Mission

Geneva Call is a neutral and impartial non-governmental organization dedicated to promoting respect for international humanitarian norms in armed conflict and other situations of violence. Geneva Call’s mission is to ensure that AGDAs respect International Humanitarian Law and basic humanitarian principles in the areas where they fight, or they control.

Role

The Program Coordinator for Syria is responsible for day-to-day management and coordination of the program in their geographic area of responsibility (Aleppo/Damascus). He/she leads humanitarian engagement efforts with relevant AGDAs and civil society actors, building and consolidating relationships with relevant stakeholders. He/she will ensure that Geneva Call’s projects are implemented effectively and to the highest standard. The Program Coordinator reports to the Syria Country Director.

Duties and responsibilities

Key priorities

Humanitarian Engagement

  • Lead humanitarian engagement with the Syrian transitional government, AGDAs, civil society and other relevant stakeholders in your geographic area of responsibility, developing and maintaining strong relationships with all relevant groups, organisations and individuals.
  • Develop and regularly update a humanitarian engagement strategy for the above stakeholders, ensuring alignment with Geneva Call’s broader goals, and in close consultation with CMT and program field team.
  • Collect and analyze field-level protection and conflict -related data (from field visits, contacts, social media, reports etc) to identify priorities and opportunities for humanitarian engagement with government, AGDAs and other stakeholders, aiming at improvements in policy and behavioral practices. 
  • Engage local and international humanitarian organizations regularly, participate in relevant humanitarian coordination mechanisms (clusters & working groups}, and consolidate the friends of IHL Network.
  • Organise and participate in trainings, workshops and other capacity building events with target stakeholders on IHL and humanitarian norms.
  • Participate when relevant to events and workshops around AGDA and civil society engagement.

Security

  • Act as Security Focal Point for your geographic area of responsibility.
  • Monitor the security situation closely, sharing details and analysis of security events and trends, providing regular security updates about the program area to the CD and security management team.
  • Adhere to Geneva Call safety and security procedures and ensure the adherence of staff you manage

Programme Management & Coordination

  • Coordinate Geneva Call’s programme in your area of responsibility in line with the agreed country strategy.
  • Develop and manage a workplan for projects and activities under your responsibility.
  • Manage program staff and report program activities on regular basis internally and externally if needed.
  • Ensure effective flow of information and communication with partners and stakeholders and update the country director on latest developments.
  • Organize regular meetings with the team to strengthen effective coordination and collaboration and promote teambuilding..

Programme communication, reporting and monitoring

  • Support the design, preparation and implementation of communications strategy including the production of external communication materials, activities, campaigns, events and other initiatives.
  • Prepare regular reports on activities undertaken and support the preparation of funding proposals, donor reports and internal reporting (monthly sitrep reports).
  • Support the development and implementation of monitoring plans and tools

Human Resources Management

  • Line-manage programme staff in your area of responsibility according to Geneva Call’s policies and procedures.

Program Budget Monitoring

  • Ensuring that program expenditures are in line with the budgets,
  • Ensure program procurement & logistics are run in line with budget and in coordination with the Support Coordinator

Main qualifications

Education and experience

  • Completed Master’s degree in relevant field such as Political or Social Science, International Relations, International Humanitarian Law or Human Rights;
  • Minimum 5 years of equivalent work experience in a humanitarian/protection organization. Experience as Head of Programme or Programme Coordinator is required;
  • Knowledge in International Humanitarian Law (IHL) or International Human Rights Law is a strong asset;
  • Experience with humanitarian negotiations is an asset;
  • Certification with the Centre of Competence for Humanitarian Negotiation is an asset;
  • Work experience with an international organization and in multiple countries is an asset;

Technical Skills

  • Solid diplomatic skills with ability to communicate with high level interlocutors;
  • Strong organizational and analytical skills;
  • Established network in country of operation;
  • Passionate about political and security affairs in the region;
  • Experience in developing professional relationships with various stakeholders and working in a neutral and objective manner;
  • IT Tools (MS Office, Excel, email);

Language Skills

  • Fluency in English and Arabic: Knowledge of other local languages is considered an asset;

Performance management
