Job Overview/Summary:

Under the supervision of the HR Coordinator, the Senior HR Officer is responsible for HR operations across multiple locations. This includes talent acquisition, compensation and benefits and performance management. The Senior HR Officer will play a key role in onboarding, HR compliance, and reporting HR metrics while ensuring alignment with organizational goals and adherence to IRC’s global policies and procedures.

Major Responsibilities:

Talent Acquisition and Onboarding

  • Lead end-to-end recruitment for mid-to-senior-level roles across the country program.
  • ·Ensure recruitment processes are compliant with IRC global and local policies.
  • ·Manage talent pipelines via the applicant tracking system (Cornerstone).
  • ·Support hiring managers to develop orientation schedules and onboarding documents before staff join.
  • ·Advocate and contribute to workforce diversity and succession planning.
  • ·Handle end-to-end processes for consultancy and TTA recruitment.
  • Conduct periodic training on recruitment policies and procedures for HR staff and hiring managers.

HR Operations and Compliance

  • Participate in the periodic review, update, and implementation of HR policies and procedures.
  • Ensure compliance with national labor laws and IRC internal policies to minimize legal risk.
  • Standardize HR forms, templates, and processes across field offices.
  • Maintain accurate and timely HR documentation and reports, including monthly HR metrics and workforce data
  • Oversee the creation of email accounts, and other administrative tasks related to employee information.
  • Submit monthly HR reports and track HR-related metrics, including recruitment and diversity reports.

Performance Management and Staff Development

  • Implement and support the full performance management cycle, including planning, mid-year reviews, and evaluations.
  • Train and coach staff and supervisors on the performance management system and best practices.
  • Ensure 90-day action plans, probation evaluations, and confirmation letters are completed on time.

Employee Relations and Duty of Care

  • Promote employee engagement and positive relations through periodic staff meetings and follow-up on action plans.
  • Train supervisors and staff on grievance and disciplinary procedures and ensure consistent application.
  • Support HR Coordinator in implementing inclusion, duty of care, and employee wellbeing initiatives.
  • Coordinate with field HR teams to address staff issues and ensure timely resolutions.

Compensation, Benefits, and HRIS Support

  • Support HR operations team in managing monthly payroll processes and employee benefits.
  • Ensure timely submission of payroll, payslips, insurance updates, and merit increase processes.
  • Periodically update and ensure accurate data in HR systems.
  • Manage the preparation of monthly and annual social security and tax reports.
  • Ensure appropriate accruals for staff benefits, including leave, 13th month salary, and social security provisions.

Internal: All staff and departments in Iraq office.

External: IRC stakeholders.


Minimum Qualifications:

·Education: University studies in Human Resources, Business administration or related field.

·Work Experience: 3-6 years of relevant working experience in humanitarian agencies, INGOs and/or in the private sector.

Demonstrated Skills and Competencies:

  • Language Skills:fluency in Arabic, Kurdish and English.
  • Strong knowledge of labor laws, HR best practices, and compliance standards.
  • Experience using applicant tracking systems (Cornerstone preferred) and HRIS tools.
  • Strong interpersonal, organizational, and problem-solving skills.
  • Ability to travel to field sites regularly.
  • Strong project management and organizational skills as well as interpersonal skills are necessary.
  • Ability to work in a fast paced/changing, deadline-oriented environment.
  • Solid presentation and communication skills.
  • Proven sense of professional discretion, integrity, and ability to manage situations diplomatically and to effective resolution.
  • Very strong proficiency in MS Word, Excel, PowerPoint and experience in the use of a recruitment tracking system required.
  • Diplomatic and strong acumen in establishing positive working relationships with employees and all other stakeholders to maximize cooperation and productivity. 

Total benefits:

  • Salary range: (2,503,846 - 3,255,000) Iraqi Dinars, based on various factors including the labor market, job type, internal equity and budget as well as calibrated by work location, individual candidate experience and skills relative to the defined job requirements.
  • 13th month salary per year.
  • 21 days of leave and 15 days of paid holidays per year.
  • IRC provides health insurance for staff and their dependents.
