MSF SRH/SV/SACI training.

  • Minimum of 24 months field experience with one of the MSF sections in at least three different countries, of which at least one emergency project and one high security setting (according to the standards of MSF-OCA).

  • Proven organizational skills, diplomatic skills and experience with the representation of MSF

  • Experience with SRH/SV assessment, including use of qualitative methods such as FGD and semi-structured interviews for both community and formal-non formal stakeholder assessment 

  • Experience with development program strategy, different models of care, planning, implementation, monitoring and evaluation 

  • Experience with SRH/SV/SAC staff capacity assessment (using knowledge-skills-practice) and training of staff in survivor centered principles, support for safe disclosure and safe identification of sexual violence and training on medical care provision 

  • Experience with SRH/SV/SAC community and formal/informal stakeholders’ sensitization and awareness raising.

  • Proven flexibility and solution-oriented mentality.

  • Ability to work independently and be decisive in chaotic circumstances

  • Positive, can-do attitude. 

  • Able to motivate a team, focus on the achievements and does not get discouraged by the barriers to success.

  • Willingness to travel to any required area, frequently at short notice.

  • Able to work in teams and under stressful conditions.

  • English fluency. Proficiency in languages (particularly French, Spanish and/or Arabic) is highly desirable.

  • A fulltime appointment for 1 year with a potential option to renew.

  • Salary depends on three main factors: domicile, level of responsibility and experience on the job.

  • Completion bonus of 1.5 month of extra salary after completion of every 12 months commitment.
