Overview of positionJob-Specific Information
Under the direct supervision of the Project Management Support Officer, the Project Management Support Senior Associate (Community Liaison) coordinates the day-to-day community liaison activities across all projects under the engagement, in coordination with relevant team members. The Community Liaison Senior Associate will support the project team in liaising with the local community and implementation partners to ensure the project can be implemented in line with the agreement and as per schedule and scope, addressing the day-to-day concerns of the community, updating on the project’s progress, project’s plans, etc. The Project Management Support Senior Associate (Community Liaison) is expected to travel across all project sites, as required.

The Community Liaison Senior Associate will support the project team in liaising with the local community and implementation partners to ensure the project can be implemented in line with the agreement and as per schedule and scope, addressing the day-to-day concerns of the community, updating on the project’s progress, project’s plans, etc. The Project Management Support Senior Associate (Community Liaison) is expected to travel across all project sites, as required.
2. Key Functions
1. The Project Management Support Senior Associate (community Liaison) will provide support to the Project Management support officer and the team as required in liaising with the local community and authorities to ensure the project can be implemented as per schedule and scope, addressing the day to day concerns of the community, updating on project’s progress, project’s plans, etc. The responsibilities include, but are not limited to:
2. Planning and Coordination:
a. collect field data and information required to conduct community initiatives.
b. Support the Project management support officer and team in facilitating Focus Group discussions (FDGs) with the community male and female Shuras, regarding community participation in the project activities.
c. Interact with members of communities and encourage women to take part in income-generating activities in the target provinces of the project.
d. Support the project's gender mainstreaming initiatives.
e. Conduct other relevant project tasks assigned by the Project Management Support officer.
f. Forward questions about the project from community leaders and residents to the appropriate government authorities and the Project Manager.
3. Monitoring and reporting
a. Maintain detailed and accurate records of meetings, including agendas, meeting minutes, and follow-up/action points. Details of meetings held or cancelled should also be maintained.
b. Deliver documents to all the interested parties and receive documents from both external and internal parties.
c. Ensure that document approvals by concerned authorities are followed up consistently and in a timely manner, and update the Project Team as required.
d. Ensure that communities at construction sites are kept abreast of the project developments, and communication channels remain open with the communities.
e. Respond to community concerns by ensuring that they are brought to the attention of the Implementation Partners and UNOPS project management team and facilitate the process of resolving the issue.
f. Keep and maintain a record of labour force utilization.
g. Assist UNOPS in the identification of potential implementation problems and bottlenecks.
h. Report to the Project Team on a daily and weekly basis on community issues and the project’s performance in relation to those issues.
i. Keep up with the weekly and daily developments of the project.
j. Mediate between the community members and the project staff.
k. Forward questions about the project from community leaders and residents to appropriate government authorities and the Project Management Team.
3. Qualifications and Experience
a. Education
● Bachelor’s Degree in Economic/ Development Studies /Social Science or related field is desirable;
● Secondary school diploma or a high school diploma is required.
b. Work Experience
● A minimum of seven (7) years of experience in communication and liaison, community mobilization or other relevant fields is required with a secondary / high school diploma. 3 years of experience with a Bachelor’s degree.
● Experience working with national and international organizations that are contributing to the reconstruction and development of Afghanistan is a significant advantage.
C. Language Requirements:
● Fluency (oral and written) in English is required.
● Pashto and Dari languages are desired.
