DRC Uganda is currently looking for a highly qualified and motivated individual to join our dynamic team as a Cash & Voucher Assistance Officer.

Project Background

The Uganda Cash Consortium (UCC) is led by the Danish Refugee Council and in partnership with The Lutheran World Federation. The UCC is implementing a Multi-Purpose Cash Assistance and Cash for Education in Emergencies Project across the refugee settlements in Uganda with funding from the European Civil Protection and Humanitarian Aid (ECHO). The overall goal of the UCC action is to respond to the humanitarian needs of the most socio-economically vulnerable refugees hosted in Uganda through the provision of multi-purpose cash assistance to meet non-food basic needs, to contribute to addressing the most urgent protection cases, and to enhance access to education

The overall purpose of the role:

The Cash and Voucher Assistance (CVA) Officer is a key member of the DRC team implementing the ECHO-funded action in the Southwest. The CVA Officer will liaise with stakeholders to always account for while safeguarding the interests of DRC. Under the guidance of the Project Manager, the CVA Officer will be responsible for field-level implementation of the project in line with the agreed work plan, standard operating procedures, guidance, and best practices.        

Your main duties and responsibilities will be:

Programme implementation

  • Develop or update the overall project implementation work plan in collaboration with the Referral Officer and Project Manager.
  • Ensure efficient implementation of activities in line with approved work plans.
  • Ensure timely mobilization, sensitization, transfer of assistance, and reconciliation of actual transfers against plans.
  • Compile and submit quality reports as required on time.
  • Update trackers as may be guided and required by the Project Manager.
  • Support localization efforts, including mapping of local partner organizations.

Monitoring, Evaluation, Accountability, and Learning

  • Support the Referral Officer in the effective operationalization of the DRC Complaints and feedback mechanism at the field level.
  • Support the Referral Officer in logistical arrangements for data collection as may be required.
  • Participate in MEAL-inspired review meetings as required.

Coordination and Representation

  • Consistently participate in coordination meetings at UCC, interagency, regional or any other level as required.
  • Represent DRC/UCC as determined by the Project Manager. You may be required to interface with donors and government representatives.

HR, Administration, Supply Chain, Safety and Security

  • Ensure the number of community outreach workers is at an optimal level at all times. Determine the number, play a central role in the recruitment, placement, capacity development, and supervision of community outreach workers.
  • Confirm and submit timely reports relevant to the efficient administration of community outreach workers.
  • Validate and share in a timely manner the information the Country Office requires to ensure payments to incentive workers.
  • Working with relevant departments, ensure DRC Offices have all the basic supplies and consumables.
  • Develop a procurement plan and follow up to ensure it is approved and executed in accordance with existing DRC policies and provisions.
  • Act as a focal point for safety and security for DRC personnel and equipment. Proactively identify, report, and suggest measures to mitigate risks.

About you

To be successful in this role, we expect you to have technical expertise and experience in cash programming, notably in preparing for, overseeing disbursements, and handling complaints. Moreover, we also expect the following: 

Required

  • A bachelor's degree in economics, international development, social sciences, or related field.
  • A minimum of 3 years of experience implementing humanitarian interventions, preferably for displaced populations.
  • Analytical and planning skills.
  • Attention to detail, especially in matters relating to the preparation of disbursement lists, tracking of assistance transfers.
  • Demonstrable track record of meeting or exceeding programme targets, while maintaining technical quality.
  • Highly diplomatic with political awareness and understanding.
  • High-level communications and interpersonal skills.
  • Fluent in written and spoken English

 Desirable

  • Experience implementing DG-ECHO projects.
  • Possession of a valid riding permit. The project will provide a motorbike to aid mobility across the settlement
  • Ability to speak basic Swahili or Kinyabwisha and Kinyarwanda
