Background
UNCDF
General Assembly Resolution 2186 (XXI) decided to “bring into operations the United Nations Capital Development Fund as an organ of the General Assembly which shall function as an autonomous organization of the United Nations. The UN Capital Development Fund (UNCDF) assists developing countries, especially least developing countries, in the development of their economies by supplementing existing sources of capital assistance by means of grants, loans, and guarantees. UNCDF’s vision is to help mobilize and catalyze an increase of capital flows for SDG impactful investments to Member States to address the most pressing development challenges facing vulnerable communities in these countries and thereby contribute to sustainable economic growth and equitable prosperity.
UNCDF utilizes its unique capability in the UN system to deploy grants, loans and guarantees to crowd-in finance for the scaling of development impact. UNCDF focuses on where the needs are greatest, a deliberate focus and capability rooted in UNCDF’s unique investment mandate to support the achievement of the 2030 Agenda for Sustainable Development and the realization of the Doha Programme of Action for the least developed countries, 2022–2031.
As per its Strategic Framework, UNCDF works to deploy its functions as a hybrid development organization and development finance institution. UNCDF responds to Member States requests for assistance by providing targeted technical and financial advisory services on investments for development outcomes, designing bespoke financial structuring solutions, undertaking financial derisking of investments, and enhancing investment readiness of SDG aligned projects in partnership with private sector, UNOs, International and Local Finance Institutions, Development Finance Institutions as well as Foundations and Philanthropy, among others. UNCDF works to develop local financial systems, new markets and mobilize and crowd in capital from public and private sources. UNCDF is driven by a partnership mindset which enables it to deploy its different capital capabilities in highly tailored and responsive ways in order to mobilize investments flows from other sources, in particular from the private sector. By structuring transactions which are highly impactful, but also recognize the need for multiplying the impact of its own capital, UNCDF seeks to position itself as a preferred partner for different stakeholders. UNCDF’s work is focused on six priority areas, including:

• Nature and climate financing
• Energy and decarbonization finance
• Sustainable food systems financing
• Inclusive digital finance
Following a recent restructuring, UNCDF’s organizational set up includes an Investment and Implementation Division (IID), Investment and Finance Oversight Division (IFOD), Operations and Oversight Division (OOD) and a Directorate of the Executive Office. UNCDF staff and personnel are located in regional hubs based in Dakar (Senegal), Nairobi (Kenya) and Bangkok (Thailand) with sub-regional presence in a number of locations in the Caribbean and Pacific Regions. UNCDF is led by an Executive Secretary based out of New York, USA. Pursuant to General Assembly resolution 2321(XXII, para 1.a), the Administrator of the UNDP performs the function of the Managing Director of UNCDF. UNCDF is overseen by the Executive Board of United Nations Development Programme (UNDP), United Nations Population Fund (UNFPA) and the United Nations Office for Project Services (UNOPS) and performs the function of the Executive Board of UNCDF.
Duties and Responsibilities
- The incumbent will work under the supervision of the UNCDF’s IDE Digital Lead 1, for Bangladesh.
- The position will be expected to engage with UNCDF Bangladesh Team, UNCDF Regional Team, UNDP Bangladesh team, Donors and our key external stakeholders in Bangladesh as needed, to ensure smooth delivery of our projects. He/she will also engage with the UNCDF Regional Communications Specialist.
- The country weekly meeting with team member will be arranged on weekly basis, the incumbent is required to provide work arrangement and update of projects’ activity to the team.
- The Regional call will be conducted on monthly basis, the incumbent has to be involved on updating and presenting the projects’ progress on each month as well as providing the plan for the following month and potential risks to regional team.
- The incumbent will be expected to join weekly progress and planning ahead calls with the Digital Economies Expert, Bangladesh.
- The incumbent will also participate in working groups and steering committee meetings as requested.
