INTRODUCTION TO GGGI

CONTEXT

GGGI has been active in Paraguay since 2018, collaborating with the Government of Paraguay to advance green growth policies and investments. Key partners include the Ministry of Environment and Sustainable Development (MADES), the Ministry of Economy and Finance (MEF), and Paraguay’s Development Finance Agency (AFD), driving progress across various sectors.

In partnership with MEF, GGGI is launching a new Green Climate Fund (GCF)-funded technical assistance project titled “Strengthening the National Designated Authority, Candidate Direct Access Entity, National Programming Process, and Development of Strategic Frameworks for Low-Carbon Development in Paraguay.” This initiative aims to enhance Paraguay’s capacity to access, manage, and coordinate GCF resources, track climate finance flows, integrate climate action into planning and budgeting, and catalyze private sector investment in climate mitigation.

 Key objectives include:

  • Strengthening MEF’s capacity as Paraguay’s Nationally Designated Authority (NDA) to effectively coordinate and manage GCF funding and track climate finance flows.

  • Supporting AFD’s accreditation process to meet GCF’s standards and criteria.

  • Operationalizing Paraguay’s Green Taxonomy to provide clear definitions for green assets and investments, fostering transparency and investor confidence.

  • Integrating climate indicators and targets into the Paraguay National Development Plan 2050, including a strategy to drive green job creation and sustainable economic growth.

 The project will be implemented under MEF’s leadership by a team comprising GGGI staff, consultants, and external experts.

 

POSITION SUMMARY

The Senior Officer will manage the implementation of the “Strengthening the National Designated Authority, Candidate Direct Access Entity, National Programming Process, and Development of Strategic Frameworks for Low-Carbon Development in Paraguay” project. The role involves ensuring high-quality project execution, managing a multidisciplinary team, coordinating with MEF, and overseeing project administration, monitoring, and reporting.

The Senior Officer will be based at MEF’s offices at least three days per week, with the flexibility to work from GGGI’s office one to two days per week. Work arrangements are subject to adjustment based on MEF’s needs.

 

PURPOSE

The Senior Officer will lead the implementation of the project, ensuring timely and high-quality delivery of project outputs. S/he will manage the project team and leverage their expertise to advance strategic climate policy and finance initiatives in Paraguay.

 

ENGAGEMENT
  • Will report to Paraguay Country Program Manager.

  • Establish and manage a coordination mechanism to ensure effective communication with MEF, Paraguay’s GCF NDA.

  • Develop and maintain strong partnerships with government institutions, development partners, donors, academic institutions, international finance organizations, private sector stakeholders, and NGOs.

  • Manage a team of local experts to ensure the timely and high-quality completion of project deliverables.

  • Represent the project in external and internal meetings and events to promote visibility and knowledge-sharing.

  • Collaborate with GGGI teams to ensure on-time reporting and submission of GCF project reports.

  • Support MEF’s engagement with the GCF and international cooperation partners, as instructed by the Ministry.

 

DELIVERY

The Senior Officer will be responsible for overall project management, ensuring the successful execution of the following key outputs and deliverables:

  • Capacity building for MEF to enhance its role as Paraguay’s GCF Nationally Designated Authority.

  • Establishment and operationalization of a GCF Coordination Mechanism to strengthen interministerial collaboration and national ownership of GCF-funded initiatives.

  • Design of Paraguay’s No-Objection Mechanism to ensure alignment of GCF-funded projects with national climate strategies and investment priorities.

  • Support AFD’s accreditation process with GCF, advancing its application from Stage II through completion.

  • Update Paraguay’s GCF Country Program, creating a framework for prioritizing funding proposals.

  • Integration of climate priorities into the National Development Plan 2050, alongside a monitoring framework for climate-related targets.

  • Development of an MRV platform to enable MEF to monitor and track climate finance flows, as well as donor-funded mitigation and adaptation projects.

  • Formulation of a Green Jobs Strategy to identify priority sectors and investments that will drive sustainable employment.

  • Piloting and integration of Paraguay’s Green Taxonomy with key stakeholders.

  • Knowledge-sharing initiatives with other Ministries of Finance in Latin America and the Caribbean, focusing on their role as NDAs.

 

REQUIREMENTS
 QUALIFICATIONS
  • Must be a Paraguayan national or hold a valid work permit.

  • Bachelor’s degree in engineering, Economics, Finance, Public Administration, Social Sciences, Environmental Sciences, Business, or a related field.

  • An advanced degree in Sustainable Development, Sustainable Finance, Public Administration, Economics, or International Affairs is preferred.

  • At least 9 years of professional experience in sustainable development, project management, and climate change.

  • Minimum 5 years of progressively responsible experience at the national or international level in designing, implementing, monitoring, and evaluating development projects in multilateral or bilateral cooperation organizations or consultancies.

  • Prior experience with GCF-funded projects is a strong asset.

  • Experience working with the Ministry of Economy and Finance is highly desirable.

  • Demonstrated expertise in at least one of GGGI’s thematic areas (Sustainable Energy, Sustainable Landscapes, Sustainable Finance, Green Cities, Water, or Circular Economy) is an asset.

  • In-depth knowledge of Paraguay’s policy development framework, institutional landscape, public management, financing structures, political cycles, and investment environment.

  • Fluency in English (written and spoken) is required.

WORKIING CONDITIONS

The Climate Change Policy Senior Officer is an X9 grade level in GGGI's Paraguay salary scale. The salary range for the position starts from USD 47,104. Determination of base salary is subject to candidate's experience, academic background and internal equity.

GGGI provides 15% of base salary towards retirement plan/long-term savings, 27 days of annual leave, and private health insurance that covers dental and vision.
