DRC Syria

DRC has been actively operating in Syria since 2008 mainly supporting refugees. In June 2012, DRC was authorized by the Syrian Ministry of Foreign Affairs (MoFA) to expand its humanitarian efforts and provide assistance to IDPs and the vulnerable resident population countrywide. Since then, DRC activities have been focused on NFI distributions, Shelter, WASH, Protection, Education, Livelihoods, and Mine Risk Education in six Governorates (Damascus, Rural Damascus, Dara'a, Aleppo, Hama, and Homs). While Protection/community service activities are provided to beneficiaries throughout our Community Centers.

About the job

The overall role of the NTS/EORE team lead is to lead a team conducting non-technical survey and collect updated and reliable information about hazardous areas and tasks, particularly focusing on areas where the DRC has clearance operation in the future.

Supervise EORE facilitators in the team to ensure the RE sessions are delivered according to the SOP. Be responsible for effective liaison with communities nearby operations and ensure team’s quick response to explosive hazards reported by communities, maintaining emergency hotline system.

Duties and Responsibilities:

  • Supervises delivery of EO risk education to communities and verifies the impact of education sessions by observing increased safe behaviors among people trained.
  • Supervises NTS activities at operational site. Spearheads community liaison activities. Studiwa relevant safety information and conflict history of the site ahead of team deployment.
  • Obtain all appropriate prior surveys from UNMAS/HMA Operators/Local Government/Police/Military in area of operation.
  • Conduct daily quality assurance and quality control (QA/QC) checks of NTS/EORE staff performance as per the SOP.
  • Be aware of security alerts and evacuation routes in case of security collapse in area. Maintain an evacuation plan.
  • Responsible for overall communications within team staff on site and during travel via VHF, Satellite Phone or via other means of communication as per DRC HDP communication SOP.
  • Provide an on-time report to operations room, including team departures/arrivals/checkpoints during travel/team activity daily start and end times/accidents and incidents/medical evacuation drills to be recorded in team comms logbook.
  • Control quality and quantity of survey/EOD and RE work in the field and make sure that all the activities are according to the plan and SOP.
  • Provide daily safety briefs to the team members prior to the starting of daily operational activities.
  • Prepare, maintain and control necessary stores/equipment for the team and have an equipment list on site.
  • Report faulty/damaged clearance equipment to the OO/HMA TL
  • Oversee activities of EORE facilitators to ensure the RE sessions are going as per guidelines and the assigned work plan
  • Collect data from the EORE facilitators about EO information and EO accidents, review the reports and submit them to the DMAC RO through RE Officer/operation officer.
  • Follow up with the EORE facilitators to ensure the EORE training material is in good condition and that enough EORE material is available for distribution during the sessions.
  • Establish and maintain a strong liaison with local authorities and the community during the operation and specifically inform all relevant community and authorities before each controlled demolition at the site.
  • Maintain good discipline within the team during the operation and when they stay in the field camp.
  • Control the working condition of equipment of survey, EOD, and RE materials for any damages and see to replacements if necessary.
  • Undertake any other tasks as ordered by the Operation Officer/HDP Team leader in the area.

Experience and technical competencies:

  • Background expertise in humanitarian mine action including past conduct of non-technical survey.
  • Previous expertise as HMA team lead.
  • 1-year EORE experience.
  • Desirable IMAS-level 3 qualifications.
  • Good communication and report writing skills.
  • Proficient in MS Windows, Word, MS and Excel

Education:

  • Secondary education or higher
  • Team leader course certificate
  • Basic management course
  • NTS course certificate (required)
  • EORE facilitator certificate (desired)

Languages:

  • Fluent in Arabic and English

Contract length: 12 months with possibility of extension