Under the direct supervision of the UNCDF , in collaboration with UNCDF Bangladesh and regional team , the M&E Analyst will undertake the following functions:
Objective 1: Support the implementation of monitoring and evaluation frameworks for UNCDF Country Office (CO)
- In consultation with the programme manager and the team develop M&E frameworks and plans, define project indicators, prepare tools and collect monitoring data
- Design and implement a monitoring mechanism to check and ensure the timely implementation of all activities in country including development of performance indicators and success criteria
- Support the design phase of projects to set up results frameworks and theory of change with defined indicators for country initiatives in alignment with CGAP, DCED and other best practices Design and implement the collection of data disaggregated by sex and age and other relevant data linked to project outcome indicators to facilitate routine project progress reporting
- Collaborate with UNCDF Evaluation Unit to support in carrying out in-country projects evaluations
- Follow up on the implementation of evaluation recommendations, ensuring the optimal use of evaluations findings by leading in the preparation of timely management responses as required
- Support in collecting and quality assuring data for the regional dashboards, IDE semi-annual report, UNCDF corporate report, donors’ annual reports and other reports as requested
- Keep updated the risks log on a regular basis and ensure the timely implementation of mitigation measures
- Ensure and encourage use of monitoring data and outcomes for project implementation and decision-making processes
- Any other functions/activities as requested by the Senior Management.
Objective 2: Ensures the monitoring and data collection from partners
- Support liaising with all the relevant partners to determine the effectiveness of the activities and outputs of the projects
- Ensure timely data collection from the partners of the projects to track the progress of the initiatives and ensure data validation
- Support in the compilation and quality assurance of the partners milestones requests and disbursements packages to ensure that all the results have been achieved
- On the basis of the data collected from the partners, advise on potential adjustments to the implementation of the projects to ensure success
- Finalize Focus Groups Discussions (FGDs), Key Informant Interviews (KIIs), and other qualitative interviews questionnaires to collect beneficiaries' data
- Carry out monitoring visits to validate the projects progress and conduct beneficiaries' interviews to measure the impact of the projects in the lives of the most vulnerable groups
- Collect beneficiaries' data and testimonies that can be used for a variety of communications products
Objective 3: Support capacity building and knowledge sharing
- Contribute to building the capacity of other team members to ensure proper monitoring and evaluation of the projects
- Prepare presentations and briefings including performance monitoring charts and tables on all the results achieved by the projects, or as deemed necessary for internal or donor reporting
- Identify and formulate lessons learned and recommendations to be integrated into broader knowledge management efforts
- As requested, assist in organizing and leading information dissemination, seminars, conferences and meeting
- Plan and facilitate knowledge sharing and learning sessions for country team and coordinate with the external expertise if required
- Ensure Gender-mainstreaming in the M&E templates of the country team and partners, as well as in the report
Objective 4: Support resources mobilization and projects formulation
- Based on the results achieved by the projects, assist in analyzing information on donors, preparing briefs on possible areas of cooperation, identifying new funding opportunities
- Support the formulation of new projects, including desk research, documentation, drafting concept notes and project documents building on the results achieved by the projects
- Support in creating and maintaining partnerships with other UN agencies, government institutions, bilateral and multilateral donors, private sector, civil society and informing them of the results achieved by the project
- Prepare background information and documentation, update relevant data for the project and compile background material for donors
- As requested, prepare information and data for the UN Country team, different UN agencies and other concerned working groups within UN Bangladesh
- Support the development of project proposals – particularly the performance indicators and M&E plans
- Support in organizing and facilitating special events such as project launching event, donor engagement/joint monitoring visits, etc.

Required Skills and Experience
Education:
- Master’s Degree from a recognized institutions in Statistics/ Business Administration/Natural Resources Management/ Environmental Science/ Economics or associated field are required. Bachelor’s Degree with additional years of experience can be considered in lieu of Master´s.
Experience:
- If candidate has only Bachelor’s degree, 2 years of Professional experience at the national and/or international level in monitoring and evaluation and reporting is required. No experience for master’s degree holders
- Minimum 2 years of relevant experience in defining projects/programmes performance indicators, data analysis and results collection is mandatory.
- Minimum 2 years of working experience in a development project team.
- Minimum 2 years of hands-on experience in the design, monitoring, and evaluation of private sector development projects is preferred.
- Minimum 2 years of working knowledge in financial inclusion and women economic empowerment is preferred.
- Experience of working with international/donor agency is an asset;
- Experience of using statistical software programmes;
- Previous experience in capacity development and knowledge transfer.
- Previous experience in designing research, assessment and survey
- Project implementation experience with the international development organization is an asset.
- Knowledge of market system development approach would be an advantage
- Understanding of M&E Donor Committee for Enterprise Development (DCED) standards and CGAP guidelines is preferred.
Required languages:
- Excellent knowledge of English and Bangla (national language), both written and verbal is required.
