Job Description

Context
 
Under the overall supervision of the Programme Manager (IBG/CEP) and the direct supervision of the Programme Officer (IBG/CEP), the successful candidate will contribute to the implementation of IOM Mozambique’s projects in the area of Immigration & Border Governance (IBG) / Community & Engagement Policing (CEP). The position will be based in Pemba, Cabo Delgado, and will require frequent travel to participate to field missions.

Responsibilities

  1. Assist in the day-to-day implementation and monitoring of IOM’s IBG/CEP project activities, with a focus on legal identity initiatives and community & engagement policing, among other responsibilities.
  2. Support administrative and clerical activities in the field in close collaboration with the Programme Officer, as well as Finance and Procurement Office.
  3. Provide assistance in planning and organizing activities, events, training and meetings.
  4. Liaise and coordinate with representatives of the national counterpart, community representatives and community groups, and implementing partners.
  5. Draft correspondence on project issues; prepare letters, briefing notes, graphics, statistical tables, presentation and other forms of documentation.
  6. Process all Purchase Requisition Forms (PRFs), including submission to relevant units for approval, tracking of PRFs, and maintaining the tracking database.
  7. Liaise with IOM Procurement and Logistics unit for the follow up of the procurement of materials, transportation and the delivery for field activities in a timely manner.
  8. Produce regular update reports on field activities.
  9. Assist the Programme Officer and monitoring and notifying the Programme Manager of all potential/emerging risks associated with the project
  10. Support the communication efforts of the Programme, taking pictures during event and activities, and editing them to nourish the Programme photo archive.
  11. Undertake duty travel as required.
  12. Perform other duties as may be assigned. 

 

Qualifications

Education

· Bachelor’s degree in political or social sciences, International Relations, Development Studies, Migration Studies, Human Rights, Law or related fields from an accredited academic institution with three years of relevant professional experience; or,

 . School diploma with five years of relevant experience.

 

Accredited Universities are those listed in the UNESCO World Higher Education Database.
 
Experience

· Previous experience working with government, international organizations, non-governmental organizations (NGOs) or Civil Society Organizations (CSOs) in complex and changing environments.

· Experience working with law enforcement or government institutions is highly desirable.

· Experience supporting training and capacity building programmes, particularly for law enforcement, is desirable.

· Experience working and communicating with communities and community leaders required.

· Experience with conflict prevention, mediation or psychosocial counselling is highly desirable.

Skills

· Excellent planning and organizational skills are required, including the ability to meet deadlines and work under pressure;

· Excellent communication and negotiation skills.

· Ability to present clear and concise information is required.

Languages
  • Fluency in English and Portuguese both written and spoken is required. Working knowledge of any local languages of Cabo Delgado province is desirable.
