Organizational Setting

The International Fund for Agricultural Development (IFAD) is an international financial institution and a specialized United Nations agency dedicated to eradicating rural poverty and hunger. It does so by investing in rural people. IFAD finances programmes and projects that increase agricultural productivity and raise rural incomes, and advocates at the local, national and international level for policies that contribute to rural transformation. IFAD finances programmes and projects that increase agricultural productivity and raise rural incomes, and advocates at the local, national and international level for policies that contribute to rural transformation.- The Department for Country Operations (DCO) oversees the origination, design and management of IFAD investments, including sovereign and non-sovereign operations, as well as the design and implementation of non-lending activities within country programmes, including policy engagement and SSTC. DCO is the department that primarily interfaces with governments, the private sector and other stakeholders to deliver IFAD's programme of work and to provide oversight to ensure quality of the portfolio.

  • - DCO is led by an Associate Vice-President and is composed of five (5) regional divisions: Asia and the Pacific Division (APR), East and Southern Africa Division (ESA), Latin America and Caribbean Division (LAC) , Near East, North Africa and Europe Division (NEN) and West and Central Africa Division (WCA), the Private Sector Operations Division (PSD), and two (2) units:- the South-South and Triangular Cooperation Unit (SSTC) and the fragility unit (FRU).- The Office of Technical Delivery is responsible for providing expert technical guidance to IFAD teams engaged in the design and implementation of projects and programmes to deliver the high technical quality investments that facilitate rural transformation, and which comply with IFAD's mandate and operational policies. The Office ensures IFAD applies and disseminates state of the art knowledge in its investments and evidence on strategic themes and encourages the innovative application of global knowledge and evidence in IFAD investments. This helps countries tackle complex development challenges in fostering inclusive and sustainable rural transformation including mainstreaming areas. The Office of Technical Delivery (OTD) is led by a Managing Director and is comprised of two (2) divisions: the Environment, Climate, Gender and Social Inclusion Division (ECG) and the Sustainable Production, Markets and Institutions Division (PMI). The Environment, Climate, Gender and Social Inclusion Division (ECG) leads the mainstreaming cross-cutting themes of environment and climate, gender, nutrition, youth, disability inclusion and Indigenous Peoples into IFAD's portfolio, and the implementation of social, environment and climate safeguards (SECAP), to strengthen the quality of IFAD's operations and programmes to achieve improved impacts in these areas. ECG takes the technical lead to strengthen the quality of IFAD's operations and programmes ensuring that IFAD's operations are environmentally sustainable, climate change resilient, nutrition sensitive and inclusive of marginalized groups (particularly women, rural youth, Indigenous Peoples and persons with disabilities). In addition to strengthening the technical quality of operations, ECG provides its technical expertise in corporate strategies, policy engagement, resource mobilization, knowledge generation, and partnerships. The Sustainable Production, Markets and Institutions Division (PMI) facilitates improved and efficient delivery of IFAD's corporate mandate, predominantly through the quality of the design and implementation of its policies, country strategies and projects. Key functions and activities of PMI include Quality Enhancement, Policy Engagement, Networking and Strategic Partnerships. PMI's technical mandate covers a range of themes, all of which are key to deliver IFAD's strategic framework, including: agronomy, livestock, fisheries and aquaculture, markets and value chains, agriculture research for development (AR4D), ICT4D, inclusive rural finance (including PARM, INSURED and remittances), rural institutions and farmers organizations, rural infrastructure, water, land and natural resources management. The IGREENFIN I Programme The Great Green Wall initiative is an African Land restoration initiative aiming at restoring 100 million hectares of degraded land, sequester 250 million tonnes of carbon and create 10 million green jobs in rural areas across the Sahel by 2030. With a span of 8,000 km (from Senegal in the west to Djibouti in the east), the intervention zone is to become the home of a mosaic of sustainable agricultural systems covering the 11 countries (Burkina Faso, Chad, Djibouti, Eritrea, Ethiopia, Mali, Mauritania, Niger, Nigeria, Senegal and Sudan). IFAD has a long investment history in the eleven countries of the (GGW) that are among the world's poorest and facing agricultural production and food security issues. They are also among the most vulnerable countries to climate change. As a partner of the Great Green Wall Initiative (GGWI) launched in 2007 by the African Union and the Great green wall accelerator launched in 2021, IFAD In coordination with UNCCD hosting the GGW Accelerator and the GCF reached out to all the GGW countries to assess their interest in participating in the Inclusive Green Finance Initiative- IGREENFIN 1 and supporting the elaboration of the GCF GGW Regional Support Programme IGREENFIN will establish innovative financing facilities within local financial institutions banks (agricultural banks, microfinance institutions, commercial banks) to improve access to concessional blended finance (green loans at 0 percent with longer tenors) and technical assistance to smallholder farmers particularly women (50%) and youth (50%) organized into MSMEs, Cooperatives, Farmers Organizations. In parallel, GEF LDCF endorsed of the Great Green Wall climate change adaptation regional support programme to be implemented in synergy with the GCF GGW Regional Support Programme The GGW Regional Support Programme (RSP) will increase the collective impacts of the individual GCF, GEF and AF projects and programmes in the 11 GGW countries through two outputs: I) Enhanced knowledge management and exchanges to accelerate the uptake of good practices, increase learning and inform policy and investments, and ii) Identification and promotion of innovative practices and digital transformation pathways.

