Base Manager

Danish Refugee Council (DRC) is a leading protection agency with a mandate to protect, advocate and promote durable solutions for displacement affected populations.

DRC has been operating in Ukraine since 2014, currently DRC employs over 800 staff in Ukraine and implements emergency response in the Protection, Livelihoods, Shelter/NFIs and Humanitarian Disarmament and Peacebuilding (humanitarian mine action) sectors, using direct interventions, support to duty bearers and civil society organizations (CSOs), and partnerships with CSOs. DRC will continue and adapt its durable solutions portfolio to the evolving context.

DRC is currently looking for a highly-qualified Base Manager to join our team in Sloviansk. 

Your main duties and responsibilities will be:

• Leading and guiding all departments in the Sloviansk field office, ensuring operational efficiency and resolving challenges as they arise.
• Ensuring the safety and security of DRC staff and assets, in coordination with the safety team.
• Managing finance, admin, procurement, and logistics, ensuring compliance with DRC procedures and donor regulations.
• Supporting staff management, including recruitment, appraisals, and disciplinary actions.
• Promoting accountability and implementing key humanitarian standards, including the Core Humanitarian Standards (CHS) and Code of Conduct.
• Coordinating and overseeing programmatic interventions, including shelter, multi-purpose cash, protection, and economic recovery.
• Conducting field visits to monitor the quality and effectiveness of programs.
• Managing budgets and expenditures to align with program needs and donor expectations.
• Cultivating relationships with key stakeholders, including UN agencies, INGOs, and donors.
• Representing DRC at meetings and during visits from external parties such as donors and journalists.

About you

To succeed in this role, we expect you to bring strong leadership, organizational skills, and a comprehensive understanding of humanitarian operations in conflict zones. You should be able to balance strategic oversight with hands-on involvement, guiding the team while ensuring all aspects of the base’s operations run smoothly. Moreover, we also expect the following:

Required

• A minimum of 3 years of management experience in an INGO or similar humanitarian context.
• At least 2 years of prior experience in the sectors of safety, finance, procurement, logistics, and HR management, or in program management in an INGO.
• Proven leadership and organizational skills, with the ability to manage and motivate a diverse team.
• Excellent communication skills in English and Ukrainian.
• A university degree in a relevant field.

Desirable

• Previous experience with DRC or in the Donetsk Oblast.
• Strong understanding of protection, shelter and economic recovery programming
• Experience working with national partners and local/government authorities.
• Experience in crisis response and working under high-pressure situations.

• Contract length: 12 months renewable depending on performance and funding after successful completion of 3-month probation period
