About the job
In response to the evolving context of South Sudan, DRC is enhancing its mobile emergency response capacity through increase of its mobile teams to address protection risks through protection-centered multi-sector assistance. As part of the mobile team, the Emergency Officer will undertake rapid multi-sectoral needs assessments with food security and livelihoods components in communities affected by new shocks or displacements. His/her role will be to identify the food security and livelihood needs among the crisis affected populations by obtaining information through focus group discussions, direct observation, and key informant interviews with those affected. S/he will at anyone point also be required to support the S/NFI team in conducting emergency humanitarian interventions where applicable. The Emergency Officer will be responsible for supporting and coordinating frontline emergency assistance, either cash or in-kind. This person also works closely with all MRT colleagues as part of a multi-sectoral team collecting necessary humanitarian data to inform multi-sector assessments with a focus on emergency to manage the implementation of emergency FSL and cash and voucher related response activities, ensuring that humanitarian and protection principles are upheld and that the affected population participates as fully as possible throughout the project cycle; and participates in ensuring necessary technical, logistical, financial, and administrative procedures relating to MRT mission preparation and close-out are completed in full compliance with DRC rules and procedures.
Your main duties and responsibilities will be:
Rapid Response & Needs Assessments
- Conduct multi-sectoral needs assessments with a focus on FSL (Food Security and Livelihoods) and SNFI (Shelter and Non-Food Items).
- Organize and execute assessment missions, prepare TORs, and ensure necessary equipment and logistics are in place.
Implementation of Emergency Activities
- Manage and supervise distributions (cash or in-kind) and casual workers.
- Ensure protection principles are adhered to throughout assessments and response.
- Conduct market assessments to inform Cash-Based Interventions (CBI).
Coordination and Reporting
- Liaise with stakeholders and ensure information flow and coordination.
- Submit timely assessment and response reports.
- Maintain beneficiary records and warehouse tracking.
- Monitoring, Evaluation, and Learning
- Participate in post-distribution monitoring and feedback collection.
- Document lessons learned and success stories.
Required Qualifications
- 2+ years of humanitarian experience in cash-based responses in South Sudan.
- Experience in managing FSL/NFI distributions.
- Strong field deployment capacity in insecure or remote areas
Desirable Skills & Attributes
- Prior experience in mobile emergency responses.
- Good report writing and data analysis skills.
- Knowledge of local context and experience conducting multi-sectoral rapid assessments.
- Energetic, adaptable, and committed to working under pressure.
- Minimum of a Diploma or Bachelor's degree in Agriculture, Social Sciences, or Development Studies.
