Organizational Setting

UTF/BRA/089/BRA

The project objective is to contribute to the national processes of strengthening family farmers in Brazil for poverty reduction and rural revitalization. The outcome is to implement differentiated policies and programs that improve the capacities of the national government, local and family farmers in areas such as ATER (rural extension and technical advisory services), Credit Programs, land access and governance, access to markets and the strengthening of cooperativism.

Reporting Lines

The incumbent reports to the Assistant Representative in FAO Brazil – Programme.

Technical Focus

The preparation of a study to collect information and analysis about the economic instruments aimed at the sustainability and resilience of family farming, in accordance with the guidelines of the Ministry of Agrarian Development and Family Agriculture (MDA).


Tasks and Responsibilities


Preliminary Study

• Definition of the methodology for the study of survey and analysis of the economic instruments applicable to family farming.
• Systematization of the theoretical framework and analysis of financial and regulatory mechanisms aimed at sustainability and climate resilience.
Mapping and Analysis of Economic Instruments\: Identification and characterization of the main financial and regulatory instruments available for family farming, including\:

• Carbon Credit Market.
• Payment for Environmental Services (PES).
• PRONAF Green Lines.
• Brazilian Sustainable Taxonomy.
• Climate change adaptation and mitigation funds.
• Analysis of the conditions of access and the applicability of these mechanisms for different profiles of family farmers.


Assessment of Financial, Productive and Socioeconomic Impacts

• Survey of data and indicators on the adoption of economic instruments in family farming.
• Identification of benefits and risks associated with each financial mechanism analyzed.
• Evaluation of the effectiveness of these instruments in promoting productive inclusion and mitigating climate impacts.


Identifying Barriers and Opportunities

• Diagnosis of the challenges faced by family farmers to access existing economic instruments.
• Mapping of possible regulatory and operational adjustments to expand access to these mechanisms by family farming.
• Suggestion of strategies for the integration of economic instruments into the public policies of the MDA.


Production of Technical Report

• Systematization of the results obtained in the analysis of economic instruments.
• Recommendations for the improvement of public policies and financing mechanisms for family farming.
• Suggestions for strategies to increase the effectiveness of incentives in the sector.

Preparation of Promotional Material

• Systematization of the study in didactic documents, with accessible language and in different volumes (one booklet per theme\: 1- Carbon Credit Market; 2- Payment for Environmental Services (PES), 3- Brazilian Sustainable Taxonomy and 4- PRONAF Green Lines), for the family farming public in an editable document, prepared for future layout.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING\:


Minimum Requirements

• University degree in Minimum professional experience of 4 (four) years in information technology, database, data analysis, systems development or programming language.
• Experience of two (02) years in at least one of the following areas\: Studies and analysis of financial and economic instruments aimed at sustainability, rural financing, carbon markets, sustainable taxonomy or payment for environmental services; or research, consulting or advice on public policies for rural development, incentive to agroecology or climate mitigation and adaptation in agriculture familiar; or the preparation or implementation of projects involving climate financing, rural credit or economic incentives aimed at family farming and the low-carbon economy; or systematization and production of technical or academic knowledge on environmental economics, financing policies for the agricultural sector or sustainable territorial development.
• Working knowledge of English and Portuguese.
• National of Brazil or resident of the country with a valid work permit.

Technical/Functional Skills

• Experience in acting in projects or research on economic instruments for family farming, including sustainable financing, carbon credit markets, payment for environmental services (PES) and differentiated credit lines; or participation in the development or implementation of public policies aimed at sustainability and climate resilience in agriculture, with emphasis on economic and financial incentives; or consulting or advisory technical for organizations in the agricultural sector, governments or international organizations, with a focus on sustainable rural financing or climate mitigation/adaptation policies; or research or production of technical/scientific knowledge on rural economy, policies to encourage agroecology, sociobiodiversity, bioeconomy and sustainable territorial development; or experience in analyzing the socioeconomic and environmental impact of agricultural financing programs, including studies on access to credit and integration of farmers into differentiated markets; or engagement in networks, forums, or working groups on financial innovation and rural development, including partnerships with civil society organizations, government, or the private sector.