Job Role

Key Responsibilities and duties The Senior Programme Coordinator GGW RSP will oversee day-to-day programme management and the overall coordination with the RCU. This support unit will have dedicated staff supporting knowledge management, M&E, fiduciary compliance, innovation and general administration. The incumbent works within the regional coordination unit (RCU) based in IFAD Multi-Country Office for Sahel located in Dakar (Senegal). The incumbent will supervise in close coordination with IFAD Countries Directors, the work of country level knowledge specialists, to support the GCF NDAs, GEF Focal points and GGW Focal Points with the implementation of the Regional Support Programme's activities. The Senior Programme Coordinator GGW RSP leads and manages all activities, staff and resources related to IGREENFIN Component 3 and the GEF programme with in the regional coordination unit (RCU) team and ensures that the team is highly performing, motivated and committed to the Programme's success; She/he ensures the strategic direction of the programme, planning, organizing, managing and supervision of the programme. The incumbent will: Supervise and coordinate the production of project outputs, as per the project document in a timely manner. Mobilize all project inputs in accordance with IFAD procedures. Prepare and finalize Terms of Reference for technical consultancies and sub-contractors, direct selection with GGW partners and assist in the selection and administrative and recruitment process. Supervise and coordinate the work of all project staff, consultants and sub-contractors ensuring timing and quality of outputs. Coordinate the recruitment and selection of project personnel, consultants and sub-contracts. Lead on the writing of Annual Project Report for GCF and GEF PIRs, Technical reports, financial reports, Annual work plans, Bi-annual progress updates as required and for submission to the IGREENFIN 1 programme Coordinator and as may be required by GCF Adjust the project Results Framework, workplans and budgets, as required and in line with corporate requirements Prepare and revise financial report, Liaise with the GGW accelerator, the GGW Panafrican Agency, the African Union Commission, relevant government agencies, and all project partners, including donor and regional organizations and NGOs for effective coordination of all project activities. Disseminate project reports and respond to queries from concerned stakeholders. Document the exchange and sharing of experiences and lessons learned with relevant community based and development projects nationally and internationally. Serve as an effective spokesperson and establishes collaboration and partnerships with key officials at all levels inside and outside of IFAD. Ensure that the project addresses issues of gender equality and the rights of indigenous populations, as well as ensure the full engagement and participation of women, indigenous people, youth, and other groups in project implementation activities. Technically backstop the effective implementation of all components/ outcomes / outputs of the Project. Perform any other duties as required.

Experiences in relation within the GGW initiative, Pan African Agency of the GGW UNCCD-GGW accelerator is strong a asset Experience in working with international institutions (UN agencies or other) and government institutions is an asset. Experience in organizing and facilitating stakeholder consultations and/or events. Developing country experience is an asset. Languages and other skills: Fluency in English and French is required.
