Job specific background information:
Our clients hub in Amman implements projects on behalf of UN agencies & bilateral donors & in close coordination with the government & national authorities. With an established presence across the region, the office runs operations including large scale procurement, project development, technical management & provides financial, human resources & infrastructure related services.
The functional objective of the hub in Amman is to deliver its projects in an efficient, effective manner & in line with the principles, rules & regulations of our client, to achieve the outcomes sought by the clients. Our client has been active in Lebanon since 2015, delivering projects in support of the government of Lebanon & its partners. Since the explosion at the Beirut port on 4 August 2020, our client has significantly scaled up its presence in the country to support the humanitarian response, both its presence & portfolio have undergone expansion.
The selected candidate will be responsible to abide by security policies, administrative instructions, plans & procedures of the UN security management system & that of our client.

Project specific background information:
The project objective is to address critical problems related to living standards of conflict affected people with acute needs by expanding access to services through construction of water damaged houses, construction & rehabilitation of drinking water stations, supply & installation of solar street lights & capacity building of the private & public sector in the areas of operations & maintenance, health, safety, environmental & social safeguards.
The Health Safety, Social & Environmental (HSSE) Officer will report directly to the Project Manager & will ensure full coordination with the Regional Infrastructure Advisor, the Hub HSSE Specialist, Quality Senior Engineer, program team & projects’ teams members. Under the guidance & direct supervision of the Project Manager, the main duties of the HSSE Officer is to facilitate compliance with our clients HSSE systems & provide advice on control measures needed in order to minimize harm resulting from hazards in the project implemented under the hub in Amman. The selected candidate needs to establish a safe workplace according to the health & safety management systems, as well as fostering a culture of health & safety in all the phases of the implemented project. Specifically, s / he will be responsible for the following duties:
HSSE planning, coordination & implementation:
Provide support on various health & safety procedures relevant to the ongoing project (such as noise levels, use of protective equipment & use of machinery etc.).
Coordinate the development of health, safety systems & procedures in line with corporate policies & guidelines.
Support all health & safety related matters during all phases of the project, project planning & implementation.
In line with the HSSE policies & procedures, raise risk mitigation actions required outlining potential threats, risks levels & recommended mitigation strategies during project implementation, taking into consideration relevant & existing assessments.
Provide support for the PM to prepare health & safety work plans including budget for all aspects of the projects implementation in compliance with HSSE policies, procedures & guidelines.
Liaise & regularly coordinate with the PM to ensure their respective contractors meet its statutory obligations as well as client requirements in all areas pertaining to health, safety & welfare at work, including statutory training & reporting.
Follow up on the implementation of the Environmental Social Management Plan (ESMP) & health & safety plan on work sites.
HSSE monitoring & reporting:
Propose & control projects’ budgets for health, safety & monitor related expenditures.
Conduct regular field inspection & monitoring visits to the project sites to identify possible areas / issues of non conformity (e.g. unsafe work at heights & in excavations), prepare project’s health & safety related reports on occurrences & provide statistical information to upper management.
Provide technical contributions & oversight services to ensure that health & safety is a core component of all activities & that appropriate funding is provided based on actual needs.
Ensure that all accidents are documented, reported internally & / or externally as per the agreed reporting protocols, investigated while ensuring that any recommended improvements are implemented in a timely manner.
HSSE compliance:
Perform health & safety projects’ risk assessments, both routine & exceptional, as required, to ensure optimal health & safety standards are in place & to ensure that all health & safety policies, procedures, rules & regulations are adhered to & are regularly reviewed.
Devise a plan & conduct periodic projects on site HSSE inspections & ensure closure of action items.
In close coordination with the Project Manager & the Hub HSSE Specialist.
The Health Safety, Social & Environmental (HSSE) Officer will report directly to the Project Manager.
Key competenciesBachelor degree preferably in environmental engineering, social science, engineering or a relevant field is required, a master’s degree from a recognized university is desired.
A minimum of 3 years of progressively responsible experience in HSSE management is required, with at least 1 year in managing & implementing projects’ related health & safety matters.
Experience in health & safety risk assessments, inspections, incident investigation & training facilitation is required.
Experience with third party certification audits for health, safety & environment management is desired.
Experience of working at UN agencies or other international humanitarian / development organizations is highly desired.
High proficiency with computers & other software / platforms related to the position's field of expertise is required.
Experience in working with the G-Suite platform including, Google Drive, Google Calendar, Gmail, Google Sheets, docs & slides is an asset
Full fluency in Arabic & English is required.
Certification in occupational health & safety, such as NEBOSH IGC1, IGC2, GC3 and OHSAS 18001 is desired.
Strong skills in health & safety management, project management, risk analysis, reporting, capacity building, training, monitoring & evaluation is desired.
