Mission

Role

Geneva Call is seeking a Support Coordinator who will ensure the efficient management of support services for Geneva Call, including finance, human resources, procurement, logistics and administration and be accountable for support services system, processes and standardization in-country to ensure transparency, accountability and a robust system of internal control. The Support Coordinator will ensure compliance with Geneva Call’s policies and processes and all local legal requirements, including conducting spot checks and internal audits as necessary. The Support Coordinator will communicate and coordinate between departments, ensuring administrative systems and procedures effectively support operations.

Duties and responsibilities

Key priorities

Finance

  • Support the CD and Country Program in the formulation, implementation and monitoring of annual business/project plans, budgets and forecasts
  • Produce monthly Budget v Actual reports and present these to GC country management, highlighting potential issues with current projects and propose mitigating strategies
  • Identify and report on financial trends, working collaboratively with the country management to produce options/scenarios/corrective action plans that ensure ongoing financial stability for the Country Program
  • Produce donor format budgets and budget narratives, as well as donor financial reports for review and submission.
  • Ensure compliance with Geneva Call and Donor policies
  • Create, maintain and implement a cost allocation system, ensuring that direct and indirect costs are allocated appropriately
  • Provide financial management oversight and support, developing the capacity and career development of National staff, ensuing financial consistency and quality.
  • Guide the development of budgets, proposals and operational plans, ensuring that new projects are appropriately resourced and costed.
  • Oversee all Financial Accounting matters, including maintenance of the general ledger, balance sheet, receipts, payments and payroll requirements
  • Oversee the cash flow requirements of the program, liaising with Geneva Call HQ to facilitate Field cash transfers.
  • Manage the effects of exchange rate fluctuations between local and contract currencies, highlighting upcoming issues early and identifying mitigating strategies.
  • Oversee the financial management of partner delivery contracts
  • Lead on audit matters
  • Manage and review the monthly accounts closing process for the program, ensuring HQ deadlines are met and all Continia reports are submitted on time.
  • Setting up a financial reporting and contract management systems

Human Resources

  • Provide HR support to the country management on any HR matters, strengthening HR capacity throughout the program.
  • Develop, monitor and review the national HR framework to ensure compliancy with local legislation.
  • Manage and review the monthly leave tracking and payroll reporting cycle for national staff to ensure that any issues are flagged and followed up on a timely basis, and payroll deadlines are met.
  • Update the staff database on a weekly basis; maintain a process to ensure that any changes are updated timely.  All documents are uploaded in SharePoint.
  • Responsible for the leavers and joiners’ process in-country.
  • Timesheets are signed monthly. Geneva Call’s processes are followed.
  • Participation to the monthly HR global connects.
  • Implementation of new policies in collaboration with HQ.
  • HR representative in-country for any HR related communication, in collaboration with HQ.
  • Engages in annual HR projects and priorities, in collaboration with HR function / HQ.
  • Ensure monthly reporting as requested such as recruitment and leave, as requested

Procurement

  • Ensure that procurement actions are carried out in line with policies and procedures, and donor requirements, maintaining the right levels of procurement, appropriate controls and accountability, ensuring best value for GC.
  • Provide technical guidance to the program senior management.
  • Develop and update program procurement plans to ensure timely procurement.
  • Manage the end-to-end procurement process, in line with GC procurement procedures and in collaboration with Procurement at HQ.

Safety & Security

  • Ensure all safety and security communications, transports, and housing material and equipment is available and properly functioning.
  • Responsible to share the pre-arrival briefing to new members or visitors in the country.
  • Ensure all new staff have filled in the digital Proof of Life form.
  • Supports Country Director with Safety & Security budgeting.

Administration & Logistics

  • Ensure a proper filing system of HR contracts, accountancy and premises & services contracts.
  • Support visa and travel requests.

Compliance

  • Work within the framework of Geneva Call’s core values, promoting ethical behaviour. Be an ambassador for the code of conduct and role model accountability.
  • Ensure familiarity with and adhere to all Geneva Call policies and procedures.
  • Undertake the role in a manner appropriate to the cultural context and within the local legal framework.
  • Understand and uphold the standards outlined in Geneva Call’s safeguarding framework, acting with due care and attention to safeguard the wellbeing of staff, consultants and partners and anyone else who works with or on behalf of Geneva Call. Report concerns if they do arise.

Main qualifications

Education and experience

  • Bachelor’s degree in finance or business degree specialized in finance with an accounting qualification a plus, as well as experience in payroll and human resources.
  • 5+ years of progressively responsible experience at national level in human rights and/or humanitarian organizations in a similar role.
  • Experience of overseeing complex financial planning, monitoring, forecasting and reporting.
  • Experience with Dynamics 365 Business Central is a plus.

Technical Skills

  • Effective financial management skills including complex financial scenario planning.
  • Good understanding of financial risk management approaches.
  • Good understanding of local legislation.
  • Experience in HR.

Language Skills

  • Fluency in English and Arabic; Knowledge of other local languages is considered an asset

Performance management
